Closeout Specialist - Kairos Consulting Worldwide - April 2013 - June 2014
. Hired to close a large backlog of complex federal award instruments with
extremely old expiration dates, which government staff were unable to
accomplish. Worked myself out of a job.
Estate Management - Plymouth, Michigan - February 2012 - November 2012
1. Closed parents' estate in Michigan. Disposed of home contents by
various methods, completely rehabbed the home and staged it, then sold
the house in one month. Interfaced with attorney to transfer the
financial assets.
Senior Contract Procurement Specialist - Argonne National Laboratory (ANL)
- February 2010 - February 2012
2. Negotiated terms, conditions, and pricing; and processed and awarded new
and renewal subcontracts for ANL. Delegated level of authority was
$250,000 per action. Processed a significant number of closeout actions.
3. Handled a significantly higher workload than predecessor Senior
Specialist. Cut the average lead time for processing actions from 44
days to 16.5 days.
4. Suggested many process improvement/streamlining ideas which were
implemented.
5. Worked in a completely paperless environment; all work was processed
electronically using various software systems (MS Office Suite, Outlook,
and specialized software).
6. Received numerous letters of appreciation from customers/clients
respecting my work products, expertise, and timeliness.
Team Lead - H.A. King & Associates, Inc. - March 2007 - February 2010
7. Recruited by the Department of Energy (DOE) to head up their contracted
closeout group which was responsible for the myriad activities associated
with the closeout of a wide variety of contractual and financial
assistance instruments for the DOE. Was subsequently interviewed and
hired by H.A. King.
8. Supervised a team of professionals, which doubled to fourteen in number.
Personally processed as many closeouts as the other top performer.
Increased workloads by over 100% and the productivity of the staff. Met
all contract goals under an award fee contract.
9. Managed all workload assignments; trained brand new personnel and
reviewed their work; answered all questions including those of a
controversial or complex nature; issued guidance, instructions, and
samples; resolved problems; interpreted regulations and DOE policies;
sole interface with, and reporting to, the prime contractor and DOE.
Utilized a wide variety of specialized and standard software (including
MS Office Suite and Outlook) in work accomplishment.
Caregiver, Foster Parent, and Historic House and Grounds Restoration -
August 2004 - March 2007
10. Retired early from DOE to care-take 5 elderly adults with health
problems. Provided hospice care several times. Became a licensed foster
care worker and had 4 teenage boys in my home. Restored a 150 year old
house and all of the grounds during this period.
Procurement Analyst for Management & Operating Contracts - U.S. Department
of Energy (Chicago Operations Office) - May 1996 - August 2004
11. Requested by top management to move to a new position to work on the
Department's most complex procurement instruments - contracts for the
management and operation of the Nation's National Laboratories (M&O
contracts), for which the DOE Chicago Office (CH) had cognizance. These
contracts are performance based instruments, each with estimated costs in
the hundreds of millions per year.
12. Technical expert/lead contact for M&O contracts: Personally developed,
finalized, and issued internal policies, procedures, positions, guidance,
and responses with respect to the CH M&O contracts. Provided detailed
analyses and interpretation of laws, regulations, directives, and
decisions regarding M&O contractors/contracts to other personnel.
13. Participated as a critical team member on numerous Source Evaluation
Boards (complex technical teams) for the selection of contractors to run
the Nation's National Laboratories. Work involved the development and
preparation of an entire gamut of complex and lengthy documents required
for project completion, and for presentations to government officials and
the public. Work on Source Evaluation Boards was confidential and
proprietary in nature. Work was technically complex requiring the
juggling of many different items/actions, often within extremely short
deadlines and with high visibility (e.g. the Secretary of DOE and various
Under Secretaries). Work included extensive interfaces and negotiations
at high levels within the federal government and with potential and
selected contractors.
14. Critical for success in this position were the ability to effectively
communicate (both orally and in writing), work well with other people and
on teams, work under pressure and under tight deadlines, travel -
sometimes extensively, and to be able to successfully negotiate with
various types of individuals who often had competing or divergent
interests.
Supervisory Contract Specialist - U.S. Department of Energy - April 1989 -
May 1996
15. Supervised a team of 7 professionals and 2 administrative personnel
working to award, administer, and closeout DOE's various types of
procurement, financial assistance, and interagency agreements.
Organized, trained, and managed a diverse and varied team. My team was
always the most productive and handled the greatest volume of work and
many of the most complex actions.
16. Possessed and exercised Contracting Officer authority of up to $5
million per each action and possessed signatory authority for instruments
of up to $25 million with approvals at higher management levels.
17. All work was accomplished within regulatory restraints and guidelines,
and within established deadlines.
Contract Specialist - U. S. Department of Energy - July 1975 - April 1989
18. Negotiated and administered approximately 50 research, development, and
demonstration contracts, support service contracts, and financial
assistance instruments, with various types of entities, valued at
approximately $200 million in total. Experienced with all contract
types. Exceeded goals for assigned closeout work.
19. Reviewed and analyzed cost and pricing data, budgets, and audit data in
work performance. Monitored expenses against budgets, and reviewed and
approved invoices.
20. Earned progressive promotions by handling increasingly more complex
actions and increases in workload assignments, performed within tight
deadlines.

procurement, financial assistance instruments, cost/price analysis,
