Experience Summary
Allen McEntire has years of experience for concept design and
implementation of engineering and remediation services
nationwide. His focus is on waste management facilities and
structures to treat and manage wastes. Allen is broadly
experienced in remediation technologies including
bioremediation technologies as applied to the treatment of
hazardous constituents in soil, groundwater and surface water.
He possesses over 35 years of experience in the design and
construction of landfills including liners, caps, leachate
collection and treatment systems and drainage controls. More
recently, he has focused on the treatment of wastewaters and
groundwaters utilizing bioremediation. In this capacity, he
was instrumental in the development of a biological wastewater
treatments for leachate from a commmercial hazardous waste
facility and a textile dyeing and finishing plant. Further, he
has focussed on adaptation of biological treatment for in-situ
soils and groundwater remediation, as well as tretement of
Fats, Oils and Grease (FOG) in Municipal settings. In the past
year, Mr. McEntire has also worked with innovative technologies
utilizing advanced oxidation techniques and solids separation
technologies with emphasis on their applicability to the energy
industry.

Areas of Specialization
. Managing and implementing civil engineering projects, state
solid waste and hazardous waste regulatory programs and private
sector environmental management programs, including review of
groundwater monitoring programs, development of regulations and
administrative implementation programs, technical assistance
regarding hazardous waste identification and evaluation of
special hazardous waste disposal problems;
. Consulting engineering firm principal providing clients with
interpretations of regulations, permit preparations and
assistance in Environmental Due Diligence;
. Hazardous waste management design services for treatment, storage and
disposal facilities;
. As a consultant, developed the design and provided oversight of
the construction quality assurance plan for the first double
lined commercial landfill in the United States;
. Developed design criteria for the use of double composite liner
technology in hazardous waste landfill liner systems;
. In total, performed a full range of professional engineering
services, including permitting, and design and construction
services for over four million cubic yards of landfill capacity.
. One of the developers of the design of high flow Biologic
treatment system utilizing immobilized bed microbe reactor
technology patented by ABS, LLC;
. Design and installed a biological wastewater treatment system to
manage F039 leachate from a commercial hazardous waste landfill.
. Designed and installed a biological/ozone treatment system to
treat textile dyeing and finishing wastewater to re-use quality
water
. Responsible for design and installation of numerous in situ
bioremediation projects addressing BTEX contamination from
underground storage tanks containing petroleum products as well
as contamination from dry-cleaning operations.
. Development of design of micro biological reactors for small
scale bioaugmentation projects, such as Municipal FOG treatment,
restaurant FOG applications, Agricultural waste treatment, and
other miniature scale bio-augmentation issues.
Major Project Experience
. Managed and directed the activities of state personnel in
ensuring regulatory compliance with State of South Carolina
solid and hazardous waste regulations;
. Implemented South Carolina's program of inspection and
compliance monitoring to ensure the adequacy of hazardous waste
treatment, storage and disposal facilities. First author of
treatment, storage, and disposal facility standards for
Hazardous Waste Facilities for the State of South Carolina;
. Responsible for implementing South Carolina's hazardous waste
delisting and variance program;
. On-site coordinator and/or Project Engineer for projects such
as:
o Emergency removal of hazardous waste from the Fort Lawn, SC,
Carolawn hazardous waste site; remedial clean-up of the SCR&D
Bluff Road, Columbia, SC;
o Hazardous waste site; preparation of the RCRA Part B Permit
application for the SCA Services, Adams Center Landfill, Fort
Wayne, IN;
o Preparation of monthly environmental audits for SCA Services,
Pinewood, SC, secure landfill;
o Design and construction of the SCA Services, Pinewood, SC,
secure landfill;
o Design and construction of the SCA Services, Pinewood S.C., IIC
landfill;
o Closure of the U.S. Department of Energy's Savannah River
Plant's chemical, metal and pesticides (CMP) pits;
o Closure of the GSX Services, Pinewood, S.C. IE landfill.
. Designed and acted as CQA officer for Section II C-G and all
Section III landfills at the Laidlaw Pinewood hazardous waste
facility;
. Provided design oversight for the design of LC-2-5 of the
Laidlaw Imperial Valley landfills as well as WMU 33-35 of the
Laidlaw Lokern Facility;
. Preparation and submission to the proper regulatory authorities
of comprehensive Part B Permit applications for Treatment,
Storage and Disposal Facilities including four commercial
hazardous waste land disposal facilities and one major
incinerator. Also, have been involved in the preparation of a
Part B permit application for a storage facility in South
Carolina;
. Subsequent to the submission of a Part B permit application, was
extensively involved in negotiations and revisions to the Trial
Burn Plan for a commercial hazardous waste incinerator. Efforts
resulted in the approval of the plan from both state and federal
regulatory agencies. Also, supervised the implementation of the
Trial Burn to ensure that proper procedures were followed and to
participate in any minor revision decisions that must be made;
. Design and construction of numerous projects for in situ
bioremediation using proprietary technology. Contaminants
include perchlorethylene, BTEX compounds, and wood treating
components;
. Responsible for engineering and construction of a wastewater
treatment system using ABS, LLC patented technology at Carpet
Dyeing operation near Atlanta, GA. System had been constructed
and is in startup operations for producing re-use quality water
for yarn dyeing;
. Responsible for engineering and construction of a wastewater
treatment system using ABS, LLC patented technology at a
commercial hazardous waste facility in the southeast. System is
constructed to meet CFR 41Part 445 standards for point source
discharge of hazardous waste leachate (F039). System has been
constructed and in operation since October 2002;
. Engineer for design and development of municipal sewer device to
treat oils and grease production in municipal sewer lines;
. Engineer for design of prototype municipal device to treat on-
site residential waste to discharge quality limits.
. Project Management for removal of 70,000 CY of contaminated
residuals from a former Hercules plant in Brunswick, Ga.
. Start-up of a biological wastewater treatment system for
treating a carbon Di-sulfide plume at a Va. Superfund site.
. Design and installation of Municipal Bioaugmentation devices at
lift stations to treat FOG accumulations.
