Work History:

Fincantieri Group – Director, Estimating 2013-2014

• Assigned to create the Estimating Group for pending major bids. Responsible for developing the

estimating system including; processes and procedures, organizational structure, DCAA/DCMA

audits, proposal reviews, training and coaching, return cost analysis, COPD, estimate consistency,

ProPricer, and certifiable proposals.

• Responsible for all aspects of estimating/pricing, development of the technical baseline, initial

PMB, cost volumes, bid or change proposals, make buy studies, VECPs, material and labor risk

analysis, contract start up activities and setting the initial PMB, and make/buy

analyses/outsourcing.

• Responsible for all Government paid change activities from inception through to execution.

Coordinate cross functionally from initial change request through adjudication and execution.

Work in partnership with Lockheed Martin as the Littoral Combat Ship prime and the Navy.

Responsible for ensuring contract requirements are met and for executing various contract types

(FFP, FPPI, CP, T & M, and UCA). Negotiate contract modifications.

Fincantieri Group – Director, Planning and Project Control 2012-2013

• Coordinated the development of all Project Control products and processes for both

Government and Commercial Programs including; EVMS, planning, MRP, budgeting and

estimating, scheduling (Primavera), critical path analysis, schedule health metrics, performance

measurement baseline, rolling wave scheduling and planning, manpower resourcing, manning

curves, modification management, performance analysis, KPIs, and material management

(outsourcing, subcontracting, and expediting). Transformed a reactive, labor-intensive team into a

proactive, high performing project control group.

• Supervised a team of 50.

General Dynamics - Manager, Cost Engineering (Estimating) 1998-2012

• Coordinated the development of estimates including; commercial new bids, complex Navy-

platform new bids, government change proposals, make/buy studies, engineering technical

proposals, lessons learned cost benefit analyses/validations, CAPEX justifications, and

independent cost studies.

• Key member of the Capture Management and Proposal teams.

• Works in unison with the Contracts and Procurement groups.

• Responsible for reviewing and approving all cost proposals.

• Significantly reduced change proposal development cycle times whilst improving end-product

• Successfully completed Estimating and EVMS system audits with both E&Y and the government.

Initial Baseline Reviews (IBRs).

savings post implementation; savings are in the $60m range.

• Managed pipe and machinery installation (torpedo tubes,

hydroplanes, rudders, periscopes, weapons embarkation, weapons handling, propulsion, hull

penetrations, hydraulic and HP air systems) on Upholder Class Submarines.
