Deputy for Small Business Programs
Duties, Accomplishments and Related Skills:
I worked as the deputy for small business programs for the Humphreys Engineer Center Support
Activity (HECSA) to develop their small business program which had been vacant for almost two
years after one year I was asked to take on the duty of managing the USACE Army Geospatial
Center (AGC) small business program as well since they were not meeting their goal and had
recently failed an internal audit. Between these two programs I managed a small business program
that handled $300 million plus each year between the two offices I manage of which $115 million is
awarded to small businesses on average. I provided guidance on small business policy to
contracting and technical personal. I reviewed many pre-award contracting documents prior to
solicitation release including market research reports, small business coordination records
acquisition strategies, 8(a) program recommendations and many other important pre-award
documents. The documents I reviewed were for acquisitions anywhere between $10,000 up to
$500M. I also provide training for the contracting office as well as organizational customers and
technical personnel. Training events I have done include topics such as market research, training on
the OMB mythbusters for communicating with vendors, DD2579 (Small Business Coordination
records), processing of set-aside strategies and other small business related topics. I worked with
legal consul on small business regulatory issues such as size determinations, contract ceiling
increases and adverse impact determination, Alaskan native contract rules and regulations and
many other small business policy rules, I Managed and maintained acquisition forecast to industry to
ensure small business are aware of upcoming acquisitions. I assisted in market research through the
use of Federal Procurement Data System Next Generation (FPDS-NG), GSA elibrary, Past
Performance Information retrieval system (PPIRS), google sources and other resources. I provide
analysis of procurement trends using FPDS-NG customized reports and excel spreadsheets. I
provided guidance on subcontracting and small business participation for both current and upcoming
contract actions. I attended and host vendor conferences to further expand the organization outreach
to small business allowing for improvement in reaching our goals. I also provided vendor training and
organizational briefings at conference events. I also assisted contractor one on one when needed.
Some of the things I went over with contractors include teaming agreements, contract strategies,
marketing to the government, sourcing new contract opportunities, security clearance questions,
contract policies, How to respond to sources sought notices, Request for information (RFIs) and
Request for Proposals (RFPs), and how to expand their understanding of the government and
develop and grow their business. In this position I improved both my respective offices' small
business achievements both on number of actions awarded to small business and dollar value of
contracts available to small businesses. This resulted in both offices beating their SB, SDB and
WOSB goals in fiscal year 2014. For the Geospatial center we went from 25% when I took over the
program to around 39% in 2014 and for HECSA we went from 27% when I took over the program to
37% on 2014. I also increased their awareness of potential small businesses available for upcoming
contracts. My guidance and support helped HECSA to recently receive an award for the second
highest amount of HBCU/MI dollars awarded in USACE for FY 2013. I also received multiple letters
of appreciation from the Army office of Small Business Programs and the acting USACE director of
small business programs along with a commander's award for civilian services while in this position.

I worked as a GS-11 target 12 and received my GS-12. I wrote and administered facilities support
contracts along with some construction, transportation, and environmental actions for seven military
installations in the Hampton Roads Virginia Area. I wrote contracts ranging in size from $80,000 up to
$66,000,000. I worked on both pre award for single and multiple award IDIQ contracts. Some of the
pre award actions I have done include sources sought, DD2579s and market research reports,
acquisition planning, solicitation, site visits, and award. Some of the post award actions I have
worked on include protests, claims, change orders, task and delivery orders and multiple types of
mods including both options award options and administrative mods. Some of the types of contracts I
have worked on included modular building leases, base maintenance, environmental Multiple Award
Contracts, transportation leases and transportation systems. During my time at NAVFAC two of my
major accomplishments were helping the organization to become more familiar with commercial
contracts which helped improve efficiency in awarding contracts and correcting the inventory and
payment schedule for a multi-base maintenance contract.
