Center. Responsible for all aspects of nursing services for the provision
of nursing to 270 Developmentally Disabled Persons. Department FTE's in
excess of 100. Facility is in a Settlement Agreement with the US Department
of Justice. The Chief Nurse Executive position is responsible for
developing and implementing a plan for substantial compliance with the
Settlement Agreement. The last Settlement Agreement Monitor visit 8/2012
stated the nursing department made significant progress in all areas.
08/2010- 05/2011 Utilization Review, Texas Department of Health, Office of
the Inspector General. Conducted utilization review of Acute Care Hospital
Medicaid provider clinical records using Milliman Guidelines. Primary
function was determining medical necessity and appropriate Diagnostic
Related Group coding. Conducted Minimum Data Set reviews of Nursing
Facilities for accuracy of Resource Utilization Groups. Referred cases to
the enforcement division of the OIG for further action involving fraud,
waste and abuse.

Night shift charge nurse on adult psychiatric chemical dependency,
adolescent and child acute care inpatient units.
9/2006-9/2007 Risk Manager: Providing Risk Management services on a contact
basis for two Lovelace Health System Hospitals located in Albuquerque, NM.
Participated in patient safety, peer review and ethics committees.
Responsible for incident management and investigations, claims management
and advising senior staff regarding risk issues. Responsible for litigation
support which included all aspects of discovery and mediation. Represented
the facility in Administrative Law Hearings regarding Medicaid payment
denials.
2003-2004 Travel RN; MED/Surg/Inpt. Acute Rehabilitation, and Skilled
Nursing Facilitys in New Hampshire and Texas.
2002-2003 General Counsel; Claxton-Hepburn Medical Center, Ogdensburg, New
York. Responsible for legal matters, corporate compliance program and
credentialing for 140 bed hospital with a 28 bed psychiatric unit, 30 bed
skilled nursing facility, outpatient cancer treatment and renal center, and
several rural clinics. Successfully lead the project to open an inpatient
Rehabilitation Unit satisfying the Conditions of Participation and New York
Department of Health Certificate of Need Process. Managed outside legal
counsel for malpractice and contract litigation and complex immigration
matters.
1996-2001 Attorney at Law; Corpus Christi Texas. Practice areas included
health law, employment and administrative law, not-for-profit, small
business entities and criminal defense. Of Counsel for several Home Health
Agencies and two residential alcohol and drug treatment centers. Handled
legal matters such as Medicare Request for Reconsideration, EEOC cases,
hour and wage, representing people before professional license boards,
employee and facility policy development
1999-2000 Executive Director; Mentally-challenged Advocacy Council, Corpus
Christi, Texas. The organization provided advocacy, community education
and case management services in behalf of mentally impaired children and
adults who were incarcerated or at risk of incarceration.
1994-1996 Director of Skilled Nursing Facility and Psychiatric Services;
Bay Area Medical Center (Columbia HCA), Corpus Christi, Texas. Responsible
for all Inpatient and Outpatient Psychiatric Services, the administration
and clinical management of the Skilled Nursing Unit and Social Services for
the hospital. Opened the first Gero-Psychiatric unit in Nueces County.
Initial Medicare survey had zero deficiencies.

Conducted legal research and drafted bench opinions on matters such as

acutely mentally ill and chemically dependant clients, many with
