Promoted into a leadership position to manage the Applications Group within the City of Alexandria’s

Information Technology Services Department. Directed the development, implementation, and upgrade

of enterprise applications and integration services that streamlined City-wide business operations and

provided software troubleshooting and support.

• Managed daily operations in an on-call 24/7 role, including budgeting; employee recruiting,

training, evaluation and motivation; scheduling; programming development; IT project

management; performance standards; programming standards and practices; and responding to

annual City-wide financial audit.

• Developed the group’s 5-10 year strategic plans and managed completions of state, city, and

Federal mandates.

• Established policies and procedures for emergency preparedness, disaster recovery, continuity of

Supervised a team of computer programmers and provided project management support. Managed the

design, development, implementation, and documentation of enterprise financial computer applications.

County’s enterprise financial applications. Worked closely with the Treasurer, Commissioner, Human

Resources, and Accounting.

• Accountable for employee recruiting, training, supervision, and evaluation; budgeting;

performance measures; full life-cycle project management; and cost analysis.

• Supported Year 2000 efforts by managing programmers that were changing programming code

and managing help desk team.

VISTRONIX, INC., Arlington, VA 1997 – 1999

Project Manager/Team Lead

Worked as a contractor to Arlington County Government to:

• Analyze multiple application systems (e.g., cost, screen design, reporting, flow chart) to make

recommendations for Year 2000 compliancy.

• Installed new hardware and software and maintained MS Access and SQL databases.

• Wrote user manuals for new systems/applications and provided training/on-going technical

support to 85 end users.

• Served as Team Lead on a project for the Maryland Department of Education that involved the

design of the Center for Teach Enrollment (CTE) application; reviewed existing systems for data

input screens, forms, and reports. Interviewed end-users; and developed a data model using

Logic ERWin. Awarded Phase II based on design.

• Provided full life-cycle development of a new web-based license origination and renewal

application for the Maryland Department of Labor, Licensing, and Regulations.

• Managed the team that developed a web-based application (using Cold Fusion and MS SQL) that

automatically routed long distance calls to the lowest rate carrier for a Germany-based company.
