Contract Proposal preparation by compiling Proposal Packages of the
estimated cost of work to be performed, resources to be utilized, and
timing of work to be performed. Primary Industry involved the development
and implementation of multiple fuel storage and delivery systems to DOD
facilities involving construction and Critical Path Methodology (CPM), and
Performance Management Reporting. Provided Financial Reports to support on-

Managed four major telecommunications (CLEC) accounts which generated
approximately $10 million in revenue. (Conectiv, BTI, LightNetworks, and
2nd Century). Implemented acceptance, and production of proprietary
software. Using Microsoft Project, I developed and tracked end-to-end
product roadmaps and version controls detailing requirements and changes
for hardware, OS, third party software compatibility or limitations for
nine products including LSR, E911, and LNP.

Tested the pre-launch long distance functionality of Pacific Bell (RBOC-
ILEC) in California utilizing an all-encompassing testing methodology in
preparation for 271 certification/licensing. Conducted business analysis,
white-box testing, and process flow analysis. Defined testing requirements,
created test cases, and wrote scripts for testing staff.

researching requirements, conducting analysis, and certification of certain
systems and their components ensuring Y2K compliance.

Key member in all aspects of the start-up and development of Qtel, a CLEC
(Competitive Local Exchange Carrier) company offering residential local and
long distance service in seven states from ILEC providers (SWB, GTE,
USWEST). Gathered requirements for provisioning, billing, and customer
service and utilized flow charting software to compile screen requirements,
if/then scenarios, customer monitoring, and output (bills and/or late
notices). Continually interacted with programmers in the development of
final product in Java. Using Microsoft Project, I planned and managed the
back office operations including customer support, operating software,
database system design, financial tracking (accounts receivable, payment
postings, and bank transactions), and ILEC interfaces. Supervised Customer
Support, billing process flows, and 3 data entry clerks.
Sep 96 - Aug 97, Senior Activations Analyst - Affiliated Computer Systems,

Supervised Activations Department for ILEC-Bell Atlantic South (later
Verizon) in their attempt to offer long distance service outside of their
primary area. Major duties included error identification, resolution,
requirements research, analysis, and procedural development. Tracked new
customer information to ensure data was not compromised by system
processes, software problems, or data entry input failure (provisioning).
Researched system problems utilizing flowcharting processes and worked
closely with programmers to meet production requirements. Tested new
systems to ensure user and functionality goals were met.

Responsible for developing, inspecting, and testing all IT products before
they were sent to internal and external recipients. Along with one other
associate, we trained and developed a 24-person staff in all aspects
