1 OVERVIEW
Mr. Freyre's professional background reflects 27 years of experience in the
nuclear and fossil power industry. Specializing in Construction Site
Management of CCGT's, Diesel Generator's and Wind Farm power projects.
Additionally qualified as a Project Manager for nuclear and fossil power
plant projects.
QUALIFICATIONS
Project Management
. Sr. Site Manager, Exelon Wind, owners representative for all project
construction of a 40 MW wind farm project in Frostburg MD. The project
consists of 16 Nordex turbine generators, collector system and sub-
station. In charge of all on-site staff including sub-contractors,
contract adherence, change orders and schedule. Facilitating all
communications of technical, legal and land ownership. This was a
ridge top project and heavy civil work was required.
. Sr. Project Manager, Exelon Wind, performing post-construction
closeout activities for multiple wind farms built during 2011 and
2012. Providing due diligence construction leadership for new projects
and acquisitions.
. Sr. Site Manager, Exelon Wind, owners representative for all project
construction and commissioning of a 40 MW wind farm project in Bliss
ID. The project consists of 19 Suzlon turbine generators, collector
system and sub-station. In charge of all on-site staff including sub-
contractors, contract adherence, change orders and schedule.
Facilitating all communications of technical, legal and land
ownership. Project completed on schedule.
. Sr. Site Manager, Exelon Wind, owners representative for all project
construction and commissioning of a 28 MW wind farm project in
Lovington NM. The project consists of 13 Suzlon turbine generators,
collector system, distribution system and sub-station with tie-ins at
the Lea county co-op. In charge of all on-site staff, sub-contractors,
contract adherence, change orders and schedule. Facilitating all
communications of technical, legal, and land ownership. Project
completed on schedule and under budget.
. Program Manager, Progress Energy, Brunswick Nuclear Plant responsible
for providing project leadership to the Emergency Diesel Generator
(EDG) project team. This includes a team of engineers, project
controls specialists, schedulers, licensing, construction and project
managers. Provided periodic updates to executive management on all
assigned projects.
. Site Manager, Teton Industrial Group, Forney, TX. Managed all
responsible project construction and personnel with contract
responsibilities, budget adherence, construction discrepancy
resolution and commissioning for the construction of a 6 x 2, 7FA GE
CCGT power plant.
. Project Manager, AREVA, NP, managed the submittal of an emergency
diesel power plant solution for the Hanford site. Included consortium
agreements with engine manufactures', technical solutions for volcanic
ashfall and work breakdown structure development.
. Project Manager, Davis Besse Nuclear Power Plant, Oak Harbor, Ohio for
the successful restart of Davis Besse following the NRC 0350 shutdown.
Specifically, managed the design, schedule, and implementation of
various modifications (electrical and mechanical) for the EDG's.
. Project Manager, Caterpillar Americas Corporation, in Miami, FL for
all reciprocating engine power plant construction and site selection
in Latin America. Additionally, organized contract review teams,
maintained scheduled targets and ensured budget adherence.
. Project Manager, General Electric Power Systems, Miami, FL
for GE diesel generator power projects in the Caribbean
region. Team leader for bid preparation and contract
specification reviews. This team included personnel
representing engineering, legal, projects, manufacturing and
construction. Responsible for all commercial and technical
issues, consortium management and maintaining profit margins
regarding new GE diesel generator power plants.
. Site General Manager, MKW Power Systems, Millers, Long Island, Bahamas
responsible for the construction, installation, startup testing,
commissioning, operation, site turnover, service and site P&L of a
green field diesel generator power plant. This project was part of the
phase II Bahamas Electrification program and included three EMD 12-
645F4B diesel engine generator sets, 4160V switchgear, DC system, 480V
MCC, switchyard, station service water, fire suppression, fuel depot,
and all other plant auxiliaries.
. Engineering Project Leader, Clinton Power Station, Clinton, IL during
restart following NRC 0350 shutdown responsible for resolving nuclear-
related technical/design and operational issues, licensing
interpretation, technical evaluations and provided recommendations to
senior plant management for issue resolution on major safety related
and non-safety related systems. Managed the EDG systems readiness
evaluation, NRC document turnover packages, pre-operational testing
and technical support for successful plant startup.
Engineering Consultation
. AREVA, NP as a Project Design Engineer for various projects related to
the Turkey Point Excellence (TPE) program.
. General Electric, San Jose, CA to design various solutions
regarding GSI-191 Containment Sump Screens.
. DC Cook Nuclear Plant, Stevensville, MI for the design of a new
Supplemental Diesel Generator system (SDG) to allow the extension of
Allowable Outage Time (AOT) for the EDG system from 72 hours to 14
days.
. Davis Besse Nuclear Plant, Oak Harbor, OH for the Emergency Diesel
Generator backlog reduction effort, which was part of the NRC restart
commitment to investigate and identify resolutions for condition
reports with emphasis to risk significant systems.
. San Onofre Nuclear Generating Station, CA to assess several EDG-
related functional failures and review the maintenance programs and
condition report corrective actions to upgrade the plants procedures
and processes.
. Perry Nuclear Power Plant, North Perry, OH to complete an Engineering
self-assessment of the EDG system prior to an NRC 95-002 inspection to
verify the conformity of the USAR to the design, testing and operating
basis.
Engineering Services
. Senior Project Engineer, Teton Industrial Group, Sanford, FL. Provided
engineering for the installation of selected systems for the 8 x 2,
7FA GE CCGT repowering project at FPL's Sanford facility.
. Component Engineer, Turkey Point Nuclear Plant, Homestead, FL as the
EDG Component Specialist in charge of managing all activities
associated with four Emergency Diesel Generators, five Blackstart
Diesel Generators, one Security Diesel Generator, various smaller
diesel generator sets and all supporting equipment. Site
representative for the EMD (Engine Manufacturer) owners group. Also
managed the on-site emergency power during and after the Hurricane
Andrew event.
. Systems Engineer, Turkey Point Nuclear Plant, Homestead, FL to manage
the Emergency Diesel Generators, Demineralized Water, Chemical and
Volume Control, Intake Cooling Water, Component Cooling Water systems
and provided plant engineering support for various primary and
secondary systems. Served as one of the technical department engineers
for the installation and startup testing of two new Emergency Diesel
Generators, engine room auxiliaries and support equipment.
Additionally, managed major modifications for the two existing EDG's.
Documented all exceptions to design changes, prepared and presented
commissioning issues with corrective actions to senior plant
management for approval.
. Mechanical Maintenance Supervisor, Turkey Point Nuclear Plant,
Homestead, FL responsible for supervising 12 FPL employees, including
foreman, mechanics, and helpers. Also managed outside contractors
providing services in the areas of equipment maintenance, material
procurement and quality control.
. Mechanical Maintenance Support Group Engineer, Turkey Point Nuclear
Plant, Homestead, FL responsible for interacting with the Technical
Department Engineers and Design Engineers in assisting with
troubleshooting of equipment failures. Team member of the reactor head
O-ring inspections following RCS system leakage and boric acid
corrosion of the unit 3 reactor head. Team member of the new reactor
head Cono-seal installation. Performed various primary and secondary
system walkdowns following the extended shutdown.
