Manager, Configuration/Data Control (1995 - 2007)
Spectrum Astro Space Systems (SASS) and GDC4S, Gilbert, AZ
Successfully implemented the department startup, complete with tools,
staffing and procedures in support of qualified, yet cost effective,
methods for configuration identification, change control, status
accounting, digital data management, and audit. Consistently passed all
CDM Customer audits, ISO audit assessments (for company certification), and
Missile Defense Agency (MDA) AS9100 audit, which greatly contributed to the
overall success of SASS. Engaged and trained a competent team of CDM
professionals to ensure achieving desired results; supported template
creation for consistent, qualified documentation and data work product
output (e.g., technical manuals, company procedures/policies, briefings,
letters, memos); and promoted use of MS Access (w/SQL platform) to
effectively achieve a robust, cost-effective information base for the
management of products and associated product information until funding for
purchased PDM/PLM tools could be supported. Worked closely with Quality
Assurance, CAD, Manufacturing, Engineering to ensure timely release,
capture and control of both hardware and software work product outputs.
Ensured all department activities focused on meeting the needs and
expectation of the customer and on the creation of reliable products in a
reliable, repeatable manner. Activities were measured and performance
measurements/ trends assessed as a basis for continual improvement.
> Implemented a "paper-light" system that significantly reduced "release"
processing times by CDM teams.
> Additionally tasked to support copiers for all SASS locations (assessed
user needs; researched compatible equipment/vendor; negotiated pricing
and lease terms; collected, documented and presented essential costs
and relevant data to Accounting for FASB 13 testing; coordinated
equipment removal, installation and servicing; reviewed, researched, as
needed, and authorized invoices) and significantly reduced company
copier lease expenditures by over $100,000.00 during equipment lease
term negotiations.
> Continuously promoted teaming and streamlining for process improvement
and leaner operations without sacrificing the quality of work products
produced.
> Effectively managed a variety of functions structured within the
Configuration/Data Control organization (e.g., Configuration
Management, Data Management, Forms Control, Business Intelligence and
Library Support Services, Reprographic Services Support, ITAR Data
Management, Company Archival Records Management).
Orbital Sciences, Chandler, AZ 1990 - 1995
Data Manager
Provided lead data management support for the Pegasus and Taurus launch
vehicle programs. Responsible for the management and configuration control
of contract deliverable data involving documentation relative to
administrative, management, financial and technical data. The handling of
this data initially involved technical writing and/or documentation editing
(IAW standard practices, style guides, development plans, contractual
requirements, and hardware configurations) and the follow-up coordination
of applicable word processing, graphics, and reprographics support, as
required, to ensure a qualified, timely CDRL customer submittal. Data
management functions performed included: forecasting/estimating cost of
documentation, initial identification of CDRL and DID/MIL-STD requirements,
scheduling, status accounting/reporting, and storage/retrieval systems
support.
> Tasked to oversee Data Managers associated with other programs, as well
as act as alternate for the Manager of Integration and Technical
Documentation, providing support and direction to department team, as
needed, to ensure the timely development and submittal of qualified and
contractually responsive user documentation.
> Committed member of ISO 9000 Steering Committee.
Litton Electron Devices, Tempe, AZ 1987 - 1990
Supervisor, Documentation/Configuration Control
Responsible for the management of document control activities, implementing
and administering an effective change order system. Established,
controlled, and directed staff in the storing, retrieving, updating, status
accounting, releasing, and mailing (as required) of engineering and
manufacturing documents such as: drawings, Bills of Materials (BOMs),
specifications, operational procedures, assembly instructions, test
procedures and software code/documentation.
> In the face of a threatened loss of major military contracts, was hired
to develop from scratch operational procedures meeting MIL-Q-9858 and
MIL-STD-480 requirements. In a period of less than 3 months, developed
all necessary procedures, gained acceptance by DCAS, trained affected
personnel, and implemented new processes with full support of executive
management.
> Established and co-chaired a Configuration Control Board (CCB) which
brought organization and discipline to the ECR/ECO/ECP process.
ADR Ultrasound, Tempe, AZ 1977 - 1987
Supervisor, Documentation/Configuration Control (1984 - 1987)
Primary responsibilities included overseeing the generation, control,
processing, tracking, and incorporation of ECOs that directly affected
engineering documentation, manufacturing processes, and software usage
(both equipment and product-related), while ensuring compliance with FDA
regulations.

given to an employee for outstanding accomplishments, for contributions
and efforts made in assisting the company during its
growth/development.
Documentation Control Specialist (1983 - 1984)
Researched and resolved varying documentation issues, working closely with
engineers and technicians in the generation of Engineering Change Orders
(ECOs). Prepared procedures and pictorials from engineering documentation
and proto-type example to assist Manufacturing in the development of new
products and rework. Coordinated ECO review, approvals, and incorporation
activities.
> Utilized a solid understanding of multi-layer Printed Circuit Board
(PCB) layouts and an ability to interpret schematics to perform
checking functions for a critical product launch prior to Vendor
production and ADR manufacturing implementation of PCBs. This effort
eliminated several major drafting errors that would have created costly
manufacturing rework.
Proto-type Assembly - Process Developer (1980 - 1983)
Worked directly with design engineers on the evolution of new products.
Developed circuits from hand-drawn schematics, devising proper layout
techniques with appropriate component selection. Performed a multitude of
mechanical and electrical assembly functions, working from prints,
drawings, wiring diagrams, schematics, and
hand-written or verbal instructions. Officially documented all operations
in preparation of follow-up ECO initiation.
Assembler; Test Repair Services (1977 - 1980)
Performed a variety of electrical/mechanical assemblies (i.e., modules,
drawers, cables, and soldering of PCBs). Disassembled, modified, reworked,
and upgraded company products. Maintained accurate documentation of actual
processes.
