Jul 2013 to Present - Project Services Lead - Shell Upstream Americas
Houston TX
Duties: Project services lead responsible for all project controls aspects
for a number of offshore upstream projects in all stages of development. I
have also been responsible for developing the Project Control Plan and
other project deliverables ensuring that my projects are compliant in all
aspects of Shell project controls procedures while producing monthly
reports to inform management.
Aug 2011 to July 2013 - Project Controls Lead - Shell West Delta 143C
project
Duties: Project Controls Lead on fabrication of off shore Jacket, Deck,
Piles & bridge fabricated at McDermott facility in Morgan City LA.
Responsible for all aspects of project controls with particular emphasis on
progress monitoring and cost management including variations to contract.
Performed Quantity Surveyor function on this unit rate type contract with a
very tight schedule, requiring active management to control both cost and
schedule performance. I was heavily involved in contractual negotiations
writing contractual letters disputing contractor claims. All invoices and
change requests were approved by me before going to senior management for
execution. I was also involved in reorganizing the contractor's labor to
improve productivity. Performed routine forecasts to using various what-if
scenarios to determine final cost range to assist management negotiating
with various contractors. I reviewed progress on site weekly with
contractors to ensure that the most critical items were being managed
effectively to maximize production.
Dec 2010 to Aug 2011 - Project Controls Manager - BP Toledo Reformer 3
project
Duties: Project Controls Manager on BP Toledo Reformer 3 project.
Responsible for setting up cost control system for owner's scope of work to
integrate cost and schedule, providing accurate forecasting aligned with
scope of work. I was heavily involved as Quantity Surveyor with cost
analysis involved with selection and negotiations to award the main
mechanical site installation contract. I agreed the progress measure with
the contractors before invoices were submitted, thereby speeding up the
payment process. I worked with contractors to ensure that change requests
were resolved efficiently to allow work to proceed without interruption.
Jul 2006 to Nov 2010 - Project Controls Manager - BP Whiting Refinery
Modernization Project Indiana
Duties: Project Controls Manger on BP Whiting Refinery modernization
program, a multi- billion dollar project involving the construction of
several new units and considerable modification to existing units which
effectively doubled the capacity of the refinery. Responsible for
controlling the cost and schedule for the outside battery limit work and
coordination with the ongoing Whiting operations and minor projects. This
work involved 73 separate work scopes which were individually controlled in
terms of cost & schedule as stand-alone projects and then rolled into
project manager's portfolios and the overall work scope. I also liaised
with the various contractors to ensure that BP's expectations were
fulfilled and contractors were paid in a timely manner with BP. This
involved validating invoices against actual work completed. My team was
required to ensure that all BP tracking systems met with accounting
requirements and seamlessly interfaced with existing BP systems and
contractor's tracking systems. In this Execute stage of the project I had a
staff of 6 reporting directly to me, controlling over $1.5 billion.
May 2006 to Jun 2006 - Project Controls Manager - Atkins Oil & Gas Trinidad
Duties: Set up project controls system to facilitate schedule and cost
management of two Offshore Rig Jacket projects.
Jun 2004 to May 2006 - Project Controls Manager - British Nuclear Group
Sellafield
Duties: Provided advice and guidance while managing all aspects of a team
of portfolio planners together with the leads of the planning, cost
engineering & estimating to provide a center of excellence within the
business control office. A new reporting system was implemented to allow
management to easily identify areas of concern within a portfolio of
projects. This was a challenging role as BNG converted to a contracting
organization from a government funded owner / operator.
Feb 2003 to Jun 2004 - Project Controls Manager - Bechtel London & India
Duties: Responsible for all planning and cost control activities on
Reliance Value Maximization Project through FEED to handover. This was an
extremely fast-tracked project to revamp the entire refinery complex in a
time scale of 18 months from Front End Design to full process operation.
The scope included extensive FCCU modifications, New Propylene Recovery
Unit, additional power generation & water supply. I was responsible for the
entire scheduling activity: coordinating client site planning team to
produce an integrated schedule from conceptual design to construction /
handover. The project was fully reimbursable so I acted as Quantity
Surveyor responsible for producing man-hour reports detailing expended and
'to go' man-hours. The scope of the work was constantly growing so I needed
to estimate the changes and gain approval from the client to proceed. I
prepared invoices and got approval from the client before submitting for
payment. I also produced the Bechtel internal project financial status
reports for senior management.
3 month assignment setting up joint venture project controls systems for
new process units in Tengiz, Kazakhstan. This was a complete level 4 master
schedule fully resourced to enable to link in with main contractor's master
schedule.
3 month assignment providing project controls advice for station works on
Piccadilly, Northern & Jubilee lines station renovations on London
Underground.
Aug 1981 to Feb 2003 - Senior Planning Engineer with a variety of companies
throughout the UK, Canada, Middle East, Indonesia and Europe covering all
project aspects from FEED to final handover largely in the oil & gas
industry.
