ADMINISTRATION AND MANAGEMENT SKILLS
•Skilled in executive leadership for developing, coordinating, monitoring, auditing and managing all
Community Development Block Grant Contract (CDBG) grants applications and programs in assigned
territory and the State of North Carolina’s CDBG Small Cities Program. I also acted as State Field Office
Director responsible for 200+ people during the Director’s absenence.
•Negotiated more than $600,000,000 funding for 15 water and sewer facilities local governments
contracts throughout the State of North Carolina and other Federal Agencies.
•Established and directed a planning department for a nine (9) county planning region and supervised
planning work program of seven (7) professionals and two (2) secretaries. While at HUD I spearheaded a
training method that taught each staff person to ease transparent management and finance of federal
programs. I developed 6 new water and sewer systems.
•Performed as a Database Manager for 30 staffers in the Community Development Division. Redesigned
our computerized information system and enhanced the City of Raleigh and Wake County’s Community
Development Systems. Assisted in developing the first data processing systems used to transfer progress
and receipt of funds from Federal and State governments who previously used voice via telephone and
manual filing logs. Responsible for converting 20 units of governments to an Integrated Disbursement
Information System within 14 months, beating the target date by 10 months.
•Enhanced compliance with community development grants and other federal grant totaling more than
400 million dollars annually. This includes administrative and management oversight of some 25 housing
development projects, non-profit activities, and water and sewer projects, neighborhood revitalization
projects, economic development projects, parks and open space projects and 3 downtown revitalization
projects. Ensure the deadline compliance both internally and externally during the application process.
Worked with more than 50 non-profits and developing start-up organization and compliance with federal
and state regulations; assisted with finance and organizational structure.
•Represented the Director and Program Manager in their absences. Participated in the review and
recommended underwriting approval of more than $10,000,000 + for single family and multifamily
housing projects for FHA Insured Mortgages in the Mortgage Credit Division. Performed work in a Loan
Management Division to fix the collection delinquencies. The collection rate improved 88% over 120
days. This involved improving phone call contacts, meeting with delinquency account clients and
developing a fast tract pay off system via the legal section.
PLANNING AND FINANCIAL SKILLS
•Managed and improved collection of delinquent accounts by 42% under the Title I Federal Housing
Insurance Program, ranging from $10,000 to $30,000 during a 6 month by redesigning the collection
system.

and recommend and create corrective action needed to resolve any outstanding audit findings.
