Atebion’s D ocument Analyzer (DA) is a software product that parses legal type documents (e.g. Request

for P roposals (RFP)) and identifies keywords wi thin each parsed segment. This software tool has been

sold throughout the United States and the Eu ropean Union (EU) and is typically used by P roposal

M anagers to create a Compliance M at rix, but is also used by attorneys for cont ract and agreement

r eviews.

Since June 1, 2014, M r. Lipscomb has been r unning Atebion L LC full-time and has significantly

i mproved sales via inte rnet exposure, and product demos wi th Business Owners and Stakeholders

( including senior management). Additionally, he has redesigned User I n te rface (U I) and User

E xpe rience (UX) for process simplification. Now fi rst-time users can analyze thei r documents w ithout

t he need of t raining or reading any documentation.

A nalysts, and Testers (Quality Assurance (QA) Teams) throughout the Software Development Life Cycle (SDLC) for a

complex custom SharePoint 2010 acquisition and resource solution, using Agile project management methods,

i ncluding daily SCRUM meetings.

D HS M anaged, supported and coordinated teams of Developers, SharePoint Administrators, Business Analysts,

Web UX Designers, Data Migration Analysts and testers for various projects, including data migration from different

data sources (structured and unstructured data) into SharePoint 2010, web applications development throughout

SDLC, and custom SharePoint Master Pages development.

The following duties and responsibilities were common for both FDA and DHS:

Requirement Analysis: eliciting requirements via client documentation and stakeholder interviews. Managed and

supported the recording of requirements as a System Requirements Specification (SRS), Business, User (as User

Stories), Functional (as Use Cases) requirements. Facilitated the mapping of the requirements to functional,

performance, and design specifications, and then created a Requirements Traceability Matrix (RTM) that could be

used to maintain and control the requirements associated with the solution’s Test Cases for Unit Testing and User

Acceptance Testing (UAT). Additionally, created User Interface (UI) / User Experience (UX) storyboards using

M icrosoft Visio, based on user stories, Unified Modeling Language (UML) Sequence diagrams, requirements and client

feedback.

Risk Management : established and managed procedures to identify business processes and application deficiencies,

t rack independent testing and analyze test issue reports and system change requests, and increase communication

w ith the SMEs to mitigate any r isk. Managed r isk by identifying, evaluating vulnerability, prioritizing, and mitigating

potential issues, using a color-coded Risk Mat rix.

Project Management : Created and executed Project Management Plan (PMP) which included Project Scope, Milestone

L ist, Schedule Baseline and Work Breakdown Structure (WBS). Also created a Change Management Plan to control

client requested changes (scope creep), including Impact Analysis (IA) (included schedule and resources adjustments

constraints). Appraised development progress on a daily basis after morning SCRUM to determine probability for

reaching established milestones and identified possible roadblocks, then adjusting resources as necessary.

Wrote and presented weekly status reports in Microsoft PowerPoint slides and in an Excel as line-item tasks status to

management and client teams.

development and maintenance. Worked with the Government COTR to establish schedules and priorities. Created and

executed Project Plans per requirements and Level of Effort (LOE). Determine LOE based on personnel input and

h istorical metrics. Led daily SCRUM meetings, assessed daily progress to determine if schedule milestones were to be

reached.

Early in the contract phase, assessed client’s existing applications for reliability and consistency. Then managed

developers and DBA resources to stabilize at r isk applications. Established governance and administration procedures

based on applications assessment findings.
