analyze information to support strategic products and operational leads. My responsibilities are to identify and
initiate means for fulfilling intelligence needs. I also conduct briefings for key officials to explain conclusions
drawn from the research and analyses conducted. I establish and maintain liaison with other federal, state and
local agencies in matters of mutual interest including national security matters. I meet with non-government
individuals and organizations to explain program activities and efforts. I represent IES as an expert on

Since October of 2007 I have prepared reports, summaries, analyses of policies and other analytical or

• United States Department of Agriculture-Review and Analysis Branch Management Analyst - 2/2002-10/2007
My duties included; collecting pertinent documentary evidence and obtaining sworn statements from persons
who might have information on the alleged violations. Based on this evidence, I would prepare an investigative
report and submitted it to the appropriate employee relations specialist and program manager who then will
determine the appropriate penalty. It was my responsibility to advise OIG of the outcome of an investigation
and disciplinary action taken. I conducted Agency-wide reviews in order to evaluate the effectiveness of
management and administrative support at all levels in planning, organizing and using resources. I developed
research methods, planed reviews, and conducted on-site interviews and fact finding. I analyzed reports,
bookkeeping, financial and organizational performance data to assure conformance with prescribed
cooperative agreements, laws, regulations, and accepted management principles of efficiency, effectiveness, and
control. I prepared analytical reports in headquarters and field locations. I proposed recommended actions for
improvement or required corrective actions. I served as the lead analyst in conducting horse protection audits
of Horse Industry Organizations (HIO's) for the Animal Care (AC) program. In this capacity, I determined
which HIO's should be audited, schedule audits, coordinate any participation by Animal Care veterinarians
and work with AC to determine if there are any special issues to consider. I prepared analyses of findings as
overall assessments of the HIO's compliance with applicable laws, rules, and regulations. I planned and
conducted management practice reviews as a participant or as the team leader. I initiated and utilized
managerial cost accounting techniques (including Activity Basic costing) approach as a method to evaluate the
effectiveness of various programs and activities.
I conducted and participated in reviews on federally funded cooperative agreements. It was my responsibility
to ensure proper payment, proper spending, and efficiency of the program. I also analyzed records to ensure
that the cooperator is in accordance with federal regulations. I conducted evaluations on foreign agricultural
programs.
• United States Department of Agriculture- Veterinary Services: Acting Special Assistant to the Deputy
Administrator (Detail Assignment) - 10/2006-11/2006
During my detail, I directed and coordinated the preparation of briefing materials and correspondence for the
Deputy Administrator, the Administrator, and the Under Secretary. I reviewed those products for completeness
and accuracy. I served as a liaison with the Administrator's office to provide information to other APHIS
programs, to the Under Secretary and other Departmental offices, and to other agencies inside and outside
USDA. I managed the clearance process within and outside VS for presentations, speeches, and other public
materials. By gathering information and discussing with affected parties, I anticipated problems and worked
to solve them proactively. I coordinated the Deputy Administrator's schedule. I also performed other tasks as
assigned.
• Structure Tone Inc. Construction Superintendent - 1/2001-1/2002
I planned scheduled and coordinated activities of contractors, sub-contractors and craft persons. This included
reviewing blueprints with engineers, owners and sub-contractors. I conducted weekly meetings to oversee
construction plans and review on-site logistics, safety adherence, quality standards, cost control and labor
relations. I met on a regular basis with building inspectors to insure all required materials, equipment and
inspection support the project schedule. I was also responsible for all city permits, and writing and submitting
request for information (RFIs) on a daily basis to the architect on current pricing or changes that are being
made on the job. I met daily with the owner keeping him/her up to date on construction progress and note any
changes he/she feels necessary. I supervised assistant superintendents, all sub-contractors and approximately
50-150 laborers.
