Experience:
Senior Foreign Disclosure Advisor - Joint Analysis Center, RAF Molesworth
UK (Aug 2010-present, L-3 then METIS). Responsible for completing all
steps required for FDO approval when preparing intelligence information for
further dissemination IAW national level policy, specifically NDP-1. Sole
POC when completing all actions necessary when national agency level
coordination is required for analytical products; knowledgeable with DoD,
DIA, NSA, CIA, NGA Foreign Disclosure policies and requirements for
release. Conducts in-depth training for analysts assigned to the JAC.
Works in close coordination with J2 IE ensuring foreign exchanges are
conducted and exceptions to national policies are in place prior to release
of information.
- Without supervision guides the JAC SHAPE HQ support program; provides
the DSACEUR (UK General officer) with Force Generation information IAW
national policy through DIA Defense Attaches. Efforts allow for the
DASCEUR to make precise decisions when solving manning issues at NATO
and International Security Assistance Force (Afghanistan).
- Also leads the Project VENNLIG and HAMAH programs, which provides
INTERPOL with pertinent terrorism related information in conjunction
with national level agencies and the DoD. The increased flow of CUI
to international law enforcement has directly supported the arrest and
prosecution of terrorist individuals and terrorist funding
organization in Europe, and has been cited by federal police services
across Europe. This program has been briefed at the White House and
as of FY 08 was the Department of Justice's largest sharing effort.
To date, more than 70 countries have initiated investigations based on
VENNLIG or HAMAH information.
- Assists in PROJECT COMPASS, a highly successful collaborative effort
and virtual information sharing environment between the JAC and the
Intelligence Fusion Centre (IFC) in support of NATO. The highly
successful project ensures the robust and rapid dissemination of
United States intelligence information in support of the IFC mission -
including critical support to combat operations in the ISAF. End
result, production to the IFC quadrupled this last calendar year.
- Instrumental in key intelligence releases to NATO, Kosovo Forces
(KFOR), and ISAF preparing more than 200 products supporting these two
NATO coalitions. Focused on DNI sharing guidance and improved further
dissemination to NATO to satisfy SACEUR requests for information.
- Directly supports the DoD, DIA, DNI and IC goal of improved
information sharing across the Intelligence community partners, with
international law enforcement organizations, and allies.
- Provided inputs to a variety of CONPLANS and DIA intelligence
agreements contributing to a two-fold increase in overall release
production. For USAFE specific, supports the Combined Intelligence
Fusion Centre - Ankara (CIFC-A) Program which supplies limited REL TUR
imagery authority; provided valuable information to allow policy
makers understand the positive impact their decision have with our
foreign partners.
- Participates in EUCOM DDA, DIA, and national agency discussions on a
variety of issues concerning CONPLANS, EXORDS and DIA intelligence
sharing agreements that enhance sharing capabilities and
opportunities. Actively involved in DIA/IE disclosure policy forums
providing valuable inputs from a EUCOM perspective effecting foreign
disclosure across the intelligence community ensuring compliance with
NDP 1.
- Coordinated with DIA, national agencies, and COCOMs to obtain relevant
information to satisfy information gaps for EUCOM foreign partners.
Assisted numerous COCOMs and other national agencies in getting their
release production posted to USBICES.
- Designed and developed FD processes to further release EUCOM JAC
finished intelligence products to NATO and Commonwealth allies.
Republishing of documents for further dissemination tripled since
arriving at the JAC.
- Accomplished trainer, trained hundreds of incoming JAC personnel and
deployed to train personnel during OPERATION UNIFIED PROTECTOR during
the Libyan crisis.
- Fully cognizant of all COCOM directorate theater and service
requirements, and missions to include USAFE.
- Knowledge of the USAFE intelligence mission, objectives, functions,
policies, and interrelationships with AFISRA, DoD, ODNI, the COCOMs
and the US Intelligence agencies and key participants.
Senior Foreign Disclosure Advisor/All Source Analyst United States Forces -
Iraq (Nov 2008-Jul 2010 L-3). Responsible for all source information being
properly transferred to other governments IAW national level policy,
specifically NDP-1. Second extended tour to Iraq, was stationed to Camp
Slayer acting as the sole disclosure authority at the Joint Intelligence
Operations Center, the most critical intelligence center in Iraq. As a
front-line FDO ensured post bombing attack information was expeditiously
released to the Government of Iraq.
- Worked closely with DOCEX/CELLEX/MEDEX units in developing policy on
releasing captured documents/phones/media to a wider audience; this
was paramount since the Iraqi Forces were taking over combat
operations in theater and were assuming sole authority in trying and
convicting insurgents. Efforts were instrumental in giving IRAQ CUI
to prosecute terrorists captured while performing illegal activity.
- Coordinated with the Combined Air Operations Center in Qatar, in
formulation policy on disclosing pertinent tactical ISR information so
Iraqi Security Forces could be supported while conducting military
operations.
- Primary FDO support to the Joint Intelligence Operation Center,
ensuring critical threat related information was given in a timely
matter to Iraqi Security Forces in coordination with national agencies
if required. This included post-suicide bombing information through
NGA, which enabled the Iraqi Government get a total picture so
emergency rescue services can provide assistance.
- Proposed the creation of, and then conducting of the Foreign
Disclosure Awareness Program at the Base level to ensure compliance of
rules - cut down significantly the number of spillages and security
violations.
- As the Senior Analyst on the Religion Team was instrumental in
ensuring command staff knew of the implications of key religious
holidays and how religion affects the thought process of insurgents.

Senior Foreign Disclosure Advisor Multi-National Forces - Iraq (May 2006-
May 2007 L-3). Served as the Theater Foreign Disclosure Advisor at the US
Embassy while in the International Zone-Baghdad, Iraq and benchmarked the
FD program for Baghdad. Worked in close coordination with MNF-I
organizations to ensure NDP guidance is complied with. Duties included
being the single source authority on releasing information to foreign
governments, conducted training and SAVs to other FDOs in theater.
Provides theater guidance on pertinent issues affecting operations on-going
in the Iraqi AOR. Results: instrumental in allowing a smooth flow of
information to the new Iraqi Army.
- Was hand-picked to build a Foreign Disclosure Program from scratch to
support operations in the IZ. Single-handedly provided foreign
disclosure support and guidance when transitioning forces started
allowing Iraqi Security Forces to participate in combat operations.
In conjunction with the Regional Security Office (State Department),
co-joined a FD awareness program which raised the situational
awareness of individuals who now have to deal directly with Iraqi
military forces.
- During the surge was instrumental in getting detainee information to
judiciary panels while the Government of Iraq was in its infant
stages; the information ensured those responsible for criminal acts
were still detained until the Iraqi Government was prepared to assume
control. When Iraqi military forces began to participate in combat,
took the lead in ensuring information needed for mission
accomplishment was available to all war fighters.
- Worked in close coordination with other Multi-National Forces - Iraq
(MNF-I) units in ensuring critical terrorist related information was
passed in a timely matter to front line coalition units to ensure
security of their AOR.
- Coordinated with the Embassy-Baghdad on foreign disclosure issues that
affected State Department reconstruction efforts, and in return,
passed critical State Department observations to MNF-I commanders to
allow the restriction of insurgents bent on conduction an attack.
- Provided foreign disclosure training to instructors at the new Iraqi
Intelligence School to ensure notional information was used and
critical practices and procedures were disguised.
- In charge of conducted Staff Assistance visits to unit FDOs in and
around the Baghdad area. Provided up to date guidance on foreign
disclosure guidelines and procedures.
USAF (Jul 1980-Dec 2001): Superintendent, Intelligence/Security Flight
Sergeant. Air Force duties primarily consist of a Security and
Intelligence back ground: Participated in all levels of Air Operation
Center (AOC) intelligence operations (Analysis/Research, Collection
Management, Unit Support/Requirements, Targeting, Plans and Exercises, and
staff planning) for 7th and 9th Air Forces. Worked in coordination with
Combat Plans and Combat Ops to ensure multi-unit exercise training
objectives were met. Last AOC Primary war-time duty was as the alternate
607th AIG A2 Chief of Requirements (Collection and Production). Armistice
title was Superintendent of Intelligence - Readiness, responsible for all
Unit Support, Plans and Exercises and Collection Management duties.
- While at 7th Air Force, Osan AB, Korea (USFK/Air Component Command)
Performed as the 7th Air Force Foreign Disclosure Officer (Nov 1998 to
Sep 2000) while assigned to the 607th Air Intelligence Group (AIG).
Supported over 8,000 personnel including two Air Wings on Foreign
Disclosure issues.
o In charge of the US/ROK F-16 Exchange Program; ensured pilots
and Commanders were cognizant of what can be disclosed to South
Korean pilots while interacting during training exercises to
include the differences in the export version of the F-16 and
the version utilized by US Air Forces.
o Conducted training for USAF personnel working in major AF
combined intelligence centers (HTACC/KCOIC). Ensured all
personnel were knowledgeable of the issues when working in a
combined environment.
o Briefed Air Force policy, rules, and regulations for foreign
disclosure to Commanders before exercises and when required
because of mission objectives.
o Kept track of pertinent imagery based programs which were
restrictive in nature to most Korean personnel.
o Coordinated all site visits by foreign dignitaries, both Korean
and from the United Nations Command. Due to the nature of
interaction within intelligence centers was presented with
numerous complex and comprehensive issues. Worked in
conjunction with the PACAF FDO in peacetime, and USFK or PACOM
FDO during crisis/exercises. Ensured national level and
regional guidance was followed at all times.
o Also served as the 607th AIG exercise Evaluation Team Leader
during base level exercises - coordinated and executed exercise
injects in support of unit/base training objectives.
Other Experience:
- (USAF) 14 years experience at managing 25-40 personnel with duties
ranging from safeguarding billions worth of equipment, providing
critical time-sensitive intelligence, presenting oral briefings, and
analytical product results to General Officer-level decision makers
during military operations. Skilled military writer - authored
numerous award-winning yearly and quarterly packages. Knowledgeable
in Intelligence and Security, performed as an Intel Functional Manager
supporting the budget and manning requirements for two Intelligence
Flights and all aspects of Security culminating as a Security Forces
Flight Sergeant.
o In-depth knowledge of all facets of Intelligence processes,
cycle and organization. Also knowledgeable on all disciplines
of intelligence to include (all source Threat Analysis, COMINT,
MASINT, IMINT, and SIGINT). Trained Air-Defense gunner and
analyst. Also knowledgeable on TMD, Ground, and Air (Middle
East and Korea).
o While assigned to 9th AF (USCENTAF), built system/personnel
architecture plan for equipment worth over $100,000 and over 30
personnel (now part of today's deployable AOC). Plans used as
the model for deploying equipment and personnel overseas. Built
Overseas Field Exercise Program to be used in conjunction with
Coalition members in the gulf. Standardized exercise planning
throughout the AOR and exercise scripts adopted by higher
headquarters.
o While at 7th AF (USFK/Air Component Command) Served as the A2
Exercise Evaluation Team Leader for Intelligence. Drafted and
improved on operational intelligence process hand books, overall
training and provided scenario development to accomplish command
objectives. Also reviewed and updated USFK pubs and OPLANs
needed by A2 to fight and win. Provided the same process
employment management while re-assigned as the 51 FW
Superintendent for Intelligence, efforts resulted in receiving
nothing less than "Excellent" ratings from Air Force inspectors.
o Authored Threat Analysis procedures and processes for 7th and
9th Numbered Air Forces. Processes used this day in everyday
operations on the Korean peninsula. Drafted 9th Air Force
intelligence Mission Essential Task List (MTELs-Metrics), used
to standardize training on key Intel functions-format copied by
7th Air Force.
- (Jun 2007-Nov 2008 GDIT) Acquisition Management Specialist, Logistics
Specialist and Document Specialist for USFK J61. Ensures critically
needed equipment and supplies are on-hand for general level war-
fighting projects. Accomplishes Project Support Agreements and
coordinates the acquisition of parts by presenting courses of action
for obtaining those needed to complete work orders. Tracks and
reports money spent/available for USFK units purchasing under the
resident Blanket Purchasing Agreements.
- (Jan 2002-Apr 2006 NCI) Worked as a Document Specialist, Logistician
and Dedicated Circuit Administrator for USFK/J64. Acted as the
primary planner/coordinator for Requirement Change Requests and
ensured circuits were ready for two JCS exercises (UFL and RSOI).
Ensured critically needed equipment and supplies were on-hand for
general level war-fighting projects. Also acted as the PBO liaison for
J64 concerning Property Book issues and assisted in overall Warehouse
Management.
