Robert Zywotko has nearly 10 years of public assistance experience working with FEMA, the Department of Homeland Security, and
other local, state, and federal agencies. He is serving as part of the Adjusters International team deployed to assist applicants to recover
damages resulting from Hurricane Sandy. Zywotko has facilitated and attended site visits, kick-off meetings and progress meetings with
the State. He also served as an applicant representative, managing client needs and expectations. Zywotko generated PWs for FEMA
reimbursement long-term recovery for five major disasters. He also has extensive experience inspecting various projects including
roadway rehabilitation and bridges. Zywotko’s background in construction management, as a scheduler, QA/AC manager and resident
engineer makes him a valuable team member.
PROJECT EXPERIENCE
New York State: 4085-DR-NY, Hurricane Sandy Long Term Recovery Operations, November 2013 – June 2014
As part of the long-term recovery team for New York State, Zywotko plays a key role in transitioning New York State’s Hurricane Sandy
recovery operation to meet the long-term goals of the State and its applicants. Zywotko is applying his knowledge of program
compliance requirements to assist in preparing applicants for closeout and ensure that they retain funding when work is complete.
Responsibilities include directly assisting applicants to navigate ongoing eligibility issues, document all disaster-related damages, write
PW versions, provide appeals support as required, and coordinate applicants’ PA recovery with other sources of disaster relief funding.
Responsibilities also include tracking funding deadlines for time constraints and communicating these to the State, FEMA and applicants
as appropriate.
New York State: 4085-DR-NY, Hurricane Sandy, May 2013 - November 2013
Zywotko served as a Project Specialist in response to the devastation wrought by Hurricane Sandy. AI deployed a team of more than 180
disaster assistance representatives and associated leadership staff to assist 1,165 New York State applicants to document 4,553 PWs
totaling an estimated $5.5 billion in eligible damages to date. Hurricane Sandy is not only the most recent disaster declaration of a
substantial nature, it encompasses all facets of the recovery process through transition to long-term recovery.
State of Louisiana: 1603-DR-LA, Hurricane Katrina, April 2013 – May 2013
Mr. Zywotko was assigned as a Public Assistance Project Specialist FEMA CORE (Cadre of Response/Recovery Employee) to the Long
Term Recovery Office in New Orleans, LA. Zywotko worked in FEMA's Public Assistance correspondence group composing, analyzing
and reporting on Applicant generated requests for time extensions, Obtain and Maintain Insurance acquisitions, response to applicant
inquiry on their progress of Improved and Alternate Projects, applicant closeout correspondence, and worked in conjunction with
FEMA's Public Assistance Expedited Information Response (PAXIR) team, and FEMA's team of Arbitration and legal counsel
formulating correspondence that provided greater collaboration and transparency with state and local partners.

Assigned as a Segment Manager for Section A, a 7.2 mile segment of six lane highway with 3 interchanges and 23 bridges in Rockville,
MD for the Inter-County Connector Project a 500 million Design/Build joint venture between Granite Construction/Parsons and Jacobs
Engineering. Acted as an independent Quality Control manager by supervising inspection staff and conducting quality check points for
heavy highway construction project tasks. Coordinated and supervised field QC staffing attended weekly project meetings and generated
reports.
