DIRECTOR - PROCUREMENT LOGISTICS (8/98 - 12/00)
QWEST COMMUNICATIONS, DENVER, CO
Responsible for end-to-end supply chain management of $1.2B in
annual materials spend for Qwest Communications. Some key
accomplishments include:
. Developed comprehensive Qwest - Supply Chain Operational Road
to Excellence
(Q - SCORE) program to transform Qwest's supply chain
organization into a new, flexible operational unit, providing
a competitive advantage to the corporation. The Q - SCORE
program delivered over $500M of positive cash flow impact by
the end of the program. The three-year program delivered:
o A comprehensive and nimble procurement / materials management
model that fully integrates Qwest Supply Chain operations.
Materials allocation and procurement is optimized and supported
by an end-to-end integrated system strategy.
o Centralization of 15 separate, fragmented, and high-cost supply
chain organizations (15 supply chain organizations from Qwest
mergers and acquisitions).
. Implemented a 4PL transportation model by leveraging key 3PL's
and creating an organization of key industry expertise
responsible for driving transportation strategy, optimizing
cost, and managing 3PLs. All transportation spend is managed
directly under Qwest guidelines and a detailed routing guide is
included in each materials contract to ensure cost / service
optimization (2.3M annual shipments).
. Conceptualized, designed and implemented a Field Asset
Management Tracking initiative (FAMT-Lite project) to set
optimal field levels of spare parts and returned idle excess
field assets to central stock for reuse resulting in a direct
cash flow impact through purchase avoidance. Direct budget
savings of $33.52M in year 1 and $37.2M in year 2.
. Implemented optimal fulfillment model by collaborating with
suppliers to utilize VOI and VMI principles and processes, and
integrate materials planning, fulfillment and transportation
infrastructure to merge material in-transit and coordinate
efficient, timely and quality delivery. This is a win-win for
Qwest and Supplier as it streamlines the supply chain
and reduces overall inventory, handling and associated costs.
Key benefits to Qwest are optimization of order cycle time and
cash-to-cash cycle.
. Effectively implemented reverse logistics infrastructure and
processes to ensure timely processing of excess material,
disconnects and supplier returns. Intelligent processing and
dispositioning resulted in cash flow impacts of $133M in one
year.
