PMP and EVP Certified Project Scheduling and Earned Value Management specialist with twenty-five
years program and project planning and management experience in US Federal Government contracting
and in international development cooperation. In the United States I have worked for a number of large
Federal Government contractors (Raytheon, Northrop Grumman, BAE Systems, General Dynamics IT,
GeoEye / Digital Globe and SI International / Serco) on contracts for various departments of the Federal
Government in IT and Aerospace, specializing in providing Earned Value Management and project
planning services – Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) development. I
have also provided proposal development consulting services to EADS-North America, Raytheon
Technical Services Company, Northrop Grumman Technical Services, ArmorGroup, SBIG USA Inc,
Aurora Flight Sciences and Jackson Lewis LLP.
I hold a current Secret clearance.
WORK EXPERIENCE
Senior Program Controls Analyst (Consultant) September 2008 – Present
June 2013 – present I have provided consulting services as a Master Scheduler – Integrated Master Plan
(IMP) and Integrated Master Schedule (IMS) development to PAE Government Solutions (through OST
Global Solutions), Raytheon Missile Systems (through 22nd Century Technologies Inc), AECOM
(through Broad Street Group Consulting), HP (through Supremesoft Consulting) and Eaton Corporation
(through Infotree Service Consulting). At HP and Eaton I authored procedures documents related to
Project Scheduling. I have also been providing tutoring in MS Project and Earned Value Management to
individuals on a one-on-one basis. Previously, as a consultant Senior Program Controls Analyst to EADS
NA [August 2009 – May 2011 & October 2012– June 2013] I provided Project Schedule – Integrated
Master Plan (IMP) and Integrated Master Schedule (IMS) development and Earned Value Management
planning services for the capture phase of a major aerospace project and also created the EVM
Implementation Schedule and the IBR Preparation Schedule as a component of the PMO establishment
process. At General Dynamics IT [July 2011 – February 2012] and GeoEye / Digital Globe [March 2012
– August 2012] I developed the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS),
prepared the Schedule Management Plan, conducted detailed schedule analysis, schedule risk
assessments, and critical path analysis. At GeoEye and General Dynamics IT I also trained PMs on
“Introduction to MS Project for PMs” and delivered a presentation titled “Understanding the Critical
Path”. At the USDA [December 2008 – June 2009] I spearheaded the effort to fully implement Earned
Value Management on the Modernize and Innovate the Delivery of Agricultural Services (MIDAS)
Program and served as a member of the team responsible for establishing the Program Management
Office (PMO) for the Farm Services Agency of the USDA. I also established the Earned Value
Management Performance Measurement Baseline (PMB) and prepared Earned Value Reports (CPRs).
Additionally, I authored procedures documents related to Earned Value Management and Scheduling. At
the USPTO [September –December 2008] as Deputy Program Manager I was responsible for project
planning, control and evaluation of project implementation and supporting the development of the
agency’s SDLC by developing supporting documentation – checklists, subsidiary plans to the project
management plan, an executive summary and a Charter for the SDLC Change Control Board.
SI International / Serco, Reston, VA May 2006 – September 2008
Lead Program Controls Analyst
On assignment at the Office of the Comptroller of the Currency (OCC), Department of the Treasury [May
2006–December 2007 I provided program management support to the Large Banks division of the OCC
as a member of the team responsible for establishing the Program Management Office (PMO), produced
earned value reports on projects being executed by the Large Banks PMO and developed processes,
standards, and policy documents to contribute to the maturity of the PMO. At SI International Head
Office [January –March 2008] I provided project planning – Integrated Master Plan (IMP) and Integrated
Master Schedule (IMS) development and scheduling support using Primavera P3 for proposals for
Federal Government contracts (including Coast Guard NAIS) for which SI International submitted bids.

Served as a member of the team implementing an enterprise-wide Earned Value Management System
(EVMS) as well as a program specific EVMS. As a member of the InfoStat Team, Department of
Defense, Pentagon [March 2008 – September 2008], I established and institutionalized a program, to
gather data for the Information Technology Management Division (ITMD) of the Washington
Headquarters Service (WHS) of the Pentagon, Department of Defense to measure the performance of the
various divisions of the WHS in order to improve their level of efficiency.
BAE Systems, Washington, DC January 2005–May 2006
Program Controls Analyst
Provided program management support including project planning (IMP), scheduling (IMS), and analysis
services to the FAA’s Traffic Flow Management–Modernization (TFM-M) ($350M) and Collaborative Air
Traffic Management Technologies (CATMT) ($250M) software development programs using Primavera
P3. Supported the CPIC process (E 300 and E 53) for future investment on these projects by the product
team to obtain FAA corporate project approval, served as the project schedule risk resource for the
Integrated Product Team and Earned Value Management (EVM) Team, and collaborated in the analysis
and resolution of project EVM schedule variances with the EVM Team. I also authored procedures
documents related to Project Scheduling and created and updated resource-loaded Network Logic
Schedules and associated project planning and scheduling materials.
Northrop Grumman Information Technology, Reston, VA November 2003–December 2004
Program Controls Analyst
Served as a member of the Project Monitoring and Control Team for the DoD’s Theater Medical
Information Program (TMIP) software development project using MS Project. Was responsible for
developing and maintaining an Integrated Master Schedule, including developing activity/task lists,
identifying dependency relationships, and performing EVM analysis and reporting. Also developed a
schedule template for the software development lifecycle and the review of project monitoring and
control processes. Served as the Master Planner on the proposal for the follow-on to the TMIP project
responsible for developing the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS).
Raytheon Technical Services Company, Reston, VA January–November 2003
Team Leader, Project Planning
Served on proposal teams and was responsible for the development of Integrated Master Plans (IMPs) and
Integrated Master Schedules (IMSs) in accordance with Raytheon’s Integrated Product Development
System for proposals on Federal Government projects and commercial projects using Primavera P3 and
MS Project. Analyzed DoD and Department of Energy Requests for Proposals (RFPs) and prepared Work
Breakdown Structures (WBSs) and resource-loaded project schedules to convey Raytheon’s technical
project planning and scheduling processes. This information was used to support the development of
winning proposals including TORP 83 and Cooperative Threat Reduction (CTR) in the Former Soviet
Union (FSU), commercial projects related to logistics services e.g. Sakhalin II., Polar Services, Iraq
contingency, and commercial oil and gas in the Caspian Basin and North and West Africa.

Project Scheduler (Contractor)
As a Project Scheduler (Contractor) to Raytheon Technical Services Company (RTSC) [April 2001-
October 2001 & June 2002 - January 2003] I assisted in preparing Integrated Master Plans (IMPs) and
Integrated Master Schedules (IMSs) for project proposals for bids on Federal Government (DoD and
DOE) and commercial contracts. Developed WBSs and resource-loaded and cost-loaded schedules using
data extracted from the SOW contained in the RFP/Invitation to Tender. As a Desktop Publisher
(Contractor) to the World Bank [March 2002-June 2002], I prepared World Bank journals for printing by
integrating text from several files and formatting them into the camera-ready documents, including
incorporating graphs and charts and PowerPoint graphics, and scanning photographs into the publications.
As a contractor to AeroAstro [November 2001-February 2002] I developed a completely networked, fully
resource-loaded and cost-loaded Integrated Master Schedule (IMS), which was built as a project
management tool including an EVM component for a project to design and build a satellite for the
Department of Defense (DoD).

Caribbean Community Secretariat, Georgetown, Guyana June 1990 – September 2000
Deputy Program Manager, Resource Mobilization and Technical Assistance
Prepared grant proposals including schedules and budgets in consultation with subject matter experts for
submittal to development cooperation agencies (United Nations Development Program, Inter-American
Development Bank, Caribbean Development Bank and Commonwealth Fund for Technical Cooperation).
Prepared program and project budgets and led the Caribbean Community’s fund raising efforts with the
governments of Chile, France, Germany, Mexico and Taiwan. Conceptualized, created and managed the
Community’s development cooperation programs with these countries, prepared project implementation
schedules and monitored project implementation. Served as point of contact for officials of these
governments and agencies and increased the number of development cooperation partners, adding Chile,
Japan, Peru and Spain. Also prepared interim and final project reports.
Department of International Economic Cooperation, June 1987 – May 1990

Head of Africa/Asia Section
Developed and managed Guyana’s programs of cooperation with African and Asian countries and
identified projects for implementation. Participated in preparing project proposals for submission to the
development cooperation agencies of other governments, prepared project implementation schedules and
monitored project implementation. Was responsible for preparing program and project budgets and
progress reports and served as liaison with officials of donor governments – China, India, Japan, Korea,
Nigeria and Taiwan. Planned and executed technical cooperation meetings with several countries in
