Senior E&I Engineer responsible for designing and reviewing electrical,
instrumentation and telecommunication systems for Jubail 1&2 and Ras Al
Khair Industrial Municipalities. This operation is the largest civil
engineering project in the world. I was one of two engineers, selected and
approved by the royal commission, providing oversight and leadership in all
aspects of the instrumentation and control systems for the operation.
Jubail expansion project had an approved budget of US5.6Billion. Ras Al
Khair project had an approved budget of US2Billion. Reviewed and approved
designs specifying distribution systems, breakers, transformers, fiber
routing, Ethernet switch placement, PLC, RTU, Instrumentation and valving.
Specified complete BMS systems, hardware and services (lighting control,
HVAC, Access Control, Energy Management, Fire Alarm etc). Reviewed and
approved industrial SCADA, DCS and BMS systems and architectures.
Developed the instrumentation and control section for the Royal
Commission's engineering manual. Developed Royal Commission specifications
for instrumentation and control infrastructure. Reviewed and approved all
control methodologies for all industrial systems in the areas mentioned.
Directed and approved AE firm design efforts. Regularly interfaced with
project construction teams, Saudi Electric Company (SEC), Saudi
International Petrochemical Company (SIPCHEM), National Industrialization
Company (TASNEE), Saudi Arabian Fertilizer Company (SAFCO), Saudi Aramco,
Saudi Arabian Basic Industries Corporation (SABIC) and Saudi Water Company
(MARAFIQ).

Pueblo Chemical Agent-Destruction Pilot Plant, Pueblo CO
Senior E&I Engineer responsible for designing Chemical Abatement systems at
the Pueblo Chemical Depot. Project estimated value $900M. Reviewed and
approved designs specifying DCS, PLC, 1000s of instrumentation and valving.
The system utilized Honeywell DCS, Rockwell RS500 and 5000 series equipment
and many skid mounted panel views. Reviewed and approved P&ID, Logic
Diagrams, SAMA Diagrams, DCS screen/instrument/alarm/reporting
configurations, instrumentation systems and valving. Responsible for
insuring conformance to design intent and expected system performance. Site
system owner for the InTool instrument management application. Responsible
for interpreting and applying codes and standards relating to customer
design requirements (NFPA, ISA, IEEE, Federal and State of Colorado).
Accepted a position with the Royal Commission of Saudi Arabia working for
Bechtel.

LOGCAP IV Afghanistan
Senior Quality Manager and E&I Engineer, supporting one of the areas of
operation. Project estimated value $1B over life of contract. Reviewed and
approved contract compliance for the Theater Master Scope of Work. Services
included: water, power generation, electrical, grounding and bonding, DFAC,
MWR, POL, Showers/Latrines/Ablution, Vector, and all other required
operating base support services. Subject media expert for power generation,
grounding and bonding, and electrical systems. Reviewed and approved
commission/decommission of services via the LOTD process. Conducted site
quality surveillances. Liaised with the DCMA (Defense Contract Management
Agency), insuring sites were in compliance with PWS requirements. If sites
received corrective action requirements (CAR), was responsible for
resolving the deficiencies. Contract was completed. Accepted a position
with Bechtel.
Senior Construction Commissioning Engineer Fluor

Oak Grove Power Plant Oak Grove TX
Senior Construction E&I Commissioning Engineer for the Oak Grove Power
Plant. Project was valued at $2B and was named Power Plant of the Year by
Power Magazine 2010. Reviewed and approved overall testing and
commissioning plans. The system was comprised of two super critical 800MW,
coal-fired, GE Turbine, Alstom boiler, units. The control system was an
integration of Foxboro DCS, Rockwell Controls, GE Mark IV, Cimplicity and
thousands of instrumentation. Provided E&I technical expertise during
system start-up. Reviewed and approved the P&ID as-built, loop drawing and
logic diagram packages. Partnered with project and design engineering
resolving construction technical issues. Reviewed and approved factory
acceptance tests, O&M manuals submittals and spare parts requirements.
Reviewed and approved contractor/vendor warranties. Managed the turn over
process by defining turnover boundaries and providing turn over packages to
the client and DOE. Conducted periodic site inspections and issued quality
action notifications when deficient items were discovered. Developed and
maintained E&I punch lists. Provided technical expertise for the lessons
learned program. Conversant with the practices and procedures of
international design codes and standards relating to design and
construction. Recruited to Fluor Afghanistan.

Freescale Facility Support Tempe AZ
Commissioning and E&I Engineer for Kinder Morgan Gas Systems in east Texas
and Louisiana. Kinder project was valued at $10M. Operations and E&I
contract engineer for Free Scale in Tempe Arizona. Freescale service
contract was ongoing and was valued at US250K. Responsible for generating
an overall testing and commissioning plan of the gas line distribution
system. Reviewed and approved testing and commissioning plans and
schedules. Reviewed and approved P&ID, loop drawings, logic diagrams, SAMA
diagrams, instrumentation selection and vendor warranties for as-built
packages. Provided support as a field engineer. Recruited to Fluor

Intel Corporation Global Support
E&I Engineer and Quality Manager for Intel Global Fabrication facilities.
The systems were comprised of GE Cimplicity, Rockwell Software and PLCs, GE-
based PLCs, Johnson Controls and thousands of instrumentation. These
systems interfaced to chemical, cooling, heating, batch, logistic, building
management, high purity and bulk gas distribution systems and many complex
process equipment suites. Reviewed and approved design, engineering,
construction and OM methodologies for multiple facilities and retrofits.
E&I engineer for DCS/SCADA, PLC, instrumentation, Maximo and all backend
SQL data interfacing to other applications. Participated in the Intel
Global Joint Engineering team that reviewed and approved all global
infrastructure design packages for current and future copy exactly designs.
Reviewed and approved contractor's testing and commissioning plans and
schedules, factory acceptance tests, O&M manuals, spare parts listings and
training. E&I Intel manager of project sub-contractors. E&I Engineer that
developed Intel global power monitoring systems. Reviewed and approved all
designs involving power quality monitoring power re-start. Quality manager
providing oversight for Intel ISO 9000 certification for Global Facilities.
Intel representative that participated in ISO compliancy audits. Developed
Intel I&C training courses that were transferred to New Mexico's state
junior college. Additionally, I worked in the Intel Business Divisions,
specifically, the embedded and network processing divisions. I was selected
for my in depth knowledge of industrial control systems. As the technical
representative, my team was able to integrate Intel silicon into many of
these applications. Chose to leave as compensation was based on stock
options and Intel was no longer a growth company. Accepted a position with
Tegron.
