SPRC Construction Manager - FCCU / APH Event Project, Rayong, Thailand
o Managed development of execution and staffing plans and provided
oversight into the preparation of the construction schedule.
o Developed subcontractors and vendor scope packages, provided
oversight in the preparation of bid tenders, and negotiated final
service and key procurement agreements.
o Aligned execution responsibilities between the Owner's technical
teams, CBI (mechanical contractor) and other key contractors.
o Provide day to day construction coordination with key contractors
and site teams while maintaining continuous interface within the
Owners organization.

. Successfully guided the construction of a $400 Million Clean Fuels
Project on reimbursable contract basis.
o Included construction of a grassroots Whole Cracked Naphtha Unit,
Benzene Saturation Unit (Bechtel) and the revamp of an existing
DHTU (CBI).
o Championed the IIF safety journey.
. Project was successfully completed on-budget and within the P50 schedule.

Merox Project Manager - Rayong, Thailand
. Successfully managed a fast-track lump sum project through FEED and EPC
with CBI as primary contractor.

products pipeline & custody measurement infrastructure.
o Championed the IIF safety effort.
o Facilitated Thai government endorsement of BOI privileges, EIA
approvals, and oversight of environmental & construction permitting

Developed strategy and executed plans to dissolve the Alliance Refining
Company's operating alliance on behalf of Chevron and the Petroleum
Authority of Thailand. Plans included splitting of all Alliance
personnel, the separation of shared Alliance assets, and negotiation of
new third party commercial off take and supply agreements to ensure 100%
Day1 operability of both the SPRC and RRC refineries.

Championed Caltex (Chevron / Texaco) 50% interest in the $4.1 Billion joint
venture Alliance Refining Company with the Petroleum Authority of Thailand.
Provided direction on issues affecting commercial product sales, supply &
off-take, and the overall performance of the Star Petroleum Refining
Company.

Managed the implementation of a corporate-wide project management
initiative designed to provide a consistent and rigorous process for
monitoring and tracking the execution (cost and schedule) of major
strategic initiatives throughout the Caltex world.
Special Assignment - Caltex Corporate Headquarters Closure Project -

Managed the Caltex's corporate office relocation resulting from the closure
of the Dallas headquarters and the subsequent migration of functions and
responsibilities to Singapore.

Key member of a Change Management Team responsible for improving the
overall performance of the Caltex refining joint venture in Japan. Managed
the FEED and EPC associated with the revamp and upgrading both the Osaka
and Marifu refineries.
. Initiated scoping studies that optimized investments totaling
approximately US$ 100 million.
. Managed two KOA refinery engineering teams from the JGC Yokohama offices
and construction at the Osaka refinery.
. Construction at the Marifu refinery was delayed resulting from the sale

. Managed the overall business planning and commercial operations
associated with the design, construction, and start-up of the $1.7
Billion joint venture 150,000 BPD SPRC refinery. EPC was completed on
budget and on schedule with JGC as prime contractor under lump sum
agreement.
. Managed design and construction of several key "outside battery limit"
refinery assets.
Staff Project Engineer (Caltex) - Dallas / Bahrain 1990 - 1991
Initiated studies and developed execution schedules for an expansion of the
BAPCO refinery (Bahrain Refinery Modernization Project). Project cancelled
due to funding constraints.

Manager Loss Control and Claims - Corpus Christi, Texas / Dallas, Texas

Managed domestic and international product supply loss control efforts
associated with the operation of three domestic refineries supplying an
extensive terminalling network throughout the US. The magnitude of all
incurred losses was reduced to less than 0.1%.
1980 - 1983
Managed small / mid-size refinery projects from scoping studies, funding
appropriation, detail design through construction. Supervised design
efforts of smaller projects within the refinery organization; larger
projects were managed through EPC contractors.
From 1973 - 1980 various engineering / construction / maintenance positions
at the Texaco Port Arthur, Port Neches Tulsa and Convent refineries.
