Rubicon Offshore International (Singapore, Indonesia) 2007 - 2008

Lead Engineer

Rubicon Offshore International was founded in 2005 by Jim Luke, as an

offshore oilfield service company providing unique life of field

development solutions for small to medium oil and gas operators. The

company has since experienced steady expansion, evolving into a leading

industry solutions provider with four FPSOs, one MSV and two tankers

operating worldwide.

. To assist in the conversion of two tankers into FPSOs. Progress pipe-

work and rotating equipment installation.

. Input to Water injection package design and construction.

. Refining of P&IDs and PFDs.

. Detailed design management.

. Control of pipe fabrication, welding procedures and NDT.

. Design new Inert Gas Blanketing System, and new fire water systems.

. Contact point for all problems arising on both the Rubicon Intrepid and

the Rubicon Vantage, and briefly also for the Rubicon Maverick (an

offshore support vessel undergoing conversion).

. Temporary position to assist with the conversion of two tankers to

FPSO's.

Reporting to the Management staff (no project manager) and responsible for

the supervision of a small team of in-house engineers and the shipyard

construction teams. At maximum over 400 crew were working on construction

activities. The primary focus of this project was to pull together a

construction effort that had lost direction.

Asia Offshore Services Pte Ltd (Singapore) 2006 - 2007

General Manager

ASIA OFFSHORE has been operating in Singapore since 1969 delivering

efficient, reliable and competitive fabrication, logistics and operations

support services to major oil and gas projects across the South East Asia

region.

I was contracted by Clough Group to turn the company around, from a break-

even operation into a profitable one. AOS had no quality or safety systems

in place, and a demoralised workforce, which had been reduced to a level

too low to function properly.

Key Achievements:

. Increased the turnover, the bottom line profit, and the percentage

profit at the same time.

. Negotiated a buy-in by a very large, new client, which will bring an

infusion of investment capital, to enable the further expansion of the

business.

. The buy-in partner placed S$ 8 million of work with AOS prior to taking

control of 50% of the company in April 2007. Handover of control to new

GM appointed by the buyer took place over May and June 2007.

. Introduced an ISO 9001 quality system, which is operating well,

accreditation by DNV was achieved in March 2007. Several clients have

commented very positively on the changes and improvements achieved.

. Turnover has increased four-fold, and bottom line EBIT profit by a

factor of 8.

Reporting to the Clough Group Asset Manager and initially responsible for a

demoralised team of 22, I rapidly increased staffing to 35, and soon had

over 200 contractor staff working in the yard. The primary focus of this

contract was to either close AOS down, or turn it around into a profitable

company. This was the option I chose.

Hps Enerflex (Western Australia) Jan 2006 - June 2006

Project Construction Manager

Enerflex is the single-source supplier for natural gas compression, oil and

gas processing, refrigeration systems and power generation equipment - plus

in-house engineering and mechanical services expertise. Capability to

engineer, design, manufacture, construct, commission and service

hydrocarbon handling systems with expertise that encompasses field

production facilities compression and natural gas processing plants, CO2

processing plants, refrigeration systems and power generators.

. Upgrade of 10 compressor stations over 1600 kl of pipeline.

. Set-up of work camps in very remote areas.

. SOW involved the installation of 10 MW Solar turbine driven gas

compressors, with all supporting equipment at 10 compressor stations,

equally spaced along the 1600 kilometre long Natural Gas Pipeline in

Western Australia, most of which were in very remote areas.

Reporting to the Project Manager, and responsible for teams of various

numbers. The primary focus of my role was to over see all works, HSE and QC

on four operational sites at any one time, moving from site to site as

necessary on the Dampier to Bunbury Natural Gas Pipeline.

Ausclad Group of Companies (Western Australia) 2005 - 2006

Construction Manager

As part of AusGroup Limited, provides a range of fabrication, construction

and integrated services to natural resource development companies, helping

clients both large and small, to build, maintain and upgrade some of the

world's most challenging oil, gas and mineral resource development

projects.

Reporting to the Project Manager and responsible for up to 150 workers and

interfacing with two major contractors. The primary focus of my role was to

manage construction of the $100 Million Arrowsmith Oil Stabilisation Plant

at Dongara and also included:

. Supervision and Quality Control of all Civil Works.

. Supervision and Quality Control of all Mechanical, Electrical and

Instrumentation installation.

. Estabishment of a construction camp, in the townsite and the work camp

at the worksite, including water and septic services.

*Noted as the best run site by the Department of Industry and Resources

(DOIR), who have oversight of all Energy Developments.

Mobile Production Systems Ltd (Vietnam) 2004 - 2005

. Examine and critique the technologies used in the design for a new type

Semi-Submersible vessel.

. Conduct a constructability review, and examine the budgets and cost

estimates for accuracy and appropriateness.

. Consider the appropriateness of the proposed process equipment for the

intended application, and make recommendations for improvements.

. FEED Study for Bulk LPG Storage Facility

. Conduct FEED study audit for a bulk LPG storage facility.

. Confirm compliance with all standards: API; BS; ANSI; ASME; NFPA etc.

. Constructability study, including pipe sizing and routing.

. Provide de-bugging advice for the Dinh Co gas stripping plant at Ba Ria

Vung Tau, Vietnam.

. Produced a reticification plan for the Dinh Co associated condensate

loading/unloading plant.

Reporting to the Project Manager with various numbers of engineers in my

team. The primary focus of this contract was mentoring the Vietnamese

engineers.

Shell Deep Water Services (Newcastle UK) 2003 - 2004

Project Engineer

. Shell Deepwater Services (Seconded to SNEPCO) - Bonga FSPO - Produced

commissioning plans for a wide variety of systems.

. This role required in-depth knowledge of all systems deployed on a

modern FPSO.

Reporting to the Project Manager and working with a small team of

engineers, the primary focus of this contract was the oversight of the EPIC

contractor, who had 1300 men deployed on this project.
