Hands-on technical, functional and project management experience with Oracle (formerly SPL WorldGroup) Custo mer Care and

Hands-on technical experience with Oracle RDBMS releases 7.0 through 11G (including 9i and 10G). Hands on experience with

Oracle Application Manager and Oracle/BEA WebLogic.

Have worked extensively in a Test Lead, QA Manager, Configuration (both application and security) and Project Manager roles

City of Phoenix/Phoenix Water (June 2013 through Present)

Work with the City Water Department and Public Works to support CC&B 2.1 relating to configuration, batch operations, trouble

shooting application issues, etc. Assisted in the migration of bill print operations to Kubra. Led development of IVR interfaces to

CC&B for extract of Account information, creation of Customer Contacts, etc. Assisting on the planning for the City's migration from

CC&B 2.1 to CC&B 2.4.

AutoTrader.com (October 2012 through May 2013)

Though PWC, worked as a Functional Analyst on the implementation, training, testing and go live of Oracle’s RMB 2.2.4 and

subsequent migration to 2.4 (the sister product to CC&B used in the Banking and Insurance Indust ries) for AutoTrader.com. Project is

a highly customized solution implemented by PWC and Oracle. Served as Lead for development delivery of Super User training on

Configuration, System Administration, System Use and Troubleshooting. Developed Functiona l and Technical Specifications for

several customizations for AutoTrader. Supported Acceptance Testing for all of the customizations. Supported users through Go-Live

for their Kelly Blue Book subsidiary.

GetNet, Inc (Jan 2012 through January 2013)

Working with GetNet Management to support continued operations (ISP, DSL, Co Location, Hosting, OLTP, etc) while developing a

strategy to migrate the existing datacenter and operations to a smaller more efficient facility (in regard to space, power, cooling, r acks).

Also, migrating an existing SUN server environment (some outdated Windows machines) to smaller more powerful SUN and Linux

servers. Upgrading all Oracle databases to 10G and installing current patch sets on all Oracle Applic ations (and webservers). Included

migrating the existing Cisco switches and routers to OpenStack technology. Designed new datacenter layout and server configu ration

in Visio and developed MS Project plans to support migration. Developed all new business processes to support new more automated

business operations.

Cleveland Water Department (Aug 2011 through Dec 2011)

Though Black & Veach, worked as the Rates Lead and Co-Technical Architect on an implementation of Oracle’s CC&B 2.1 for CWD.

Project is a highly customized solution implemented in 2009 by a combination of System Integrators and Independent Contractors.

Served as Lead for development of all Rate Changes, test cases, scripts and acceptance testing, along with oversight of business

reengineering changes.

Cedar Rapids Water Department (Jul 2006 through Jan 2011)

Project Manager, QA Manager & Test Lead managing the implementation of Oracle’s CC&B product (formerly SPL*WordGroup’s

product) and migration from PSFT CIS/ERM for CRWD. Project is mostly an out of box solution involving configurations and

interfaces to the CIS product, including interfaces to Oracle’s PeopleSoft Financials (AR/AP/GL/HR). Served as Lead for

development of all test cases, scripts and conversion balancing and assisted with configuration, conversion and issue resolution. Was

extensively involved in configuration (specifically Rates, FAs, C&C and Meters) the security configuration of the application and

creation of user roles and responsibilities as per business requirements.

Las Vegas Valley Water Department (May 2006 through Nov 2008)

Quality Assurance Manager over the implementation of Oracle CC&B (formerly SPL*Wordgroup’s product) and migration from

PSFT CIS/ERM. Project involved complex configuration and interfaces to the CIS product, including interfaces to Oracle’s Financials

(AR/AP/GL/HR). Worked extensively on third party audit on conversion data, user security and QA for go-live.

Energy Services of Pensacola (Mar 2006 through Nov 2006)

Consultant for the selection of an Automated Meter Reading system (AMR). Involved with all aspects of the procurement including

requirements development, RFP development, vendor proposal analysis, contract award, and contract negotiations. Final vendor

selected was Sensus out of Dallas, TX and their FlexNet solution.

Denver Water/Systems & Software (Aug 2005 through Feb 2006)

Lead Program Manager managing the implementation of Systems & Software’s Customer Information System (CIS), enQuesta for

Denver Water. Project consists of roughly 100 modifica tions and interfaces to the CIS product, including interfaces to Oracle

Financials (AR/AP/GL). Supported all Project Management aspects, development of user security, along with QA and Test Lead to

ensure the application met DW’s requirements.

Overstock.com (Jan 2005 through Sep 2005)

Lead Program Manager managing the stabilization of Oracle Applications 11.5.10 for a firm with over $1 billion in annual sales. The

company went live on Oracle Applications and had many issues to resolve in order to stabili ze system and business operations. Project

involved strategic planning, project leadership and management, test lead, application and security configuration, and development of

several phased plans to stabilize the applications environment. Environment c onsisted of Oracle Financials, Order Management,

Human Resources and Procurement. As part of my engagement with Overstock.com, I managed a significant number of consultants

from Oracle and other consulting firms. I assisted the company in determining the consultants who were critical to the completion of

their projects and those not necessary. By the end of the project, we had reduced consulting costs by over $250,000 per month.

City of San Jose (Feb 2003 through Mar 2005)

Led the development of a multi-year technology plan to support the IT strategy, project/program management of the effort, vendors

and organizations and the development of a model to support the organization. Developed performance measures and an IT

architecture and strategy to align technology with business goals.

Lead resource on the development of a citywide wireless technology strategy for the nation’s 10th largest city. Participated in the

development of a five-year technology strategy to support the IT strategy, project/program management of the effort, collaboration

with multiple vendors and organizations and the development of a model to support the work and conclusions of the wireless wo rking

team. Developed performance measures and an IT architecture and strategy to align t echnology with business goals.

Lead the development of a program management process to support the City’s migration to its new city hall. I also was the senior

consultant on the team that developed the project plan and subsequently participated in the development of RFPs for a consolidated

voice over IP (VOIP) network and a server/SAN consolidation. Participated in project oversight and quality assurance of the upgrade

of Oracle Government Financials (AR/AP/GL/FA/CM) while continuing to support and upgrade the existing PeopleSoft

(CIS/HR/INV/Payroll) environments.

Lead technical resource on the selection of a new CIS (customer information and billing system) for the City of San Jose Waterworks

and Waste Management. Subsequent to the selection of the new CIS system, I developed a future state staffing plan to define staffing

needs once the new CIS is fully deployed. This project also involved business process engineering and reengineering of existing

business and system processes to optimize the features and functionality of the new CIS application selected.

Sylvan Learning Centers (Aug 2001 through Mar 2003)

Lead resource on the development of an organization-wide information strategy. The organization has one large corporate data center

with many smaller satellite offices. Project involved the development of the strategy and subsequently the development of an

outsourcing strategy to support its ongoing Oracle Applications data processing environment . Environment consisted of Oracle

Financials (AR/AP/GL/FA/CM/HR/PUR/INV).

Hydro Ottawa (May 2000 through Mar 2002)

Initial engagement was to review the existing IT staffing and to develop a staff transition and hiring plan to support Hydro’ s current

and future levels of technology and business requirements. After completion of the staffing assessment and transition plans, Hydro

utilized me to define and deploy stabilization measures to facilitate ongoing business operations on the existing CIS system until the

new CIS could be deployed.

Led the development of a multi-year technology plan to support the IT strategy, project/program management of the effort, vendors

and organizations and the development of an overall IT model to support the organization. Developed performance measures and an

IT architecture and strategy to align technology with business goals.

City of Denver (Jan 1998 through Mar 2002)

Initial engagement was the review the existing IT staffing model and to develop a staff transition and hiring plan to support the City’s

Oracle (Government) Financials implementation.

The engagement transitioned into a Quality Assurance Manager position over the implementation of Oracle’s (then) new Governme nt

Financials product for the City. Project is a customized solution involving over 30 major modifications to the core application,

configurations and interfaces, including interfaces to many City systems. Also performed third party audit on conversion dat a.

Ingersoll-Rand, Security & Safety Sector (Feb 1997 through Aug 2001)

Lead Project Manager who developed the strategy for this Fortune 50 firm -- with over $1 billion in annual sales -- to migrate to a

centralized data and operations center to support acquisition of and consolidation onto an Or acle Applications solution. Project

involved strategic planning, development of application and hardware footprints for the organization, and project leadership and

management on several company endeavors.

As part of my engagement with Ingersoll-Rand, I managed a significant number of consultants from Oracle and Deloitte consulting. I

assisted the company in determining the consultants who were critical to the completion of their projects and those not necessary. As a

result, we cut consulting costs by over $500,000 annually on their existing projects.

Projects outside of strategic planning included working directly with Oracle on the development and installation of a prototype Self-

Service Purchasing (SSP) module within the 11i environment, deployment of Sales Compensation and Sales Force Automation tools,

redesign on the existing General Ledger, report development, etc.

Syntellect, Inc (Jan 1997 through Aug 1999)

Lead resource on the development of an organization-wide information strategy around Oracle ERP. Syntellect had one large

corporate data center with three distributed processing centers. Project involved the development of the strategy and subseq uently the

development of an outsourcing strategy to support its ongoing Oracle Applications environment.

Cable Systems International (Jan 1997 through Aug 1999)

Assisted in the development of an organization-wide information strategy around SAP ERP for this subsidiary of AT&T. The

organization has one large corporate data center with multiple manufacturing centers. Project also involved the development of the

strategy to stabilize and support SAP.
