on all aspects of strategic planning/programming, capital improvements, performance
measurement, budget & finance, new technologies, and department administration of over 350
employees, servicing a population of approximately 100,000, and funded by a $43.3 million
operating budget. Oversaw engineering, RFP solicitation, design, construction, and payment
aspects of a $200 million, 6-year Capital Improvement Budget

performance indicators, performance management goals, and financial management activities to
an in-house team of engineers, project technicians, and construction foremen & laborers for
capital improvement infrastructure construction and rehabilitation projects.
