• Established the member and provider web portal strategy, CRM and telehealth strategies. Devised applications to
capture new markets such as Meaningful Use, Member Notification, Pharmacy Utilization and Drug Rebate.
• Pioneered and implemented the enterprise strategy for converged infrastructure services, including data center
virtualization and enterprise monitoring services, reducing data center power and space requirements by 45%,
server time-to-deploy by 43%, and support labor by 27%.
• Formed the enterprise strategies for Master Data Management (MDM), Social Media, Mobile and Mobile Device
Management, Knowledge Management, Collaboration, Agile Scrum, IT Service Management (ITSM), Service
Oriented Architecture (SOA), Health Information Exchange (HIE/HIX), Transition Care Notification, and Bring Your
Own Device (BYOD) BYOD alone eliminated $4.3M in service contracts and generated a 38% increase in
collaborative productivity (conference calls, emails, document sharing).
• Generated 22% reduction in IT operating and software development costs by authoring Molina’s Enterprise
Technology Standards & Roadmap and implementing product governance and IT project management controls.
Established the Architecture Review Committee (ARC) to conduct technology evaluations and ensure standards
compliance. Crafted a consolidated software vendor license strategy, including renegotiating key vendor contracts,
generating 12% reduction in enterprise IT licensing costs.
• Introduced the Molina Mobile Healthcare product catalog along with several tools, including the Molina Mobile Care
Management and Health Assessment Tool (mCare for nurses), Mobile Drug Formulary System (for care management
providers), and the Keep-In-Touch wellness program (mobile phones available to over 1M members nation-wide with

Unisys Healthcare Information Management (HIM) division acquired by Molina Healthcare in 2010. Hired to define the
technical architecture, operations and implementation strategy to replace Unisys’ stagnant and aging mainframe-
based Medicaid Management Information System (MMIS) business, and position Unisys to capture emerging markets
in the Fee For Service (FFS) healthcare arena. Established and oversaw operations and call center capabilities.
• Produced the industry’s first next-generation MMIS and had responsibility for technical sales and proposal
development. Played a key role in capturing significant new contract awards in West Virginia ($63M), Maine
($179M), and Idaho ($167M). By 2007, Unisys was the third largest FFS provider in the United States, adding over
12M new members and 6M additional providers.
• Continued to oversee product governance, technical operations and product innovation. Established the Unisys
healthcare software R&D (“Skunkworks") program. Grew Unisys healthcare central engineering team 1500% from
2002, maintaining profitability and growing operating margins. Pioneered Unisys’ enterprise strategy for utilizing
offshore labor and played a key role on the Unisys enterprise collaboration steering committee.
• Managed the technical design, implementation and operations of the MHS RITPO (Medical Health System
Resources Information Technology Program Office) a highly complex and distributed healthcare network for the
for the US Department of Defense that enabled accounting of over 1,100 US military fixed healthcare facilities.
• Led the design and rollout for several claims management periphery systems, including member web portal,
provider enrollment, X12/EDI, eligibility, OCR, call center, claims management, wellness, analytics and reporting.
• Facilitated the sale of Unisys HIM to Molina Healthcare in 2010 and promoted to CTO of Molina Healthcare.
