Dennis Hanson offers broad experience in Program Management, Account Management, IT consulting,

June 2009 – Present – Founder and Managing Partner, Drinkwater Consulting Partners, LLC,

Founded Drinkwater Consulting Partners to provide experienced resources with Supply Chain functional

knowledge, business process redesign and technical development experience, and government project

management expertise to address business challenges in government and the Aerospace and Defense

industry.

• Implemented a Logistics Enterprise Dashboard to visually display contract performance metrics and

leading operational indicators on supply chain performance against threshold values, and allow analysis

over multiple parameters. This dashboard provided a common reference for government client and

Aerospace and Defense contractor executives as well as for supply chain managers and Integrated Process

Team leads, using a consistent, authoritative data source and defined business practices.

• Performed business case and requirements analyses to support enterprise IT infrastructure

consolidation for Navy tactical networks. The analyses highlighted several areas to realize operational

and cost efficiencies through standardization, elimination of redundancy, and migration of inherent Navy

services to the most efficient and effective provider within the Department of Defense. Identified over

$25M in savings and cost avoidance.

• Performed business case and requirement analyses to support enterprise IT investment decisions for

the Department of Veterans Affairs, to include the national rollout of an integrated health care

appointment printing and bulk mail solution, enhancement of an existing Human Resources platform to

manage rotational medical trainees in the VA hospitals, and automation and standardization of the process

to grant and audit medical privileges for health care providers.

• Served as a Proposal Management Consultant for a major DoD Prime Systems Integrator.

Developed and submitted a winning proposal with final executed value in excess of $200M for worldwide

operations and sustainment of missile defense radars, an additional $70M in winning proposals for spares

procurements, depot-level repairs, radar deployments, and deployment site construction and

enhancements.

August 2003 – June 2009 - Senior Manager, Aerospace & Defense Sector

BearingPoint, Inc., McLean, Virginia

Account lead and Client Service lead for the Northrop Grumman Integrated Systems and Pratt & Whitney

Military Engines Division accounts, and project manager for several business development efforts focused

on Process Improvement, Lean Manufacturing Redesign and related information systems. Held significant

leadership roles in engagement teams across multiple geographical areas.

• Led enterprise-wide consulting projects as Project Manager, with annual revenues ranging from $1M

to $5M and teams as large as 25 professionals. Service areas included Supply Chain Strategy, Logistics

Systems, Acquisition Program Management, Data Warehousing, and Business Intelligence.

• Served as the Functional Lead for an enterprise-wide Business Intelligence implementation for

Northrop Grumman Shipbuilding, defining the functional requirements for an integrated data warehouse

and reporting portal. Facilitated requirements definition workshops with material management, planning,

procurement, and production control, and ship construction functions. The system, once fully deployed,

will improve material availability and schedule performance in four regional manufacturing sites.

• Served as a functional subject matter expert on an implementation of an integrated Enterprise

Resource Planning system for Northrop Grumman Shipbuilding. Defined the As-Is and To-Be processes

for the implementation of a material management and a maintenance execution system, and redesigned

and mapped business processes in MS Visio for analysis and approval of senior management.

• Led the Aerospace and Defense Decision Support solution team to deliver business intelligence solutions

for Northrop Grumman, Pratt & Whitney, and Lockheed Martin sustainment programs. These logistics

solutions drove tens of million dollars from client’s inventories and ensured maximum award fee

payments for achieving performance measures, as well as provided hard data to support Business Case

Analyses and negotiation positions for Performance Based Logistics contracts. Implemented CMM-I

Level 3 processes.

1 Led a cross-functional team supporting roles in Supply Chain Management, Legacy system integration,

and database development, while serving as the BearingPoint Capture Manager for an enterprise-wide

Lean Manufacturing and Logistics redesign for a major Air Force client, resulting in reduced repair cycle

times and lower cost of repair. Managed the team on-site to deliver information systems supporting Lean

production.

February 1997 – August 2003 - Manager, Navy Sector

BearingPoint, Inc (Formerly KPMG Consulting, Inc.), Washington, DC

Provided financial management support, earned value analysis, programming and planning support, and

funding document distribution and execution for the Torpedo Systems programs at Naval Sea Systems

Command, Washington, DC, and the Naval Undersea Warfare Center Division, Newport, RI. Executed

annual budgets in excess of $200M.

• Led the Assessment team that compared the NAVSEA as-is financial processes to those incorporated

in the NAVAIR Enterprise Resource Planning (ERP) solution. This effort involved conducting

stakeholder and executive interviews across NAVSEA Headquarters, Program Executive Office, and

Warfare Center staffs, definition and mapping of the as-is processes in MS Visio. Output of this project

highlighted additional areas for the government team to pursue in determining the headquarters plan for

ERP.

• Maintained and updated an integrated cost model for Aircraft Carrier Refueling Complex Overhauls

(RCOH), accounting for labor, material, contractor overhead, and cost of money. This model drove POM

planning and budget submissions for the RCOH programs in PEO Carriers.

May 1989 – January 1997 – Submarine Warfare Officer and Operations Consultant

United States Navy; Norfolk, Virginia and Portsmouth, New Hampshire

Achieved qualifications of Chief Engineer for Naval Nuclear Propulsion Plants, Submarine Warfare Officer,

and a sub-specialty in Operational Intelligence. Served as a consultant for submarine operational issues to

the Director of Fleet Intelligence while on the staff at U.S. Atlantic Fleet Headquarters.

• Spearheaded process improvement initiatives to reduce time delays in sensitive intelligence reporting

from several hours to less than one hour, and developed a team-based approach, streamlining the mission

approval processes from three weeks to two days.

• Developed plans and policy for all submarine reconnaissance operations, and served as the liaison

between Atlantic Fleet and the national intelligence agencies for all submarine operational issues.
