subcontracts for this renewable energy initiative. Implemented protocols to

improve transparency and compliance while increasing burn rate. Interim

Deputy Chief of Party, Project Implementation Manager, and Finance Manager

in parallel with improving reporting and project tracking capabilities.

Improved communications and relations with USAID, NGOs, and the Government

of the Islamic Republic of Afghanistan on many levels. Personally

established agreements with the Ministries of Interior, Public Health, and

Headquarters as Deputy Director - Procurement and Asset Management. Managed

and initiated remedial actions in operations, grants, finance, procurement,

systems and procedures to ensure regulatory compliance. Lead negotiation

international PIP Team to improve profitability, compliance, quality,

financial strategies, and document control. Completed facility and airfield

construction projects in Djibouti, Kenya, and Uganda. Managed Fuel Depot

Illinois proposal development and all proposal, claims, and modification

negotiations and associated financial analysis. Base Operations,

construction, certified water systems and upgrades of heavy vehicle

facilities, airfield upgrades, force and fire protection programs, POL

distribution, security and surveillance, asset management, and training

facilities were included in positional responsibilities. Acquisition Team

Lead for water desalination and distribution as well the complete upgrade

of electrical distribution. This CPAF contract grew from $478MUSD to over

$520MUSD in annual value with manning over 7400 persons.

The Sandi Group Director of Business/Contracts/Grants, Baghdad, Iraq

6/06 to 5/07

Responsible for profitable management of US and Foreign Government and NGO

Contracts totaling more than $327MMUSD. Managed airfield reconstruction and

extension in Kirkuk and Al Asad. Refinery and pipeline remediation in

Baiji, Kirkuk and Erbil. Project savings averaged $1.5MMUSD per month in

contracts including oil and gas construction management, power generation

and substations, sports stadiums, and water distribution. Integrated

services and logistics support with several NGOs and USAID in Juba, Sudan

for health and stabilization activities.

DynCorp, Operations Manager, Baghad, Iraq

5/05 to 6/06 Department of State CIVPOL and INL program management

including Procurement and Subcontracts, Compliance, Mission Planning, and

Community Mobilization. Managed multiple site Camp Construction activities

throughout Iraq while coordinating activities in Jordan, Turkey, and

Kuwait. Made significant contributions and cost reductions over 18% of

contract value in the procurement of technical services, pharmaceuticals,

and ITAR/EAR equipment.

Functional Interim Site Manager, Southern Region while providing

procurement and customer relations management support to Coalition-led

efforts to rebuild Iraq's infrastructure. Operational responsibility for

construction of airfield construction, power and water systems and

international logistics. Fuel/POL procurement and logistics and associated
