Following the completion of the Enbridge Bakken Project, I was asked to
supervise the nearly 1-billion dollar Eastern Access Facilities project.
This project encompassed station and terminal locations spanning from
Michigan, into Indiana and Illinois. Much of this project was executed near
residential areas and posed its own potential hazards that we had to
develop controls for to ensure safety. I am very team oriented and once I
made the necessary adjustments to the current project team, we developed
specific controls to address the unique hazards we were facing on this
project. The EA Project is currently running efficiently from a safety
perspective and our current TRIF is below a 0.50. Our success directly
correlates to the team atmosphere we have established and all the insight
from the Project team. My multi-million dollar project safety budget that I
manage is less than forecast thus far on the project and will not exceed
the initial budget. I am responsible for contractor documentation
submittals/deliverables, contractor pre-bid meetings, contractor pre-job
meetings, all of the project field safety inspectors and admin staff,
review timesheets and areas of improvement, conduct site visits, field
audits, assist with incident investigations and root cause analysis. This
project was initially forecast for two safety managers and a few days prior
to Christmas; I was asked to manage the mainline side of the Eastern Access
Line 6B Replacement Project. The Mainline side was experiencing a higher
frequency of incidents and is an entirely different work scope application.
I met with the Mainline Safety Team and communicated my team philosophy,
take care of the little things and that will help take care of the big
things and we have to get a buy in from the contractor to work as a team. I
am proud that the current mainline TRIF is a 0.67 respectively and that's
down from a well over 2.0 TRIF. The EA Project is still ongoing currenty.

Major Projects-Project Safety Manager/Enbridge
The Transitions Project was in its final project phase and I was asked to
go to Grand Island New York, for a Critical short term Enbridge project. It
was a mainline sleeve project where the smart pig verified fractures in the
existing fully operational Enbridge Line-10. All sleeve repairs would be
made while the line is Operational. The project schedule was very tight
with many potential hazards given the line is under pressure with noted
fractures. The project was on time/budget, with no injuries, when Enbridge
called me to inquire if I would be interested in being Promoted again, to a
Project Safety Manger for Enbridge Major Projects. Enbridge Major Projects
encompasses domestic Projects in the US and Canada with a project budget
requirement of 50-million dollars or higher. If, it doesn't reach that
monetary increment, then Major Projects will not be involved in the
oversight. I was offered and accepted the position for the Enbridge Bakken
Project in North Dakota and Canada. The 600-millon dollar plus, very
complex project had many facets of the pipeline industry, we constructed
new pump station units with boosters at 5 Enbridge station line locations,
a 26-mile mainline in the US tying the stations together, 89.8 mile
mainline in Canada between the two line stations and new pump station units
at the two line station locations in Canada, three new storage control
tanks in the US and one in Canada, a new oil rail road loading facility
which Enbridge had never constructed prior, to allow us to reach markets
that we currently do not have the infrastructure resources to reach
currently. I was responsible for managing a multi-million dollar budget
that did not exceed the initial budget, all project field Safety
Inspectors, provide field support to Enbridge project team, site visits,
audits, work with project managers to help mitigate and engineer out any
potential field hazard issues, assist with Incident Investigations and root
cause analysis. We completed the project on schedule, within budget, had a
project TRIF of 0.82 overall and far below industry standards and incurred
no lost time injuries. This Project was over two years until completion.

As the Superior Alberta Clipper work scope was nearly completed. I was
personally asked, due to my diverse Project Management and Safety
background, if, I would like the opportunity at another challenge as a Lead
Field Manager for the Enbridge Transitions Project. I graciously accepted
the challenge and in my new role I was responsible for supervising crews
from not only a Safety perspective, but quality, environmental and
productivity as well. I reviewed prints, specs, provided feedback on
engineering in the field application, monitored crews to address any
potential improvements and work with project managers to implement those
improvements, verify crew timesheets, equipment charges etc.. I always
ensured that the stringent quality and safety requirements were adhered to
during my tenure on this project.

Following the on time completion of the Clear Brook station work, I was
promoted and asked to relocate back to the Superior Terminal to supervise
the Alberta Clipper Project terminal 36-inch piping from the main manifold
across the terminal and supervise the 5 Alberta Clipper storage control
tanks being constructed. I ensured contractor accountability with both the
Enbridge CSP and OSHA regulations, site audits, recordkeeping, attend
progress meetings, and contractor adherence to Enbridge safe practices and
proper controls are in place for work scope. We completed the project on
time, in budget, no lost time injuries or any facilities/utilities damages.
I also helped facilitate as a lead, any needs developed by the project
Safety Manager, including special field audits of other sites, attend pre-
bid meetings and represent Enbridge Safety at contractor pre-job meetings
once a contractor was awarded the bid.

After completing the Sothern Access line fill, I was asked to supervise the
Clear brook MN station Alberta Clipper pump station and Southern Lights
pump station at that particular site. I was responsible for ensuring
contractor safety, recordkeeping, training, site audits, Incident
investigations, root cause analysis, OSHA/CSP compliance and fostering an
open door approach with the contractor to be proactive on site safety.
There were many space constraints associated with this project and we did
not incur an OSHA recordable or facility/utility damage, as the contractor
excavated across the station property and successfully passing by over 60-
plus buried utilities/facilities for Mainline Tie-In. We completed the
project on schedule as well.

Safety Inspector for Enbridge supervising all aspects of contractor safety
for the mainline road bore/crossing repairs, Laydown yards, and Stage 2
mainline fill valve and densitometer sites. I'm working with the contractor
crews and traveling to various locations to perform daily and weekly
inspections, to verify compliance with CSP/OSHA and Enbridge procedures. I
recently was asked to attend the pre-construction meeting on 3-16-09, at
the Delavan station and represent Enbridge Safety as the safety inspector
for the tentative 3-week long Southern Access line fill mechanical project
and oversee that the contractor is complying with all the Enbridge safety
policies and procedures.

The safety Inspector representing Enbridge at both the Delevan and Vesper
flow meter and flow meter piping projects. The Vesper station encompassed
just the flow meter and fabricated piping and mainline tie in, however the
Delavan station had more variables such as the demo of the pig launcher
unit and all the associated piping and the installation of the new 42-inch
re-engineered design in place of the pig launcher and then the installation
of the flow meter and flow meter piping. Ensured contractor compliance and
accountability with both OSHA and CSP requirements, including correct field
safety documentation and record keeping. No contractor lost time accidents
and or injuries during either of these projects and we did meet the
projected scheduled completion date. During this time I was asked to get
involved in the initial set of Southern Access Integrity dig repairs for
the Line 61 and Line 13 mainlines and perform safety spot checks for the
four contractor crews from Superior WI down to the Portage WI area and
various repair sites in between.

Safety Inspector for the Superior Southern Access Stage 2 Piping Project at
the Superior Terminal. Provided project safety oversight and ensured
contractor accountability until scheduled completion for this in depth new
42-inch piping project from the main terminal manifold to the stage two
storage tanks, thus crossing many existing terminal facilities and
utilities without any incidents, damages or contractor lost time injuries.

during the construction of the Tank 35 control tank and piping to the
manifold at the Superior Terminal. Ensure contractor compliance from both a

inspection reports sent to applicable personnel and reviewed with the
contractor safety representative, Incident investigations and root cause
analysis. No lost time accidents or injuries during this project through
scheduled completion.

OSHA protocols and procedures for the Southern Access line 61 pump station,
pig launcher and all the associated piping at the Superior Terminal and the

keeping and documentation, including daily site inspections, weekly site
audits and weekly safety summary. No incidents or lost time accidents
incurred during any phase of the vast Superior pump station project until
on time scheduled completion, which at times reached a workforce of over 60
union craft personnel and nor were there any lost time accidents or
injuries at the Vesper Terminal as well.
