Oct 08 – Jan 15 HILTI OPERACIONES DE MEXICO
Supply Quality Eng. Responsibilities Include:
Develop, evaluate and validate new suppliers as well supply audit production process. Also
find new suppliers for our products, as well define tools and equipment for our inspection tests.
Perform audits to our suppliers based on the nuclear points. At the same time, generate and get
agreement to the order texts to meet nuclear requirements.
I was the Quality Engineer for the DX Nails Project. This production line was working at
Chine so my responsibility was to implement all quality manuals, define and implement all
engineering, production and serial production validation tests, as well define, purchased and train
quality technician on all new equipment to test nails like microscope, hardness tester, mounting and
polishing equipment, grinding machine, etc. also train all production and quality technicians in the
usage of the measuring equipment like optical comparator, micrometer and calipers, concentricity
testers etc. including the implementation of the SPC tools.
Jan 08 – Oct 08 Delphi Condura at Matamoros Mx.
NA Validation Test Supervisor. Responsibilities Include:
Supervise, coordinate and report results of validation tests to design group. Develop
Validation test plan for new products or changes on existing ones. Looking new ways and technology
to test products according to validation test plan as well improve existing testers.
Jul 06 – Sep 07 Sanmina-SCI at Laredo TX. Repair Center
Engineering Manager Responsibilities Include:
Sanmina is a contract manufacturing company, which in this Laredo facility is dedicated to
repair Motherboard from IBM servers. We transferred the repairing line from Rapid City SD to Laredo
TX. We took some technicians and operators to Rapid City to be trained in the repairing process. At
Laredo Plant, I created all Work Instructions, Flow Charts Test Instructions, Control Plan, PFMEA as
well I created the system for Document Control to centralize all documents, I Implement the KPIs
(Key Process Indicators). Also to help the operators, I created all work instructions for PCB
troubleshooting and check list, I implemented the PM and calibration program for the machines
(testers, DMM, oscilloscopes, BGA etc). as well I used a computer system to add all BOM,
schematics, PCB layout. With this system, we save all paper work as backup. The 5S, Kaizen and
Lean Manufacturing concepts were implemented.
Achievements: In order to incorporate new products I combined test benches, so we optimized the
repair area. As well we adapted the pull system to reduce the WIP. Since most of the electronic
Technicians were not familiar with basic of electronics like transistors, diodes etc, I gave some
training on the basic of electronic to them.
Apr 03 – July 06 Valeo at Rio Bravo Mex.
Manufacturing Eng. (Test Engineer Sup). Responsibilities include:
Automotive Company. Supervise the test equipment department (EOLT), and write test
specification for new product in order to guarantee the quality of them. Also, evaluate new suppliers
and standardize type of testers. Support and provide directions to departments on Continuous
Improvement programs. Participate with other departments in the development of methods to be
used in assembling of new testers. Participate in the training of assemble-line workers for the new
tester usages. Develop of PFMEA's (of the EOLT), TPM, and participate on control plans
development. Develop test plans for new tester. Design test plan for clock springs as cancellation,
torque and centering test as well the SAS calibration etc. Since the lack of people, I am helping
product engineering on Honda immobilizer and Saturn IBCM (Beck) warranties return analysis. Also
write all documentation for ISO/TS 16949 related to Test Eng. Department.
Achievements: Since Vale had no experience on automotive window lift switches I was hired to
improve the current window lift testers in order to meet customer specifications, as well in order to
meet the rate that the customer (Chrysler) requires, we developed new testers. All APQP,
documentation was crated in advance for Customer products. Validation tests, PFMEA, Control
Plans, and all aspects that shows that the product meets customer needs.
Jan 97 – Apr 03 Delphi (Condura) at Matamoros Mex.
Jan 99 –Apr 2003 Manufacturing Eng. (Test Engineer).
DELPHI Responsibilities included obtain testers for new products. As well as write tester
specification form product specifications in order to warrant the quality of the products. Also, I need
to evaluate new suppliers and standardize type of equipment as well pricing and deliveries of End
OF line testers. Support and provide directions to departments on Continuous Improvement
programs. Participate with other departments in the development of methods to be used in
assembling of new testers. Participate in the training for the assemble line workers for the new
testers. Develop with other departments PFMEA’s and control plans. Be part of all PSO (Customer
Approval Process Sign Off), run at rate and help to get all information needed for PPAP, APQP
documentation.
Achievements: Transfer Production lines from Wimimac In. to Matamoros MX. And the
industrialization / Introduction of new products NPI.
Jan 97 – Dec 98 Present Product Engineer.
DELPHI Responsibilities included Chrysler Electronic products for window lift switches.
During this time, I modified the product (motor and electronic system) to fix some quality concern as
well as making some cost savings. The cost was improved in 5 %. I worked with the Engineering
Center in Chicago on different design issues, this handling of the drawings, bill of materials, tooling,
setups and operating manuals. As well participate and several DFMEA and PFMEAS.
Achievements: Improve the cost on a window lift switch in 5%, Transfer lines form Winimac
to Matamoros, and developed new Test Equipment suppliers.
Sep 86 to Jan 97 Delphi (Delnosa) at Reynosa Mex.
Sep 96 to Jan 97 - Delnosa (Now Delphi) at Reynosa Mexico
Manufacturing General Supervisor. Responsible for the Production and the support
people for electronic products.
Using my experience gained as Product Design and Test Equipment Eng. I created a group
of well-trained new Engineers and technicians who were able to face any problem that showed up.
Also P&L studies for production analysis as well the lean manufacturing implementations.
Achievements: I helped and developed the new Test Engineers to fix the tester.
Mar 95 - Sep 96 Delnosa (Now Delphi) at Reynosa Mexico (Assigned to Kokomo IN plant)
Design Electronic Engineer. Responsibilities included for Electronic HVAC. Delco
Electronics at Kokomo In. also PPAP, PFMEA, DFMEA documentation where part for the position.
I was sent to Kokomo In for an 18 months training. My first assignment was to reduce the
EMC that our product was generating. To improve the EMC, I had to re-layout the PCB plus the
usage of the new components (SMT). After we got customer approval, we had increased the profits
in a 7%. Also, I draw the first electrical diagram of the HVAC of Chrysler Grand Cherokee 99 MY.
Achievements: in order to reduce the EMC generated by our product, I re-layout the
product, changing most of the components to SMT technology, at the end a cost saving was made
by 7%. Generation of DFMEA, PFMEA and design for manufacturability document were created and
sent to customers.
June'94 -Mar 95 Delnosa (Now Delphi) at Reynosa Mexico
Manufacturing Systems Engineering General Supervisor Responsibilities included Test
Equipment, Industrial, and Process Engineers dept.
In this period, the main responsibility was to keep all the production equipment running,
calibrated, OE% above 95%, operators trained on all equipment usage like production testers,
assembly machines in plant 1 facilities as well I had the maintenance shop group. To give the
support to the production line, I had the help of four supervisors, 17 engineers and 20 technicians.
As part of the position we had to coordinate the introduction of new system like SMT and
thru-hole (Radial and Axial) machine. As well, the implementation of six-sigma elements was done.
Achievements: Introduction of a “new” technology for us, SMT and Radial and Axial insertion
machine.
1993 - June'94 Delnosa (Now Delphi) at Reynosa Mexico
Manufacturing General Supervisor. Responsibilities of production of electronic products.
During this time I learned the all production problems (efficiencies, forecast production and
all quality issues).
Achievements: I re-engineering the group to do more functions with the same amount of
people and during this time I was sent to our customer to evaluate our products. I found the problem
and I suggest the solution design engineers at Kokomo Indiana.
1986 – 1993 Delnosa S.A. de C.V. ( Delphi)
Test Equipment Engineer. Responsibilities included Procurement, implementation,
maintenance of automated tests systems-, production support; new engineer training; I.B.S., Budget,
Cost Estimate, various other financial responsibilities.
Achievements: We create a team to develop the testers in house, implement all PM and
Calibration procedures creation of troubleshooting book for machine test equipment.
1985 -1986 Elizondo Carrier
Qulaity Eng. The responsibilities were to procurement, maintenance and calibration of lab
measurement equipment to validate all Air conditioning machines.
I developed a mechanical laboratory to evaluate the A/C capacity. I selected the size of the
building to simulate the window A.C environment and I obtained all the necessary equipment like
Salt fog chamber, universal test machine, adapted one system to evaluate the contamination in the
coils and I developed all tests procedures. As well I helped to get the ASME (under pressure
containers) certification. This means all quality procedures, material and technician certification

Electronic Design Eng. Responsibilities included the design, assembly, installation and
training of the equipment used in the fabrication of A. C. to D.C. voltage converters, A. C. voltage
regulators, and motor speed controllers.
