Chief, Data Integration and Analysis @ United States Air Force, 24th Medical Group, Howard AFB, February 1998 – January 2000 (2 years)

Planned, designed, developed, tested, implemented, maintained, monitored and evaluated a secure private intranet -extranet from scratch, configuring

hardware and software architecture to provide 400 end users, distributed across 17 buildings on five geographically dispersed U.S. military

installations, separated by 15 and 43 miles respectively, with access to collaborative telemedicine, teleconferencing, multiple-shared database

applications, web enabled project management, calendaring, scheduling and instant messaging services, search engines, document storage,

management and retrieval, on-line conferences, document imaging, file sharing, medical encyclopedias, clipart galleries, custom-built electronic forms

and workflow applications. The applications I designed were lauded as benchmark processes by the USAF Inspector General, saving extensive man -

hours by automating and streamlining formerly manual, cumbersome processes. Contributed significantly in positioning the Howard AFB Hospital

within the top 5% of healthcare organizations worldwide, according to the results from a Joint Commission on the Accreditation of Hospital

Defined the need for accomplishing work processes through automation, and est ablished system requirements in terms of objectives, functions to be

served within the expectations of management, as well as planning and providing for overall system expansion, scalability, fa ult-tolerance, integration,

compatibility and security requirements. This involved identification of the nature and scope of the processes to be automated, and organization of the

work processes into data systems and structures for subsequent processing by computers. Created comprehensive digital interac tive catalogs with more

than 1,000 photos and descriptions of products, in one distributable diskette, using the latest compression technologies. Cre ated and integrated several

Systems and Information Methods Analyst @ Electoral Board of Panama, August 1993 – June 1994 (10 months)

Brilliantly directed a team of developers in order to build up a multi-user electoral simulation system consisting of highly complex mathematical

algorithms on an interactive on-line computer system used to preview projected results before the elections. Implemented security procedures and

designed a parallel system composed of 10,000 lines of computer coding. Analyzed, documented and programmed the 1994 presidential election

system. Much of my work consisted of assignments and projects with significant breadth and intensity of effort and complexity, involving several

phases being pursued concurrently or sequentially with the support of others within and or outside the organization. The decisions that I made

regarding what was to be done, as well as when, how and who would acc omplish the tasks involved largely undefined issues and elements, requiring

extensive probing and analysis to determine the nature and scope of problems. – SCO UNIX, FoxBASE, MS Excel, FoxPro, Visual FoxPro.

Systems Analyst/Computer Programmer @ Electoral Board of Panama, July 1991 – August 1993 (2 years, 1 month)

Planned, implemented and supervised a SCO-UNIX based network from scratch including remote connections, local area network architecture and

user training. Analyzed and programmed the 1992 referendum parallel multi-user system (FoxBASE) and integrated databases with remote graphical

statistical systems (Borland’s Quattro PRO) to show the election results to the national/international press & media. The documentation created was

lauded as a benchmark for future developments of similar applications in other countries by the Electoral Board Interna tional Committee.
