Program Manager 4G LTE/Modernization

2012 – 12/31/14 T-Mobile (Smartlink, Atlanta, Georgia)

Successfully managed the launch of a brand new 4G/LTE Mobile Network for the Atlanta market

which included over 1400 cell sites. Worked in all facets of the project from initial RF design, Site

Acquisition, Material Management, Vendor Management, Construction, Integration and testing.

The network included all types of Macro sites and also small cells and DAS. This involved

chairing daily meetings with the project team for coordination and risk mitigation. Also met with

the Market Director on a weekly basis for Project Status and review. Kept the internal Insite data

up to date and accurate with projected and actualized project milestones. Interfaced also with

Regional and National Members of the PMO.

Senior 3G UMTS Program Manager

2009 – 2012 AT&T (Axis Technologies, Atlanta, Georgia).

Project Managed a number of critical projects that was able to provide much needed capacity to their Mobile

Network. This included Core Element (RNC) installations at several locations. Then worked with project teams

to get them integrated on a timely basis. Other projects to provide additional network capacity included,

Ethernet to Cell Site deployment, Node B Rehomes, IuCS/PS rehomes, IuR builds, MME Datafill, and software

upgrades. All of this was accomplished by daily calls and maintenance window work prioritization. Also worked

in the National Infrastructure group to standardize core equipment planning and forecasting.

3G UMTS Senior Project Manager

2006 - 2009 T-Mobile (TEK Systems, Atlanta, Georgia).

Launched the new 3G UMTS TMO Mobile networks in the Atlanta, New Orleans & Mobile markets.

After the successful launch of the 3G UMTS in Atlanta where I directed all project teams I was then

directed to accomplish the same task in the Mobile and New Orleans markets. At each location I

directed large cross functional teams and vendors from the integration of the needed core equipment to

the construction and integration of the individual cell sites. This included RF design, Bill of Material

Development and Ordering, Conference calls for coordination and problem resolution. Worked with

Regional and National teams on variance reporting and forecasts.

3G UMTS Project Manager

2002 – 2006 Project Manager AT&T/Cingular (TEK System, Atlanta, Georgia).

Project manager for the San Diego and Las Vegas markets. Travelled extensively between the markets and

regional headquarters in Pleasanton for coordination and planning. Successfully launched Cingular's

inaugural 3G UMTS network in those markets. Responsible for all phases of the project from working with

vendors on the installation and integration of core network elements. Also coordinated site construction work

and as well as turn up and testing. Held regularly scheduled face to face and conference calls with project

teams for coordination and planning. Constantly evaluating risks and mitigation strategies. Made certain that

all call testing resulted in adequate KPIs and that all sites were E911 compliant. Also upgraded existing 2G

network by ripping and replacing RAN elements with equipment from a different vendor to be network

consistent. Scheduled replaced equipment to be shipped for reuse in other markets.

Project Manager

2000 - 2002 Bell South, Atlanta, Georgia

Financial Project Manager for the PMO. Worked with the IT software development team on the TNP

(Thousands Number Pooling) and the LNP (Local Number Portability) projects. Responsible for all financial

aspects of the SDLC. Working with top management to gain funding approval and then continually performed

variance analysis to ensure that the project stayed on budget. Also monitored project costs to collect which

ones could be submitted to the government for reimbursement.

Special Project Manager for the Chairman

1995 - 2000 Rollins Inc. (LOR), Atlanta, Georgia

A member of the personal staff of Mr. R. Randall Rollins, Chairman of the Board of Rollins Inc., LOR Inc.

and RPC Inc. Supervised staff of 10 in executing projects for both the public and private companies.

Established a bottoms up budgeting platform for over 500 Orkin Pest Control branches across

the United States. Worked with individual branch managers as well as regional managers on

how to establish their individual budgets and then how to monitor actual expenses as they came

in. Helped establish an office in China where a programming office was set up.Developed an

inventory system for all the cattle that the Rollins family had on their ranches in Florida, Georgia

and Texas. Acted as Controller for the Ranch Division and managed a staff of 12 individuals on

monthly closings and financial statement preparation.

Controller

1992 - 1995 SJS America, Cartersville, Georgia

Initially assisted in relocating the entire plastics manufacturing plant for Jacksonville, Florida and Cartersville,

Georgia. Responsible for all Accounting and Finance functions, supervising a staff of 7 for Accounts Payable,

Account Receivable, Inventory, financial statement preparation and yearly audits. Established a new cost

accounting system and also upgraded the Accounting Software package.

Accounting Manager

1990 - 1992 Yokogawa Corporation, Newnan, Georgia

Promoted form Accounting Supervisor to Accounting Manager in 6 months. Supervised a staff of 12,

responsible for all areas of Accounting including Accounts Receivable, Accounts Payable, Inventory, Cost,

Budget Preparation and Analysis. Elected President of the Middle Management Committee which interfaced

with top management on implementing process improvements. While there I was able to successfully

conclude audits by the IRS on international pricing and the State of Georgia on sales taxes with penalties or

fines.

Senior Financial Analyst

1987 - 1990 United Technologies, Columbus, Mississippi

Responsible for the Financial planning and forecasting for two Italian Subsidiaries for this manufacturer of

small automotive parts. Travelled extensively to Northern Italy to meet with top executives on Monthly financial

planning and performance. Developed extensive analysis reports to show cash flow, income statement and

balance sheet variances and their root causes.

1979 - 1986 Sony Corporation of America, Dothan, Alabama

After graduation I began my professional career as an Accountant reporting to the Accounting

Manager. Worked in all areas of Accounting including accounts payable, fixed assets, inventory,

and shipping and receiving. Worked on team that selected new Accounting software and worked

on its implementation. Was able to obtain for the company $1 Million in a government program

call Duty Drawback. Basically this program allowed the company to reclaim and duties paid on

material that was later exported out of the country. This applied in this case as we imported

material and goods from Japan, use them in the manufacturing process of cassettes, and would

then export the finished product to European countries.
