Duties, Accomplishments and Related Skills:
I supervise, evaluate, and train locomotive engineers and student engineers, and investigate
accidents and injuries on the Los Angeles Service Unit. During my 16 years with the Union
Pacific Railroad (UPRR), as a conductor, remote control operator, locomotive engineer, and
manager of operating practices, I have worked in Texas, Minnesota, Wisconsin, Wyoming, and
California. I have also been trained and qualified on over 1,300 miles of railroad, and on all types
of territories, trains and equipment, and freight operations.
ACCIDENT INVESTIGATION: Manager in Charge of several derailment, accident, and injury
investigations. I am the primary manager on the Los Angeles Service Unit for analyzing
locomotive event recorder downloads for accident investigations. As a manager of operating
practices, one of my primary responsibilities is to investigate accidents and injuries of train
employees. To accomplish these tasks, I was required to attend and complete three training
courses given by the UPRR, Derailment Cause Finding and Prevention, MOP Seminar, and
Investigation Training, all of which addressed accident/incident investigation.
ANALYZED SAFETY DATA: I have experience analyzing data that can be used during the
course of conducting railroad inspections, or used to determine probable cause of railroad related
collisions, derailments, or other accidents/incidents. Working with my supervisor, I found the
majority of human factor incidents were caused by train and yard crews running through
switches improperly lined. I also found most of these incidents were caused from a failure to
provide protection on shoving moves, to control shoving moves, or a failure to comply with
restricted speed or its equivalent. From this analysis, operational testing was adjusted to focus
on point protection during shoving moves and restricted speed or its equivalent. Human factor
incidents were reduced as a result.
RALIROAD SAFETY AND HEALTH: My experience in the railroad industry has provided me
with knowledge of general railroad safety health principles and practices; as well as inspection
techniques. I have been trained to comply with all safety rules provided by the railroad and to
enforce those safety rules as a manger of train employees. In addition to ensuring train
employees comply with railroad safety rules such as hearing and eye protection, staying clear of
hazardous areas, ensuring equipment is secured, I also perform inspections of work areas to
identify and correct unsafe conditions.
WRITING AND SPEAKING SKILLS: I have experience communicating information pertaining
to operating practices, rules and procedures. This experience comes from being assigned as a
remote control operator trainer, giving rules classes, and instructing engineers and student
engineers on train operations. My skills communicating rule requirements to train employees
have led to increased rules compliance on the Los Angeles Service Unit. I have written several
narrative reports as both a railroad manager, when it was necessary to communicate information
to decision makers. I was given the opportunity to present a narrative on both derailment
prevention and the progress of student engineer promotion on the UPRR Los Angeles Service
Unit.
RAILROAD OPERATING PRACTICES, FEDERAL REGULATIONS, and OPERATING
RULES: As the title of my position suggests-manager of operating practices-I am expected to be
an expert on railroad operating practices, and all associated rules and procedures. My primary
function is ensuring engineers maintain certification and qualification on their assigned operating
territories. Another of my responsibilities is to perform operational testing of train employees, to
ensure compliance with all railroad operating, safety, and airbrake and train handling rules. As a
railroad manager, and as a designated supervisor of locomotive engineers (DSLE) I have the
responsibility of applying and enforcing Federal regulations and orders covering employee
qualifications, hours of service, occupational safety conditions, radio rules, operating rules and
practices, alcohol and drug programs, and locomotive engineer and conductor certification to
maintain compliance. I also have experience inspecting sites, operational testing, and observing
railroad employees to determine railroad compliance with Federal regulations regarding safety
procedures.

I was in charge of running a recruiting center in Iowa, and managed all aspects of the operation,
away from military installations. Prior to my recruiting assignment, I was selected as an
instructor at the US Army’s Non Commissioned Officers (NCO) Academy at Fort Bliss, Texas.
At this assignment, I was entrusted with training new NCO’s for the US Army. Finally, I was
assigned to support air and ground troops in West Germany as an air defense artillery technician.
WRITING AND SPEAKING SKILLS: As an instructor at the Non Commissioned Officers
(NCO) Academy at Fort Bliss, Texas, I was required prepare and give presentations to students
on a daily basis. As an instructor at the NCO Academy, and as an Army recruiter, I regularly
wrote reports on the status of students or recruiting events to senior leadership.
