Accomplishments:
• Improved the performance efficiency of the Phoenix Trucking Operation by 17%.
• Reduced the Phoenix Trucking Operation maintenance costs by 15%.
• Worked with, and trained, Exxon’s Phoenix transportation group which achieved the company’s highest safety record for hazardous material transportation nationwide.
• Obtained a 90% reduction of gasoline retains and shortages, through the facilitation of continuous improvement meetings in Phoenix and Los Angeles.
• Upon my arrival at the EDTA there was a 60% shortage in staff, no direction or vision, division and resentment prevailed with existing staff, and there was resistance from departments to use the services provided. Currently the sub-section is staffed with a highly talented “award receiving” team; that understands our mission of making a direct impact toward reducing the City’s vehicle accident rate, and having quality programming and customer service as our highest priorities.
• During my time as supervisor of the Petroleum Stores operation, the staff received multiple awards including Employee of the Quarter awards, Employee of the Year award, Team Performance award, and in 2007 our group received the prestigious City of Phoenix Excellence Award.
• Under my leadership at Basic Chemical Solutions, the Phoenix operation obtained the lowest cost per delivered gallon of chemical company wide.
• When employed by Exxon, Tosco and ConocoPhillips from May of 1985 – December 1995, the Phoenix transportation group maintained the highest fleet safety rating in the nation by having only four lost time injuries over the ten-year period.
• As a continuous improvement facilitator for Exxon; I held cooperative effort meetings with customers, dispatch personnel, delivery drivers and managers in an effort to improve the distribution process.
The meeting outcomes were improved customer satisfaction, delivery efficiency, and equipment utilization. The measurable outcome was an 85% reduction in identified transportation inefficiencies.
• With over two decades of working with contractors, I have developed a style of management that is cooperative and considerate of contractor’s operational issues; while meeting expectations outlined in contractual agreements. I accomplish this by frequent communication of expectations, giving grace when possible, standing firm on critical service expectations, and developing a long-term win-win relationship with the contractor.

• Manage the Human Resources Safety Section.
• Develop and manage the Safety Section budget.
• Oversee the City’s 16 million dollar self-insure workers compensation program.
• Supervise the activities of the Safety Coordinator and the Employee Driver Training Academy.
• Manage the removal of illegally disposed hazardous materials on City property.
• Manage the City’s industrial hygiene program including hearing conservation, mold and asbestos remediation, air and noise monitoring, and ergonomic assessment evaluations.
• Develop and monitor the worker’s compensation third party administrator (TPA), occupational medical services, and physical therapy contracts to ensure performance measures were achieved.

• Manage the day-to-day activities of professional and clerical safety staff that provide safety services to departments. Staff duties include managing, scheduling, and documenting all employee Arizona Department of Transportation medical examinations for CDL drivers, running an annual driver’s license record check for all employees in driving positions, manage a state certified CDL program as a licensed third party testing location, and providing safety training for injury prevention, vehicle collision reduction, and ADOSH compliance.
• Develop and manage the EDTA budget.
• Develop, manage, and justify expenditures through the 3-9 budgeting process for the Employee Driving Training Academy.
• Complete the monthly reconciliation of the City of Phoenix’s self-insured worker’s compensation program impress account.
• Provide assistance in the Request for Proposals (RFP) for safety contracts (TPA, Occupational Medical, and Physical Therapy).
• Human Resource Department’s Safety Section liaison in matters concerning DOT and FMCSA fleet safety compliance and accident investigation.

• The City of Phoenix liaison for pipeline shipments of motor fuel via the Kinder Morgan Pipeline.

• Managed the safe distribution of the City’s petroleum products with proprietary personnel and third party contract carriers.
• Provided operational management for the Petroleum Stores administrative staff and Hazardous Material transportation drivers.
• Provided contract monitoring and oversight for the City’s fuel transportation contract, fuel terminaling contracts, and facility management compliance associated with the operation.
• Forecasted the petroleum needs for the Public Works, Aviation and Public Transit departments and schedule the procurement of all petroleum products required.

• Managed bulk chemical operations including fleet and terminal maintenance and product transfers to a variety of shipping containers.

Driver Foreman:
