Key Achievements
Supported a Department of Defense client in the development of two business process
reengineering efforts. I served as the team lead for both efforts and successfully developed the
Most Efficient Organization, an In-house Cost Estimate, a Quality Control Plan and a Phase-In
Plan. I managed a successful contract engagement, implemented contract modifications and
completed the work within budget. These efforts resulted in a 30% cost savings for the
organization.
Lead a team that produced an organization-level Risk Analysis and assisted with the preparation of a

I was a part of a team that prepared an Assertion Package for Property Plant and Equipment (PP&E)

Conducted an analysis of Information Technology needs for the SPAWAR Information Technology

Center in New Orleans, LA. Directed the efforts of a five-member team to produce a Most Efficient
Organization utilizing the installation’s current investment in information technology and personnel.
Developed a Most Efficient Organization for the USDA Forest Service Information Resource

Management function. Lead the cost approach using cost modeling software for this effort that
involved over 1200 personnel and was one of the first ever studies for the Forest Service. Duties
involved providing cost analysis, organization structure, reorganization techniques and process
improvement techniques to enable the function to maintain efficiencies while providing services at a
lower cost to the Federal Government.

Completed a BPR plan for Naval Station Roosevelt Roads (NSRR). This plan initiated a 30% cost

reduction for NSRR by providing to the Secretary of the Navy a cost based and data based budget
reduction. Lead a team that collected, analyzed and documented departmental based budget
reductions and projected a station-wide budget decrease for the following years.
