Shell International, Carmen Creek Project in northern Alberta Province,
Canada.
Commenced to increase production at the Peace River Complex through
development of a new central processing facility and associated well pads of the
new thermal heavy oil project. JACOBS was enlisted to assist Shell in the
development of the new facility and several design teams were assembled for that
purpose. Brian served as civil engineering analyst on the logistic management
team tasked with assessing traffic logistics for the centr al processing facility,
including vehicle turning movement assessment and traffic management study.
Brian drafted a report to include trip generation, distribution, mode choice and
route assignment, dust suppression methods, snow disposal recommendations,
pedestrian safety measures and best practices.
Nova NCTC Building Expansion Project
Performed Civil portion of the Building Assessment Program for the design and
construction of a 9,000 SF addition to the existing Nova Chemical Training Center
located in Calgary, Alberta. In particular, the site assessment revealed key
parameters for the survey requirements as well as the surrounding traffic control
appurtenances, consequently re-designing the programmatic sketch layouts for
the purpose of accommodating access/egress traffic flows most effectively for a

drop-off entry design. As a result, the priority objective of creating a signature
entry design was achieved for the training facility was achieved with satisfaction of
Nova, and modelled after the Nova Chemicals Pittsburgh Office Drop-Off and
Porte Cochere.
Enbridge, Inc.,
Line 9B Reversal between Sarnia in Ontario Province, Canada, and Montreal in Quebec Province
Performing site reconnaissance for the civil engineering discipline to redesign and renovate two terminals
and seven pump stations for reversal of an oil pipeline facility originally constructed in the 1950s. Review
and consideration of existing storm water conditions, environmental and public neighborhood concerns as
well as civil layout and grading conditions to provide a robust field review of project conditions.
Enbridge Pipelines, Inc., The Line 3 Replacement program is part of Enbridge’s mainline
expansion, which also includes upgrades to Line 61, Line 65 and various other proje cts, and
consists of several projects in Canada and the U.S.A.
L3R consists of 18 new pump stations, each with its own substation, situated between Hardisty and Gretna,
crossing from Alberta Province through Saskatchewan and Manitoba, and continuing into the U.S.A. to a
destination south of Lake Michigan. Brian served with the civil engineering team in the initial preparation of
pump station site plans for the DBM, performing tasks to quality track the detailed design drawings and
schedule, confirming that appropriate quality procedures were followed before issuance of the work.
Enbridge Northern Gateway Pipelines, Inc., The Northern Gateway Pipelines Project from
Bruderheim in Alberta Province, Canada, to Kitimat in British Columbia Province.
Performing civil engineering layout work and material quantity estimating for the development of new pump
stations and remote valve sites on an oil export pipeline across the Canadian Rocky Mountains. As part of a
design team establishing preliminary design basis and front end engineering and design, he assisted in the
creation of initial layouts and material take-offs, also establishing scope of work for land surveying and
geotechnical subcontracts to be performed for the project.
North Carolina Department of Transportation, Transportation Improvement Program Bridge
Replacement Projects B-3843, B-3844 and B-3846 located in Guilford County, North Carolina
Project manager for B-3843, the Groomtown Road Bridge Replacement Project, a new 190 linear foot
concrete girder bridge and arterial roadway design for the purpose of raising the existing roadway by 60
vertical feet for the installation of the new Randleman Lake in North Carolina. Brian oversaw in-house
engineering of right-of-way acquisition and roadway, hydraulic, erosion control and traffic control designs
while hiring and coordinating with subcontract structural and geotechnical engineers. Brian actively pursued
additional funding for the bridge project when scope changes at the agency review level doubled the
proposed scope of the project. A similar approach was used for B-3844 and B-3846 where large concrete
box culverts were used to replace the existing bridge so that the new Randleman Lake could be installed.
Piedmont Triad Regional Water Authority projects for roadway, box culvert and pipe culvert
designs in Randolph County, North Carolina
Oversee construction of roadway and drainage projects needed to raise roads for the 6,000 acre
Randleman Lake project in Randolph County, NC. He performed roadway design and hydraulic engineering
while coordinating with subcontract structural engineers. The projects include dual 72 inch reinforced
concrete culverts, and single and dual 10 feet by 10 feet reinforced concrete box culverts. Brian facilitated
construction progress meetings in conjunction with survey and inspectors staff, and coordinated the
supervision of regulators, and verified compliance with project specifications. He was part of the consultant
team to monitor project quantities and work progress so as to authorize payment of contractor invoices.
Prompt Med Urgent Care Building Project, 8,266 SF Multiuse Doctor’s Offices in Durham and
Cary, North Carolina
The Prompt Med project was a partnership of Royall Commercial Properties with a group of medical doctors

to create a prototype urgent care business with adjacent medical use offices, to replicate the project in
popular North Carolina cities. Brian was responsible to lead the subdivision and land planning efforts with
local municipalities as well as function directly in the construction process. The team successfully acquired,
planned and permitted two projects using the identical building for each site, and constructing the first
building in Durham, NC. Brian performed cost estimating for the entire project to assemble the developer’s
pro forma estimate as well as creating the contractors firm construction estimate. In addition, he provided
construction administration to review and oversee material purchasing and subcontract awards, and
performed periodic site visits to verify compliance with building plans and specifications.
T riangle Presbyterian Church, a $900,000 addition and renovation to an existing masonry church
building located in Durham, NC
18:1 roof pitch and select hardwood interior wall and ceiling finishes. Brian performed estimating as a staff
member for a general contractor for hard bid for this church construction project. He prepared material take-
off calculations, solicited subcontract proposals, and obtained material and labor prices for the entire project
bid, including site work, public infrastructure improvements, as well as all building construction costs. After
successfully winning the bid, Brian served as the contractors project manager to execute subcontracts, plan
and monitor construction job progress, approve contractor’s invoices and purchase materials installed by the
general contractor’s personnel.
Piedmont Triad Regional Water Authority Construction Administration projects for roadways and
bridges, including Bridge No. 94 Over Muddy Creek and Bridge No. 100 Over Deep River
(Grading, Drainage, Paving, Resurfacing, Guardrail and Structures)
Oversee the construction inspectors associated with the project, responsible to verify quantity tickets and
adequate construction quality per the plans and specifications for the project. In addition, Brian led the
value-engineering of storm water drainage revision for a savings of $250,000.
Royall Commercial Properties, Inc., Northern Way Subdivision Development Project, Durham, NC
– T he Northern Way Subdivision project includes a three acre commercial outparcel valued at
$800K and 13 residential properties valued at $300K a piece.
By working with City Public Works to engineer and approve a large drainage volume passing through an
adjacent residential neighborhood, Brian enabled the property to become developed to its best use,
completing engineered plans and managed the construction process. He estimated costs of infrastructure
improvements and obtained subcontract proposals, provided construction inspection, and performed the as-
built review and approval of streets and storm water management pond. The project was constructed to
City of Durham standards, verified by detailed land surveyor as-built drawings.
The Elks Club Building Project, Durham, North Carolina – The Elks Club Project was a negotiated
development between the Elks and Royall Commercial Properties.
Responsible for the approval of engineered site plans and managed the construction process through
completion and occupancy, performing periodic review of site work and infrastructure for the project.
Working in tandem with another project requiring the disposal of a large quantity of earthwork, Brian
arranged to fill a deep site for The Elks in a timely way, saving $200,000 on the purchase price of the
property.
Ticon Properties, Inc., Orange County, North Carolina, Carramore Subdivision Engineering –
Performing construction oversight and engineering for this 18 acre residential subdivision in
Orange County, NC
Responsible for civil engineering design and attended on-site visits to oversee compliance with
specifications of street construction and storm water pond construction. Details of compliance with County
of Durham standards was confirmed in conjunction with licensed land surveyors.
Brassfield Investments, Town of Wake Forest, NC, Flaherty Farms Subdivision
Brian prepared engineered drawings as the project engineer for this (38) acre residential subdivision with
curb & gutter streets and town utility services, acquiring necessary development permits and performing a

construction administration role for the project as well. Construction administration services were furnished
by the company on a daily basis by staff construction inspectors and included periodic site visits by Brian to
confirm job progress for the approval of contractor invoices for payment. Resolution of permit issues relating
to the installation of civil infrastructure was also one of Brian’s roles for the project.
Auburn Street Development, a $500K residential property comprising a $200K existing home with
$100K renovation and the addition of $200K valued in land and additional investment house in
Durham, NC
The Auburn Street Development is an infill residential property developed one mile from Duke University as
an investment property, taken from recombination of a 1951 residential subdivision through the process of
financing, planning and construction. Brian renovated the existing home, managing the construction
process, hiring subcontractors and labor. In addition, he redesigned and gained approval for a new the
subdivision layout to provide for additional lot development and guided the process for construction a new
investment house on the property, overseeing surveying, grading and residential house construction.
Mohawk Trail Development, a (7) acre residential subdivision project in Durham, North Carolina
The Mohawk Trail Development is an infill residential property development located adjacent to the premier
golf course community of Hope Valley in southern Durham, NC, and is planned for 6 to 13 homes valued
from $500,000 to $1,300,000 a-piece. Brian managed the complete renovation of the existing residential
home at a cost of $120,000, managing subcontracts, material purchasing and direct labor costs. In addition,
Brian worked to design the residential subdivision and gained neighborhood approval for a new street
connection to the prestigious neighboring community.
Grace Church in Chapel Hill, NC
A new 15,000 square foot, $1.3 MM, commercial assembly building in Chapel Hill, North Carolina – Brian
served as the owner’s representative to monitor the completion of the project under general contract for
construction. His role included observation of work that was underway, approval of invoices for payment,
review and authorization of change orders to the contract for construction as well as monitoring of the
schedule of construction progress. In addition, he provided monthly reports to the board of financial advisors
for the congregation.

Crawford Road Residential Development, Pittsburgh PA
This infill residential subdivision is located in a growing suburban area adjacent to the I-279 Corridor in Ohio
Township north of the City of Pittsburgh, with seven homes valued around $200K each. By leading the
development for the property, Brian led the design for a public road entrance through the property to also
serve an additional 85 acre property to the west, in preparation for the development of a new retirement
community in the beautiful Appalachian Mountains of Pittsburgh.
The Learning Experience Daycare, 12,000 SF, Durham NC
The Kiddie Academy Daycare, 10,000 SF, Cary NC
The daycare projects were partnerships with the RCP Company for triple-net lease arrangements of 20-year
duration. Brian served in the initial stages of site selection, feasibility studies with site sketches and layouts
and follow up with work on the lease terms and arrangements between the company and the daycare
owners. In addition, he performed work to seek financing for the projects through banks as well as private
financiers, preparing developer’s pro-forma estimates and life-cycle cost analyses of cash flows, based on
current and projected market conditions.
Tutor Time Daycare, a 5,000 SF Commercial daycare project in Durham, North Carolina
A commercial site development project for a triple-net lease agreement with the developer, Brian acquired
plan approval for this project from the Durham City/County Design Review Board and also obtained a
Special Use Permit approval by the Durham City Board of Adjustment. Overseeing project design which
included roadway widening plan and profile, site design, landscape design, grading and storm drainage with
retention pond, staking plan and erosion control plan, Brian also was responsible to represent the developer
before the agency review committee and at the public hearing before the Board of Adjustment.

K&S Cafeteria in Cary, North Carolina
The K&S Cafeteria project was a 13,000 SF new construction site plan layout and estimate for construction
which included developer’s costs, site development costs and building construction cost estimates. Brian
led the process for compiling the final proposed real estate development project which was then used as the
basis for negotiating a partnership between the developer and the business owner.
Steak-n-Shake Restaurant in Winston-Salem, North Carolina
The Steak-n-Shake project was a 5,000 SF new restaurant construction franchise in the Central Region of
North Carolina. Brian served with the developer to shop for potential sites in and prepared preliminary
designs and estimates for the project to form the basis of the developer’s negotiation with the franchisee. In
conjunction with the developer’s construction team of personnel, subcontractors and vendors, Brian
provided a schematic layout plan and a detailed material take-off and pricing estimation for the project.
Town of Aberdeen, Moore Co. NC, Bridge Replacement Project for the Lake Shore Drive Bridge
Brian was the project manager for this project to replace a very old wooden bridge in a sensitive golf course
community of North Carolina. His office prepared detailed hydraulic studies of alternatives to gain approval
for a twin 9 x 6 concrete box culvert design.
Camp Lejeune Marine Corps Base, Exchange Road Extension and Widening, North Carolina
Brian was project manager for this 1-1/2 mile highway-grade camp entry roadway just off the Main Gate for
Camp Lejeune, preparing roadway design, hydraulics and erosion control plans and utility extension for
water supply mains while coordinating subcontract designers for traffic signalization, traffic control and
markings. Having picked up this already-started project in a critically late condition, Brian was able to
produce the environmental permits in a very quick timeframe to avoid a significant delay in the project
schedule.
Camp Lejeune Marine Corps Base, Base-wide Traffic Impact Study in Jacksonville NC
Brian managed the formation and completion of a $100K base-wide traffic study to determine the critical
nodes under future forecasts for the enlargement and infrastructure improvement of the base. He handled
the creation of geometric designs and coordination of meetings with the Commanding General’s staff,
managing the involvement of subcontract traffic engineering for the completion of the required analyses.
Keisler and Associates LLC, City of Raleigh, NC, Stonehaven Subdivision
Brian was project manager for the design and permitting of this (16) lot residential subdivision project in the
Lake Linda floodplain of the City of Raleigh, requiring a certified letter of map revision to agency flood maps.
He prepared engineered plans for the subdivision, street and utilities, and obtained federal Section 401 and
404 permits, hiring a subcontract flood study consultant to assist with the complicated flood plain and box
culvert analysis.
Millridge Investments, Town of Wake Forest, NC, The Park at Saint Andrews Subdivision
As part of the design team, Brian led the creation of a master plan for this new 327 acre residential
subdivision in rocky terrain adjacent to a 6-acre pond with an on mill pond dam. He coordinated surveyors,
environmental and traffic consultants and prepared subdivision and utility layouts, and determined the
arrangements for street connections to the surrounding street system.
Park Homes, Inc., Town of Wake Forest, NC, Master Plan for Riverplace Commerce Center
Adjacent to the Neuse River in the northern area of the City of Raleigh and incorporating a future planned
clover-leaf interchange expansion project for U.S. Highway 1, Brian was responsible to create a master plan
layout for the proposed commerce center, including 26 buildings of assorted shopping center with big box
anchor tenants, apartments, hotels and office park with associated parking lot areas and connections to the
surrounding roadway system, generating the proposed densities required to generate the traffic study
required for agency review.
Imperial Center, Research Triangle Park in the City of Du rham, NC, Wetlands 404 Permit Plans
At the inception of new federal requirements for wetlands permitting requirements, Brian served on the team

responsible for creating wetlands permit plans for this 400 acre commercial development adjacent to the
Raleigh-Durham International Airport.
T riangle Transit Authority, Raleigh, NC, Demographic Study of the Regional Rail Transit Project
As a graduate student, Brian served with his advisor on the consultant panel tasked with creating study
parameters for the travel demand survey.
North Carolina Department of Transportation, I-40 and Freeman Mill Road Interchange
Brian prepared highway design plans for this mixed diamond and clover-leaf interchange design according
to NCDOT specifications. The work included horizontal and vertical geometry, super elevation, and typical
section design and quantity calculations. Brian applied the newly implemented Geopak software with the
Microstation CAD basis used at the transportation department.
North Carolina Department of Transportation, Raleigh NC, Wake County Outer Loop Expressway
In the initial stages of the proposed outer loop project for the City of Raleigh, NC, Brian assisted in the
preparation of functional design alignments and the creation of public hearing maps for the alternatives
analysis of the project. Brian`s facility with geometric design enabled his squad leader to take on
responsibility for more than one section of the loop project, and significantly encouraged the design squad to
succeed as highway designers.
North Carolina Department of Transportation, I-40 and Crossroads Mall Flyover Interchange
As part of the improvements to I-40 in the 1990s, a dedicated flyover ramp was proposed and then designed
for the Crossroads Mall in Cary, NC. Brian was a part of the design team responsible to design this critical
interchange project for the Roadway Design Unit of the NCDOT.
