Responsibilities:
Responsibilities included but not limited to engineering routes and installation of conduit and manhole placement for
fiber optic cables to include splicing and terminations. Installation and termination of control panels and high voltage
cabinets. The position also detailed running temporary job site power, run cable tray, pull various types and sizes of
wire by hand and machine, wiring motors, starters and switches, illumination of the site, and duct bank construction. I
am safety trained in all aspects of the construction arena, and confined spaces. I operated all equipment necessary to
perform the successful construction of the site.
Outside Plant Engineer/Construction Supervisor (Level 3 Projects), 1997-2002
Fluor Global Services
Responsibilities:
Responsible for the construction of sonet rings with Metro Fiber Optic Network for Level (3) Communications and
numerous joint build partners. I managed all field activities to insure that all Client and local governing authority
specifications were strictly adhered to. As Construction Lead, I managed all sub-contractors and contract inspectors to
ensure that pre-defined milestone dates were achieved. I held weekly and daily safety meetings with all field personnel
so that Fluor’s stringent safety standards were adhered to. I also was charged with making sure that the latest specs
were distributed and all field personnel were aware of the current spec changes. I coordinated all material ordering, and
transfer of materials for distribution to the sub-contractors. I directed all construction activities and tracked all
activities with production reports, and all the appropriate paperwork associated with the Level (3) construction
activities.
Dark Fiber Engineer
Responsibilities:
I was responsible for tracking all Level (3) Fiber Splicing activities. These tasks included but were not limited to the
following: Splicing and Testing documentation, Dark Fiber cost books, procurement of specialized materials,
coordination for installation with all customers, bldg. managers, city and DOT authorities, and assembling all test
documentation from the raw information retrieved from the splicing contractors. As Dark Fiber Engineer (DFE), I was
solely responsible for insuring that the client did indeed make the milestone dates and that the fiber turned over to the
customer did in fact meet all Level (3)’s stringent standards.
My duties for the splicing/testing phase were to analyze all the raw fiber traces analyzed by our sub-contractors, by
using the latest GN Nettest software and downloading the information into Excel spreadsheet format. I prepared the re-
burn lists for all fibers to ensure that all splices were within specification. I prepared Splice Assignment Sheets for the
splicing of the fiber in the POP sites and COLO-sites as well as the ring cuts in the manholes for all laterals. I also had

to set up and perform OTDR testing. Perform all power meter test and download the results into Excel PMT
spreadsheets. After completion and acceptance of all fiber activities, I was tasked with making sure all documentation,
CAD drawings, and testing information was gathered and inserted into a properly prepared turn over packages for the
client.
OSP Engineer/Lead Inspector

Responsibilities:
Responsible for all documentation, red line as-built drawings, and supervising of all inspectors. Duties included but
were not limited to supervision of contractor construction. As an engineer, I produced all daily production reports and
compiled all information as requested by the client. I directed all inspectors as to where they were assigned every day
and set up documentation so that immediate answers could be obtained about all sections under my control.
