Responsible for the oversight of all Public Housing programs including the Section 8
Housing Choice Voucher Program; Capital Fund Programs, Management
Assessment Programs ; Operating Fund Programs with an $86 million annual
federal investment and over $450 million in annual budgets, with a $2 billion dollar
physical inventory; and resident self-sufficiency and economic independence
p rograms in the State of Mississippi. Mississippi PHAs own and operate public
housing, Section 8 Project Based properties, market rate properties, multifamily
and Rental Assistance Demonstration (RAD) projects.
Ensured the creation of problem solving partnerships and that staff use their
i nf luence and systems thinking to address unacceptable performance of the high
r isk PHAs. Led a team of 12 senior level federal employees with an annual salary
pool over $1.3 million.
Managed communication between the Department and elected officials, media,
s takeholders and the 54 housing authori ties in the State of Mississippi. Spoke on
behalf of the agency at public meetings regarding housing needs and availability in
t he State, at Grand Openings/ r ibbon cuttings and industry events.

Successfully t ransformed an officially designated substandard agency into an
i ndustry leader for small PHAs. T ripled rent collections while concurrently
i ncreasing occupancy by 50% in the fi rst 18 months of employment. Improved
f inancial status of the agency by working to absorb another failing agency and
t u rning it around with similar results in less than six months. Managed 4
m ultifamily AMPs (projects) with a 60% assisted and 40% market rate units in the
portfolio.
Expanded operations by managing private-sector rentals in addition to original
i nventory and improving community relations with local leaders. Managed outside
m ultifamily and single family properties for landlords. Led the State of Texas in
i nnovation as a major change agent in the industry. Reduced dependency of federal
subsidy by over 50%, and grew team of employees from 4 to 10 in order to increase
p roductivity and capacity. Named Executive Director of the Year by the TX Chapter
of the National Association of Housing and Redevelopment Officials. Received the
“Outside the Box” award from the Texas Housing Association.
Streamlined operations to meet funding cuts while enhancing client services,
recovering lost revenue opportunities and implementing new funding sources.
Converted a failing agency that should have experienced devastating budget cuts
i nto one which has an increased budget forecast for years to come. Represented the

generation of approximately $20 million annually a nationally recognized Veterans
Service Organization (501(c)3) in the Uni ted States. The American GI Forum is the
oldest and largest Congressionally chartered H ispanic Veterans membership group
(501(c)4) in the United States. The NVOP is a non profit corporation established by
t he American GI Forum made up of several smaller companies, including case
management services, job t raining, elderly and disabled affordable housing
developments, a residential center for homeless veterans, a construction and
weatherization company, and a corrugated box manufacturing and kit ting
corporation.

Named to Affordable Housing Finance Magazine’s Top 50 Affordable Housing
Developers in the nation (April/May 2010 edition) as 7 th best in the United States,
an honor shared with many of the country’s top Presidents, CEOs and other
community leaders. Advised Presidents/CEOs, Board of Commissioners members
and senior leadership to guide the policies and direction of the organization, and led
facilitative collaboration processes relating to operations of the agency.
M anaged the development and promotion of effective working relationships between
t he largest public housing authority in the State of Texas and local, state and
federal governmental agencies, elected and appointed officials, and business and
community groups. SAHA has a $110 million annual budget, over $350 million in
assets and serves 65,000 clients annually. Coordinated the company’s in terests in
legislative initiatives by educating and informing legislators, stakeholders and the
general public about the agency’s stance on legislative issues. Pitched new
development and neighborhood revitalization projects to neighborhood associations,
elected officials and economic development stakeholders with an average investment
of $25 million per project. Mediated contentious issues between stakeholders and
t he agency.
Oversaw the agency’s community outreach ini tiatives, including events planning,
caterings, grand openings and special events. Led corporate social responsibili ty
i ni tiatives. Engaged stakeholders, outside agencies, development staff and
volunteers to provide resources for community events and promote general goodwill
for the agency.

Congressional District; the 8 th l argest Congressional District in the Nation.
Mediated federal casework between constituents and federal agencies, including
H UD, Social Security, Immigration, Veterans Affairs, IRS, Customs and Border
P rotection, Agriculture, Health and Human Services, and other federal issues.
Served as the primary point of contact in West and South Texas for the Chairman of
t he Agricultural Appropriations Subcommit tee of the United States House of
Representatives. Supervised offices in West Texas, Del Rio, Ker rville and Laredo,
T X. Managed the appointments process to the United States Mi li tary Academies.
