A quality and cost-effective EHS program must contribute to the overall success of the organization.
We have all heard that familiar corporate euphemism. I have made it come true.
Senior environmental professional with a proven track record of successfully applying basic quality
management principles, combined with well-designed computer systems, to produce an efficient EHS
program.
Of course the program quality depends upon many people throughout the organization. Building
consensus is critical to any EHS program’s success and is facilitated by a system, which contributes to
meeting work objectives rather than providing something else to do.

ENVIRONMENTAL PROGRAM DEVELOPMENT AND MANAGEMENT
NC State University
Developed and managed the NC State University environmental compliance management program
covering all federal and State of North Carolina environmental laws and regulations. A few highlights are
listed below.
• Reduced the hazardous waste program cost by more than 50%, while improving quality through
use of an Internet-based database application (HazTrack) and vendor contract revisions.
• Established a simple but effective review process for capital projects, eliminating costly project
delays due to permitting issues.
• Saved the University several million dollars over the life of the Lot 86 Superfund remediation
project by successfully steering EPA away from an expensive remedial approach.
• Worked with the University Sustainability Program to reduce waste generation and improve
energy utilization.
• An EPA-mandated multi-media audit resulted in a small handful of specific deficiencies, but no
penalties other compliance actions.
Represented the University in multiple regulatory area-specific agency audits and inspections, including
Air Permit (Title V), MS4 Stormwater Permit, SPCC Program, and Part B Hazardous Waste Permit.

Federal Installations and Facilities
Designed the Quality Assurance Program for the $100 million US DOE agency-wide Environmental
Survey Program, which allowed the Agency to defend the integrity of the environmental data generated
by the Program.
Member of the Argonne National Lab (ANL) Tiger Team, which followed the Environmental Survey and
focused exclusively on regulatory compliance. The current audit mechanism in use at DOE is a
reflection of the process developed by the original Tiger Teams.
Project manager for the development of the inaugural Argonne National Laboratory-East (ANL-East)
environmental compliance program.
Managed the US Department of Commerce agency-wide collection of environmentally sensitive data
and consulted on Agency environmental program development.
Member of the ANL multi-media audit team contracted by the US Air Force to implement its audit
protocol (ECAMP).
ENVIRONMENTAL SYSTEMS DEVELOPMENT
Designed and managed the development of a facility-wide hazardous, radioactive, and biological waste
management system (HazTrack). Acquired the rights to the system and sold a few to universities.
Partnered with an environmental consulting company on an Internet-based facility-wide environmental
compliance tracking application. The company enhanced and expanded the basic design and has
developed a successful business area, with the system as a core product.
Developed online training applications providing DOT, SPCC, and hazardous waste training for NC State
University employees. The applications displace hiring multiple trainers and allow employees to access
the training without leaving their work station. The estimated annual savings is in excess of $250,000.
Conceived of and developed an environmental compliance expert system and database under contract
to the Argonne National Laboratory-West (ANL-West) facility. The expert system application identified
potential environmental issues based upon project design information.
MISCELLANEOUS OTHER
Intimate familiarity with federal and State North Carolina environmental laws and regulations.
Experienced with building quality assurance programs meeting both nuclear (NQA-1) quality assurance
requirements and USEPA. Exposed to other (e.g., US Army Toxic and Hazardous Materials Agency)
