Summary of Experience
Melissa Bauman is a Senior Program Manager. She has over 25 years of
project and program management experience in the securities regulation,
financial services, flood insurance, healthcare, radio ratings, and
computer manufacturing industries. She is intensely focused on quality
and efficiency leading to customer satisfaction. Her teamwork approach
has led to consistent success with managing teams of project managers,
delivery leaders, and technologists. Ms. Bauman has led a variety of
engagements including development of governance processes and program
offices, technology-enabled business transformation, cloud offerings,
COTS product evaluation and implementation, systems integration, and
software product development. She has extensive experience with effective
budget, contract and service level management.
Successfully Delivers Projects
Managing a cross-functional team of more than 20 business analysts and
technologists to develop and integrate a new client's data into an
existing securities market surveillance program. Proactive risk
management and frank communication with client and senior management have
been keys to success.
Defined a program to revolutionize the way examinations are performed on
broker-dealer firms. Created scope, budget and timeline. The program's
objective was to perform statistical analysis to determine unusual
conditions in a firm's profile. Examinations would then be targeted
based on these risk factors. Led a multi-vendor team through the
training and pilot test of the statistical prototype.
Managed the development of cloud-based offerings, including Software as a
Service, Infrastructure as a Service and Platform as a Service.
Managed the migration of a mission critical document imaging system. The
project included a hardware upgrade, and upgrades to the document capture
and workflow software. Excellent vendor management was a key to success.
Coordinated team and equipment across various locations.
Managed a corporate mandated space relocation and reduction project in
less than four months. The target space accommodated people only, and the
space was approximately 25% of the former space. The original location
contained a dedicated telephony infrastructure, a server room of 50
servers, a scanner station, a secure check printing station and large
mail equipment. Migrated telephony solution to a standard BPO platform
solution, including IP Agent, call routing, call recording and
monitoring, call reporting, and integrated voice response; retired
approximately 20 servers and replaced or relocated the remaining servers
to four locations; migrated 20 years of electronic documents to a
leveraged On Demand solution; and contracted a vendor to convert 30 years
of microfilm to image.
Implemented an e-mail archive solution for the client. Developed a
schedule, assembled a remotely-located, cross-functional team,
coordinated with two vendors for purchase delivery and training of
hardware and software, and implemented the solution across multiple
locations. Alerted sponsor that initial timeline was unrealistic, re-set
expectations, and met the revised deadline.
Effectively Manages Programs, Teams and Budgets:
Created Enterprise Program Management Offices to manage schedule, budget
and quality for organization-wide initiatives
Managed annual operational budgets up $30 million.
Managed annual capital budgets up to $6 million
Leads teams of over 20 people, across multiple locations
Takes Initiative:
Created oversight procedure for Section 31 compliance.
Established the team, processes and scope for brand new department.
