2012 – Dec 2013 Bell Helicopter, Fort Worth, Texas (Defense Industry)
Proposal manager responsible for managing, assembling and producing international, commercial, military and other proposals to sell Bell helicopters and tiltrotors, training, spares, and other services. In 2014, prepared and submitted proposals worth over $7B. Developed a compendium of product descriptions and guidance for proposal professionals to facilitate proposal production. Am a Shipley trained professional.
2005 – 2012 Bell Helicopter, Fort Worth, Texas (Defense Industry)
Held various contract positions including senior contract representative, contract manager and contract director. Managed business aspects of Bell’s proposals to win the Light Utility Helicopter (LUH) and Combat Search and Rescue (CSAR-X) competitions, managed the now canceled VH-71 Program (was to be the next Presidential helicopter) as well as Bell legacy programs (Kiowa Warrior, Huey, Cobra, and trainer programs). As director, managed all military programs (V-22, H-1 and OH- 58D) from a contracts perspective.

1998 – 2001 Space Imaging, Thornton, Colorado (Remote Sensing Industry)
Director of International Sales responsible for international business development and sale of IKONOS satellite ground stations and satellite access. Company sales amounted to $265M in 2000. Responsible for preparation of proposals, cost estimating, and negotiation of resulting international letters of intent, memoranda of agreement, license agreements, contracts and agreements. Administered the resulting transactions to insure customer and company satisfaction. Managed a staff of ten sales professionals located at various locations worldwide. Reduced departmental expenditures by 30% while maintaining sales levels. Instituted ISO 9001 within the International Department.
1989 – 1998 Raytheon E-Systems (Defense Industry)
• Richardson, Texas. Director of Finance for this $150M defense business.
Responsible for accounting, program cost management, pricing and proposal
preparation. Increased profitability 5% by clarifying the focus of the business, reducing cost, consolidating like manufacturing lines, and increasing volume.
• Fairfax, Virginia. Project manager responsible for research, development, edit, and publication of a Federal Acquisition Regulation supplement for the National Reconnaissance Office. During this two-year project, worked closely with contracting professionals from three government intelligence agencies and industry to develop streamlined, yet effective policies and procedures to control the contracting activities of the newly consolidated organization. Upon the dismissal of the team’s editor at the end of the first year, assumed responsibility for edit and publication of the large supplement. Published supplement according to original schedule and within original cost estimate.
• Dallas, Texas. Director of Contracts responsible for proposal preparation and contract negotiation that generated $500M in annual sales and administration of resulting transactions. Reduced the size of the department over my five-year tenure by 50% yet maintained responsive and effective contracts support for the division using the reduced staff of twenty-five contracts and pricing professionals.
1985 – 1989 Dayton Aerospace Associates, Beavercreek, Ohio (Defense
Consulting Industry). Director of Training and Audits responsible for development of operations audit and training programs, proposal development, direct sales to major defense clients, and management of resulting projects. Initiated first use of computer tools in the development of course curricula, in the presentation of training programs,
and in the conduct of audits. The typical project workforce consisted of twenty senior retired military and civilian experts.
