Velta, Inc., Palm Harbor, Florida (Present) – Senior Consultant. Work as a sub consultant on various
engineering and construction matters, with expertise on a wide variety of engineering and construction.
Assistance on contract management and disputes.
Doosan Heavy Industries & Construction, Dubai, UAE (2013 to 2014) – Senior Consultant for Contract
Management and Technical Support. Work for international EPC power plant and desalination
company at their UAE Office. Responsibilities include claims preparation and defense for over USD 2
Billion of disputes in Saudi Arabia and the UAE on civil, structural, electrical, mechanical, and other
works. Other work has included evaluation of billions of dollars of contracts and claims issues in India,
Southeast Asia, and elsewhere. Also provided technical advice on engineering and construction issues.
Lahmeyer International, GmbH, Qurayyah, Saudi Arabia (2011 2013) – Deputy Site Manager/Contract
and Claims Manager/Senior Technical Consultant. Deputy Site Manager (and Acting Site Manager
during absence of Site Manager) for Architect Engineer Construction Manager on USD 4+ billion power
(4,200+ MWe) combined cycle power plant project in Saudi Arabia for Saudi Electricity Company. This
project included other major site facilities, housing, roadwork and a 30 sq. km. site area. Work involved
all facets of the project – civil, structural, marine, electrical, mechanical and other. Served as adjutant to
the Site Manager on all matters and his substitute in his absence. Contractual lead for Owner and LI.
Total responsibility for contracts and disputes on the Qurayyah project, including preparation of
analyses, monthly reports, preparation and presentation of technical and contractual findings and
recommendations, settlement of disputes, preparation of and response to correspondence, meetings,
and other management duties. Prepared a well accepted schedule recovery plan for the Project.
Also reviewed contracts and technical proposals for other SEC and Lahmeyer projects, including
participation in proposal clarifications and review of initial work activities. Also provided initial technical
and contract review on other proposed work in Saudi Arabia.
ILF Beratende Ingenieure, GmbH, Shuqaiq, Saudi Arabia (2010 – 2011) – Deputy Site
Manager/Contract and Claims Manager/Senior Technical Consultant. Deputy Site Manager (and Acting
Site Manager during absence of Site Manager) for Architect Engineer Construction Manager on $2
billion power (1,000+ MWe) and desalination (212,000 m3/day) IWPP project for ACWA Power in Saudi
Arabia, which included offshore oil tanker facilities and unloading pipelines, oil tank farm, housing,
roadwork and a 60 sq. km. site area. Work involved all facets of the project – civil, structural, marine,
petroleum, electrical, mechanical, controls, environmental and other. Served as adjutant to the Site
Manager on all matters and his substitute in his absence. Project completed ahead of schedule and
under cost – unusual for KSA.
Total responsibility for contracts and disputes on the Shuqaiq project, including preparation of analyses,
monthly reports, preparation and presentation of technical and contractual findings and
recommendations, settlement of disputes, preparation of and response to correspondence, meetings,
and other management duties.
Also reviewed contracts and technical proposals for Rafha, Tabouk and Hail gas turbine power plant
expansions, including participation in proposal clarifications and review of initial work activities. Also
provided initial technical and contract review on other proposed work in Saudi Arabia.
Velta, Inc. (2004 – 2009) – President/Co founder. Provided senior consultant support services to the
construction industry, technical and contractual problem identification and evaluation, construction
claims, surety evaluation and analyses, and project management and completion consulting services.
Work included all types of facilities, ranging from schools and commercial facilities to large process
facilities. Performed evaluations of the expansion of a major manufacturing facility in Canada,
identifying problems with the construction thereof. Provided contract and technical claims analysis
services on a 800+ MWe combined cycle power plant expansion in Texas, on a variety of issues.
Provided contract close out, forensic evaluation of major engineering and construction problems on a
Dutch West Indies asphalt fired cogeneration plant, including construction claims analysis and expert
witness services. Contractual and technical analyses were prepared and presented. Work involved the
evaluation of the design, construction, operation and performance of the facility, including civil,
structural, electrical, mechanical, and environmental issues.
Provided expert analysis and preparation of claims defense on a major industrial facility in Canada, and
provided expert support for proposed geothermal and other power projects in the United States. Also
provided specialized analysis and testimony for a major international equipment manufacturer.
Performed evaluation and analysis of 100’s of millions of dollars of property damage claims after major
hurricanes, including Hurricane Katrina in the states of Alabama, Mississippi, Louisiana and Florida.
Other work included highways, airports, shopping centers, and other vertical and horizontal
construction.
Meridian Consulting Group, Clearwater, Florida (2003 – 2004) Vice President. Provided forensic
evaluation, construction claims, surety evaluation and analyses, and project management and
completion consulting services. Contract analysis and management work, claims defense and
preparation, cost and schedule analysis, and technical work on diverse projects, which included
government facilities, power, sewage, process, and municipal facilities, and commercial/residential.
Wagner Hohns Inglis, Tampa, Florida (2003) – Senior Project Manager. Provided expert witness
services for claims evaluation, presentation and defense. Provided oversight of construction
management and analysis of hundreds of claims on projects worth hundreds of millions of dollars for
Miami Dade County, Florida, including the $400 M PAC and both Miami Dade International Airports.
KAM Engineering, Inc., Clearwater, Florida (1991 – 2002) President/Founder. Provided expert witness
testimony, engineering design, construction management, forensic evaluation, construction claims,
surety evaluation and project completion consulting services. Provided detailed project evaluations of
major suppliers and contractors to insurers and lenders. Contract management, claims preparation,
construction management, and other problem resolution on water and wastewater treatment plants,
power and cogeneration facilities, highways, physical plants, schools, resorts, government facilities,
residential construction, and numerous other types of facilities.
Work included oversight of the contracts and work completion of numerous projects for sureties,
including cogeneration and power facilities. Forensic work included 100’s of millions of dollars of
property damage claims after Hurricane Andrew, the “Storm of the Century,” and other storm and

Provided construction management training to ABB and Pyropower (now part of Foster Wheeler), along
with resolution of problems at various projects. Oversaw the resolution of contractual, schedule and
technical problems with a large combined cycle power plant in Illinois.
Sold company to Wagner Hohns Inglis.
High Point Schaer, Clearwater, Florida (1988 – 1991) Project Manager. Worked on a wide variety of
assignments for litigation and claims support, performed engineering errors and omissions analysis,
forensic engineering, surety analysis, construction defects analysis, engineering design and testing, and
other construction analysis work. Projects worked on included water and wastewater treatment plants,
power and cogeneration facilities, highways, physical plants, schools, resorts, government facilities,
residential construction, and numerous other types of facilities.
Work included surety representation for the completion of construction and settlement of contractual
claims.
Seminole Electric Cooperative, Inc., Tampa and Palatka, Florida (1983 – 1988)
Numerous roles, including:
Senior Staff Engineer and Claims Manager. Responsible for various special projects. Managed
and oversaw litigation support and coordination of experts for lawsuit of over hundreds of
millions of dollars against a European major equipment manufacturer, including forensic
investigation of equipment failures, testing and computer modeling and design evaluation. Co
managed completion of construction and start up, identified major flaws with equipment and
systems, scheduled maintenance, and handled special projects at a 1,300 MWe power plant.
Staff Ombudsman. Responsible for various special assignments. Responsible for and
coordinated all major equipment testing including ASME code tests of major systems and
equipment, such as steam turbine generators, major pumps, precipitators, flue gas
desulfurization systems, coal handling systems, cooling towers, and other major items. Led the
technical support for 100’s of millions of dollars of asset sale and leasing for tax credits.
Engineering Manager. Responsible for both a proposed 2 x 600 MWe coal fired power plant
and a 2 x 75 MWe fluidized bed peat fired power plant. Responsible for all design work,
oversight of architect engineers/consultants and supervision of discipline engineers for all plant
structures, equipment and systems. Both projects were first deferred and then cancelled.
Hoosier Energy, REMC, Merom, Indiana (1981 – 1982) Construction Manager. Responsible for
completion of the construction and start up of a 2 x 500 MWe coal fired power plant – Merom Units No.
1 and No. 2. Responsible for all on site construction, start up, contractual, and claims resolution
activities. Work included geotechnical, civil, structural, electrical, mechanical, I&C, environmental and
other issues and disputes.
Successfully managed and completed project after the dismissal of several other prior site construction
managers. Successfully resolved all major and minor claims.

Townsend & Bottum, Inc., West Olive, Michigan (1978 – 1981) Commissioning and Start up Engineer.
Responsible for the checkout and start up of major mechanical and electrical systems at a new single
unit, 800 MWe coal fired power plant project (Campbell Unit No. 3) with then state of the art
computerized control systems.
Wisconsin Electric Power Company, Inc., Milwaukee, Wisconsin (1974 – 1978)
Held many positions, including:
Project Mechanical Engineer. Responsible for all mechanical design for a new 2 x 660 MWe
coal fired power plant. The project was deferred and then later cancelled.
Plant Betterment Engineer. Responsible for plant modifications, additions and testing at eight
existing power plants, including steam boiler and gas turbine units. Work incorporated civil,
structural, mechanical, electrical, I&C and other engineering and construction disciplines. Also
responsible for preparation of specifications and contract administration of plant betterment
projects.
