interoperability testing of national security systems and information technology systems hardware,
software and components, Indian Head, MD.
• Interoperability of any DOD IT system is certified by JITC in an Agile SDLC.
• When the system is ready for ODT&E, JITC will review the application to determine compliance to the Net
Ready-Key Performance Parameters (NR-KPP). NR-KPP is divided into two evaluation areas: data strategy
and services strategy. Each strategy has corresponding Measures of Effectiveness (MOE) to address the DOD
Net-Centric Data & Services Strategy (NC DSS) requirements and Measures of Performance (MOP) to test
the system’s ability to meet the requirement.
• T&E Team Lead, was ultimately responsible for all aspects of T&E within the Program and thus should
coordinate all test activities into an efficient continuum through close collaboration with MCOTEA and JITC.
