WORK EXPERIENCE
MBA, senior financial analyst, worked 26 years in public finance and sovereign debt management at
the Ministry of Finance and Economy of the Republic of Cote d’Ivoire - Experienced in loan and grant
negotiations with most multilateral, bilateral and private donors or creditors. Familiarized with the
financing guidelines and project management procedures of most international donors and creditors -
Expert in public debt management, renegotiation, rescheduling and cancelation techniques – Started
career in 1985 as financial analyst in the debt management department at Caisse Autonome
d’Amortissement, joined the Cabinet of the Minister of Finance and Economy from 1992 to 1998 as
financial advisor in public debt restructuring, served from 2001 to 2002 as financial advisor to the
General Manager of the Public Treasury Office, in charge of public debt contracts renegotiation and
finally became the Director of Public Debt from 2002 to 2011.
Summary of activities performed as director of public debt from 2002 to 2011
• Fundraising for Government of Cote d’Ivoire. I was responsible for analyzing legal and financial
aspects of the loan or grant agreements and finalize negotiations with multilateral, bilateral or private
contributors. Financing commitments totalizing 3.6 billion us dollars were signed under my supervision
from 2002 to 2010 to finance various infrastructure projects. I supervised the issuance of short
and long terms treasury bonds on regional francophone Africa capital and monetary markets and
collected 6 billion us dollars from 2003 to 2010.
• Government projects supervision (through interfacing between project unit and the creditors, assuring
that the procedures agreed upon with the creditors or donors are applied). Projects portfolio covers
sectors such as agriculture, fishery, water and sanitation, education, health, roads construction,
housing, energy, telecommunications, governance, nature conservation. On a total commitment of 3.6
billion us dollars, the disbursements were 600millions us dollars due to political instability in the
country. I supervised the internal design and implementation of a software application monitoring the
disbursement performances of a project.
• Public debt portfolio management (internal and external debts). Duties include the following: (1)
Establish multi-year debt service forecasts in order to ensure reimbursement on due time, (2) update
data base in case of new loan or change in existing portfolio, (3) make, projections and calculate
pertinent debt ratios, make sensitivity analysis and debt sustainability analysis,(4) assure accuracy of
periodic debt reports and statistics produced on a quarterly basis and disseminated to the general
public and Bretton Woods institutions and to members of the international financial community as well.
• Participation in major external debt restructuring negotiations with multilateral, bilateral and private
creditors. I became since 1994, an active contributor and member of the negotiating team of Cote
d’Ivoire for (1) economic program negotiations and periodic review missions conducted by the
International Monetary Fund, World Bank and African Development Bank; (2) sovereign external debt
renegotiation and (3) debt reduction program for Cote d’Ivoire under the Highly Indebted Poor
Countries Initiative, from country eligibility in 1998 to decision point reached in March 2009 and
achievement point granted by International financial community in June 2012.

As such, I participated in the negotiations of the following three years economic programs concluded
with International Monetary Fund and debt renegotiations which took place during these programs
coverage periods 1998-2001; 2002-2004 and 2009-2011. Results achieved in debt restructuration are
summarized as follow: with the London Club in March 1998, a reduction of 75.8% in NPV terms on a
total debt restructured of 2.4 billion us dollars and replaced by Brady Bonds; with the Paris Club in
April 1998, a reduction of 80% in NPV terms (Lyon terms) on 1.4 billion us dollars stock of debt
restructured; with the Paris Club in April 2002, a debt cancelation of 0.9 billion us dollars meaning
50% of 1.8 billion us dollars stock of debt restructured; the 2009 Paris Club and London Club
agreements concluded under the HIPC Initiative allowed a total debt cancelation of 1.44 billion us
dollars of which 0.87 billion us dollars for Paris Club and 0.574 billion us dollars for London Club. The
residual stock of debt amounting 6.9 billion us dollars is rescheduled on a period ranging from 23 to
40 years for bilateral debt and exchanged against a new 23 years bond for commercial debt, under
Cologne Terms which implies a 90% reduction in NPV terms. At completion point, total debt
cancelation was 7 billion us dollars from an external debt stock of 13 billion us dollars. The remaining
6 billion us dollars worth of debt owed to France is currently retreated through a mechanism of Contrat
Désendettement Développement (C2D).
• Administrative, Finance and Human resources management: As Director, I supervised during 9 years
a team of 115 staff members, including 5 deputy directors and 14 task managers. I administered a 4
million us dollars annual budget to cover salaries, benefits and incentives, health insurance plan
implementation, procurement contracts, training, cost of local missions and conferences and
negotiation missions abroad. I was responsible for staff career planning and retirement planning in
connection with the Retirement Administration.

CONFERENCES AND PUBLICATIONS
Participated in many international conferences on debt management issues from 1985 to 2011,
conducted the debt management module at the Ivorian Center for Economic and Social Research,
gave a public conference on the Ivorian experience in external debt restructuring and the prospective
outcome of the HIPIC Initiative, and supervised the publication of a handbook on debt management
procedures in Cote d’Ivoire.
COMMUNITY SERVICES
• Chairman (from 2001 to 2011) of the Board of Administration of the Solidarity Fund established by the
employees of the Public Treasury Office of Ivory Coast in 2001. This Fund aims at recycling savings
collected from members into low interest rate loans. Assets of this Fund reached 8 million us dollars
as of March 31, 2011.

• President (since 1995) of an NGO involved in local development and poverty reduction and basic
infrastructure projects in favor of the population of a small city in western region of Cote d’Ivoire.
• Member (since 2008) of the National Coordination Committee of Cote d’Ivoire to implement the
Program to fight HIV/AIDS, Tuberculosis and Malaria, funded by « The Global Fund to fight Aids,
Tuberculosis and Malaria »
• Member of the Board of The “Foundation for conservation of natural parks and reserves of Cote
d’Ivoire”
• Recipient of a national honor medal for outstanding performance at work awarded on August 7, 2005
by the President of Cote d’Ivoire.
