Employed as Systems Integration Manager for the general consultant (AECOM) to the

build and operate contractor L&T for a new elevated 3 corridor metro of 72 kM length consisting of 65

stations and 3 depots. Coordinated with systems, MEP and power supply and traction specialists to

prepare interface specifications as part of bid packages. Lead a small team in day to day management of

contractors for the design and design change management of the MEP with the structural and architectural

elements on behalf of the PPP owners. This was a complicated with multi party tasks involving MEP,

signalling, communications, rolling stock, automatic fare collection, traction power, power supplies, viaduct,

station civil, depot equipment suppliers and other stakeholders especially government organizations.

Jan. 2010 to Feb. 2011 Deputy Resident Engineer COWI Qatar

Consultant representative supervising contractors for the Client. Project – construction

of a LNG tanker repair and small ship repair docks with associated fabrication, maintenance, warehousing

and administrative facilities. Supervise electrical and mechanical team of engineers and inspectors for day

to day works, review of shop and vendor drawings, material’s submittals, review submittal of method

statements and test and commissioning procedures. Carry out inspections, monitor progress, monitor

contractors QA/QC procedures, manage progress and technical meetings, write site instruction and

change orders, coordinate between contractors.

Contracts managed include site wide external works (11kV power, data, and LV

distribution duct bank systems); Site Power Distribution; Buildings services (HV and LV power, lighting, fire

alarm systems, BMS, earthing, emergency power); IT services (data, telecommunications, CCTV, PMS,

access control, PA systems).

2009 to 2009 Senior Project Engineer Leighton Asia Philippines

Short term (4 months) assignment to a Leighton gold mine project in Masbate,

Philippines. Supervised direct hire labor and subcontractors in installation and test of HV and LV works,

water pumping and treatment for cooling systems, fuel and lube oil storage and distribution, pollution

control systems and ancillaries for construction of a 30 MW diesel power station.

2007 to 2009 Senior Project Engineer Leighton Asia Macau

Snr. Project Engineer in the Leighton MEP team for the construction of a US$2 billion

resort and casino in Macau. Leighton role is project management but functions similar to main contractor.

Major duties included management of contracts for construction of a 66/11kV intake

substation, 11kV distribution system (estimated 65MVA demand load), emergency diesel power generation

(7x 2MW), power management system, site wide main LV switchboards plus MCC’s and drives for cooling

tower and chiller water systems.

Duties include review shop drawings and materials submission for conformance before

forwarding to consultants for detailed review, supervise with supporting staff day to day installations

inspection of conformance and schedule and coordinate with QA/QC dep’t. For site inspection and re

works, write site instruction for contractor to implement design changes, review work method statements,

review site acceptance testing procedures with consultants.

Additional duties were to direct small teams of field inspectors in daily monitoring of sub

contractors, chair weekly, monthly progress meetings, and monitor conformance to safety procedures.

Coordinated all power distribution system site acceptance testing and pre energisation submissions to and

inspections by the local power authority, CEM.

2003 to 2005 M&E Resident Engineer Louis Berger Da Nang, Vietnam

Resident Engineer for electrical and mechanical services construction contracts'

supervision for the Hai Van Pass Tunnel (a 6.3 kM road tunnel) and supporting control centre and power

intake HV substation. Contracts of EPC format and using FIDIC conditions of contract. Managed a 15

person team of engineers and inspectors. Provided assistance and advice to Client.

Two (2) number electrical contracts including electrical 110kV transmission and MV

distribution, operations control centre and all tunnel services. Facilities installed include fire detection,

CCTV, traffic control system, telecommunications, radio transmission and rebroadcast, tunnel lighting and

controls, power system monitoring/ SCADA and emergency power generation.

One (1) mechanical services contract ventilation and electrostatic precipitators,

ventilation controls by monitoring of CO, visibility, air flow velocity and traffic volume monitoring and a water

treatment and distribution (fire hydrants).

The contracts are for detailed design and construction requiring extensive team

supervision and management of shop drawings, materials submittal reviews and coordination between

M&E contracts and tunneling contractors. Assistance given to the Owner’s operating company on

requirements for staffing, training and operations/maintenance of the tunnel after completion.

1998 to 2000 On site Project Manager De Leuw, Cather & Co. PR China

On Site Project Manager for the execution of an Electrical and Mechanical Project

Management Services contract on an underground mass transit line in Shanghai (Line 2). Responsibilities

of company under this contract were to review vendor designs, witness selected factory testing, and

periodically inspect installation quality and progress. Systems covered included rolling stock, fire detection,

ECS (environmental control systems HVAC and emergency ventilation) and signaling systems.

Direct responsibilities were to examine the E&M system interfaces and ensure

structural coordination between power/ signaling /communication systems and civil works (designed and

constructed by others). Worked with the Client, the Shanghai Metro Corporation (SMC), in the review and

problem resolutions on works as requested by them.

1996 to 1998 Electrical Superintendent PT. Kiani Kertas Indonesia

Electrical Department Superintendent responsible for maintenance and operations of

all electrical systems and equipment in a new 1500 tonne per day paper pulp mill complete with 130MW

steam power station and 10MW black start diesel generation facilities, potable and waste water treatment

plants, chemical plant, port loading and unloading, fuel farm, and administrative and maintenance support

facilities. Total construction cost of US$1.4 billion.

Initial responsibility was as owner's electrical works representative during final design,

construction, testing and commissioning of this greenfield site in Indonesian Borneo. Worked with

contractors and vendors installation engineers on scheduling, design variation review, conflict resolution,

and acceptance testing. As construction progressed, developed department organizational structure and

manning requirements, directly hired staff (total 75 persons including expatriate personnel), generated

warehouse inventory stock items and reorder points and purchased all first issue tools and workshop

equipment.

Progressively assumed operation of plant areas as electrical system tested and

energised. Worked with supervisors to develop operating, maintenance and safety procedures for the

electrical department. Supervised engineering services by third parties and prepared SOW for additional

engineering services. Electrical department annual operating budget approx. US$3million.

1994 to 1996 E&M Facility Engineer De Leuw, Cather & Co. Philippines

Planning, baseline scheduling and production of electrical and mechanical bid

documentation packages for bidding of detailed design and procurement of a mass transit line in Manila

(LRT2) and system modification for capacity upgrade on an existing line (LRT1). Directly

responsible for facilities for stations, substations and operational and workshop facilities. This project

required a detailed review and updating of previous transport feasibility studies, traffic forecasts, and

conceptual designs. Estimated construction cost of both packages, US$ 600million.

1992 to 1993 Site Project Engineer Fluor Daniel Inc. Indonesia

Design & construction inspection responsibilities of various diesel power generation

and distribution projects, and electrical services for maintenance, administration, and town site support

facilities at a large, remote, mining complex in Irian Jaya. Supervised design team and was responsible for

detailed design, materials quantity take offs, direct materials purchase through procurement department,

construction monitoring and acceptance for client departments

Reviewed external consultant's designs, specifications and materials submittals and

construction management for upgrading Timika International Airport Irian Jaya Indonesia. This was

previously an unlit airfield and installation included Cat 1 lighting, VOR and DME, apron floodlighting,

improved fuel storage and tanker loading facilities, new basic maintenance hangar, emergency power

generation (6 x 1.5MW diesel generation) and minor customs area/ baggage handling upgrade. Project

costs from several hundred thousand to US$20 million plus.

1989 to 1990 Elect./ Mech. Project Engineer Ove Arup JV. Taiwan

Ove Arup Joint Venture was awarded one design lot on the Blue Line of

Taipei's mass transit system to do basic design, specifications and estimates for four bid packages. Three

were

or structural and tunnel construction of underground and elevated stations and associated bored tunnels

and one was for an electrical and mechanical procure and install equipment package for all E&M services.

Responsibility was to supervise an electrical and mechanical design team for the

production of drawings, specifications, estimates and schedules for electrical power and mechanical

services of mass transit stations (total of 5), and tunnels and workshop/ stabling facilities. The services

included lighting, emergency and UPS power, fire detection and suppression systems, potable and waste

water systems, drainage, methane gas monitoring, security systems, CCTV and specific provisions for

system wide designs (signaling, communications, traction power, ECS and other specialty vendors

1983 to 1989 Chief Electrical Engineer URS International Philippines

Head of electrical design department responsible for complete electrical designs and

bid packages for a variety of infrastructure, commercial and defence projects.

Supervised design (in Manila office), specifications and estimates for a major new military air base at Al

Kharj in Saudi Arabia. Estimated construction cost $4billion (1985 cost base). Included two main Cat III

runways, plus taxiways, aprons, Navaids, all command, control, approach and ground radar, and

maintenance hangars (airframe, undercarriage, avionics, engines, fuel cells) and other land side facilities.

More than 3000 drawings produced for all engineering and architectural phases. .

Total of some 120 buildings designed ranging from small communications equipment

buildings to very large hangars and a 90 000 sq. metre multi level commercial centre as well as all airside

and landside civil works. All services including normal and emergency power distribution, generation and

under apron distribution of 60 Hz, 400Hz and 28VDC aircraft power, telecommunications network, and

POL system for rail tanker receiving, storage and piped distribution of gasoline, diesel, JP 4 and A1 jet

fuels.

1980 to 1982 Senior Construction Engineer Bechtel, Inc. Saudi Arabia

Worked in a field team and reported to Principal Field Engineer. This was a large

project with 700 persons on construction management and over US$2 billion (1980 base rate) in annual

billings by some 200 construction, engineering and service contractors. Location Jubail industrial city,

Eastern Province, Saudi Arabia. Electrical works of up to 10 contractors, from various countries,

supervised concurrently. These contracts were either EPC or PC style.

Projects included power distribution up to 34.5kV, telephone and cable services, water

and sewage pumping facilities, marina development, administration complex, commercial,

Institutional and industrial support facilities. Included state of the art building management systems

integrating electrical, HVAC, pumping fire, security, smoke extraction and equipment status monitoring in

the larger facilities.

1977 to 1980 Senior Field Engineer MINCON Const. Services Zambia, Africa
