Management Analyst/Civilian Resource Coordinator (This is a federal job)
Duties, Accomplishments and Related Skills:
- Undertakes civilian administrative assignments, ensuring the mission,
function, and policies of the Intelligence Coordination Center are followed.
Develops and/or modifies internal office procedures based on administrative
concepts, principles, and practices. Arranges interviews for GS-7 thru GS-15
applicants including; preparing the agenda, notifying participants, and
arranging logistical details. Prepares documents, administrative reports, and
internal and external correspondence independently ensuring proper format,
grammar, and punctuation. Presents briefings to high ranking officials in area
of responsibility.
- Conducts a variety of comprehensive studies to identify and assess existing
or potential issues relevant to the intelligence work force. Identifies
alternatives and coordinates proposals with operating officials and managers;
provides options and recommendations to the supervisor for consideration.
- Develops management policies and procedures within ICC for approval by
senior management; analyzes changes to existing or proposed policies,
procedures, and operations of agency management programs to determine
adequacy, effectiveness and impact on workforce. Updates and/develop
standard operating procedures (SOP’s) to provide expertise on the
organizations competencies.
- Reviews new or proposed Human Resource regulations, orders, laws,
policies, rulings, etc., to identify impact on programs and projects.
Coordinates with subject matter experts, managers, and operating officials
within the Coast Guard and other agencies; presents recommendations for
adoption, implementation, mitigation or change, to the supervisor. Monitors
the preparation, promulgation and implementation of new or revised
procedures or processes.
- Maintains the Intelligence Coordination Center billet map to include
tracking all military and civilian billet statuses; monitor funding streams
associated requirements; and notify the command on proposed changes and
impacts.
- Works with the command cadre to manage all civilian employee positions
to include hiring for open positions; remediate over/under-grade positions;
facilitate employee arrival/departure; and moderate employee discipline
issues.
- Ensures the timely tracking and submission of all employee evaluations,
command recommendations, awards and recognition, and employee actions.
Ensures proper notification is given in order to comply with required time
tables and policies.
- Counsels and advises senior management and others on civilian personnel
and human resource management. Makes recommendations concerning
impact of new management methods and procedures affecting human
resources, advises on the need of revised management policies and develops
proposals to cope with specific conditions.
- Serves as the Time & Attendance manager using webTA to ensure all
government civilian Time and Attendance cards are processed by required
deadlines.
- Manages pay and entitlement processes to ensure all civilian personnel
compensation and overtime payments; employee cash awards; employee
quality step increases; and associated funding controls is in compliance with
applicable OPM and DHS policies. Provides technical expertise on
compensation and pension benefits.
