Deloitte Consulting
Lead SAS ETL Developer, 10/2013 - Current. CMS Nursing Facility
Initiative (CMS NFI).
Created a reporting data warehouse to store historical CMS Nursing
Facility data to validate facility activities such as hospitalization of
residents along with diagnosis and admission activities. The data was
used to validate against CDAT activity.
Created and built SAS ETL environment to be used to support a SQLServer
repository of historical data. Designed database and any operational
activity to support monthly and quarterly reporting. Lead developer for
building repository structures and changing management tools and
processes using subversion. Performed administration duties related to
environment and operational support.
Lead ETL Developer, 7/2012 - 10/2013. Central Data Abstraction Tool
(CDAT).
Created a BI reporting data warehouse to store historical CMS data to
support validation of medical records and services performed and reported
by Insurance providers. This tool was used as an audit tool to provide
cost reporting to identify over/underpayments to Insurance providers.
Responsible for creating and building SAS ETL environment to support both
the ETL and Reporting development and production environments. Lead
developer guiding five resources charged with building repository
structures and changing management tools and processes. Utilized SAS DI
to build and support Dimension and Fact tables within the warehouse.
Performed administration duties related to environment and operational
support.
System Designer; 1/2012 7/2012. Financial Crimes Enforcement Network
(FinCEN).
Built a data warehouse to store historical and future Bank Secrecy Act
(BSA) forms and supporting data. FinCEN is a system for identifying
financial crimes such as fraud and money laundering.
Created the design documents required to support the Treasury Enforcement
Communications System (TECS) interfaces. Analyzed data and developed
automated DataStage extracts used and distributed to external entities
such as the IRS, DEA, and others used to identify financial crimes.
Project Manager; 9/2010 - 1/2012. The Department of Human Health
Services (HHS) Office of Consumer Information and Insurance Oversight
(OCIIO).
This effort supported the President's recently signed bill, the
Affordable Care Act, which created new competitive health insurance
markets - called health insurance Exchanges -- that gave millions of
Americans and small businesses access to affordable coverage and the same
choice of health plans that Members of Congress had.
Managed nineteen resources that collected Insurance Carrier data in the
form of templates, uploaded this into the database, performed multiple
quality assurance steps, and promoted the data into production.
My team developed tools to stream line most of the loading and testing
processes. I was responsible for creating the processes and procedures
which the team utilized throughout the project. I also created documents
required by contract, such as Policies and Procedures, Communication,
Project Planning, Budgeting, Environment, Testing Process, and Risk
Management.
Sr. Consultant; 1/2008 - 9/2010. United States Department of Agriculture
(USDA) Recovery Transparency Federal Award
Created the design documents that defined the processes, requirements,
and outputs for the USDA Recovery Transparency Federal Award
applications. These applications were utilized in collecting and tracking
all stimulus funds and awards that were distributed by the seventeen USDA
agencies into an Oracle database. These funds were reported along with
the data from within the National Finance Center's Financial Data
Warehouse utilizing Brio Technologies.
Responsible for QA and Production support of the SAP ECC and BI systems.
Duties consisted of maintaining production scheduling, basis activities,
Oracle SQL scripts, BI extracts and process chains, Control-M
implementation, system analysis and tuning, and ad-hoc Brio reporting.
Received Federal Civilian Award for efforts made throughout the past
fiscal year.

Sr. Consultant; 10/2007 - 12/2007. Highmark Blue Cross Blue Shield
Consulted with Highmark Blue Cross Blue Shield on eBusiness opportunities
for an eBusiness organization that delivered nearly $25m in strategic
initiatives. Developed the organization design based on industrialized
development principles and defined the processes and procedures in which
this new organization would operate.
Played a key role in identifying deficiencies and proposing remedies in
several of the functional, testing, and production support areas. These
remedies improved the new organizations structure, delivery, and
efficiency.
Manager; 1/2007 - 9/2007. Hattiesburg GDC SAP Functional Manager.
Managed portions of the Accelerated Business Integration (ABI) project
where my team created, tested, and implemented the SAP ABI FI/CO
template. Coordinated and lead training of 14 SAP Functional Resources in
SAP's HR/HCM, FI/CO, and SCM modules.
Project Manager; 1/2005 - 12/2006. Jefferson County SAP FI/CO
Implementation.
Managed the Jefferson County SAP FI/CO implementation where team was
utilized for delivering FRICE objects. Developed and implemented all
processes and procedures associated with the project which included
project management, development, issue tracking, risk management, and
change control. Communicated to the client and BE management project
status and budget analysis.

Sr. Manager; 6/1997 - 7/2005.
. Designed and implemented a Co-Carrier Access Billing system, which
generates approximately $50 million in monthly revenues and processes
approximately 3.5 billion call detail records monthly.
. Created CRM system that was used for capturing customer information
such as sales, contracts, contact information
. Managed a team responsible for routing management of international
and domestic calls that enabled a large telecom company to route calls
according to least cost. This application also served as input into the
traffic cost reporting systems.
. Implemented Brio and Actuate reporting tools, which were utilized by
the corporate financial systems organization.
. Created a reporting environment that supported billions of rows summary
data which crossed multiple data platforms such as Oracle and Filetech.
. Designed and managed the implementation of an ERP system for a large
telecommunications client, which warehoused twelve provisioning systems
allowing customers to report and analyze leased circuits. This
information was used to analyze the circuit from a status and margin
viewpoint.
. Implemented Brio and Actuate reporting tools, which were utilized by
a corporate financial systems organization.
. Reduced International Line Cost by 4% or $40 million annually by
developing and implementing an overall data architecture plan for
managing International line costs. Also led the interface of this
system with SAP for accounts payables and accruals.
. Managed development of a J2EE architected application for costs
controls utilized globally in a large telecommunication company.
. Combined the U.S. based domestic and European call detail reporting
(CDR) traffic systems and staff, which enabled consolidated global
traffic reporting. The new system consisted of a large data warehouse

. Designed and implemented financial line cost audit systems for
international leased network circuit invoices which allowed a large
telecom company to dispute millions of dollars in erroneous invoices.

. Key member of a team responsible for a large-scale conversion of an
IBM platform to a new VAX system. Installed new Cincom CONTROL
manufacturing software on the new platform.
. Implemented a reporting system, which was used to combine information
from multiple systems into a common central data repository utilizing
Cognos.
. Responsible for design and implementation of all interfaces from the
Cincom CONTROL: Manufacturing systems to other satellite systems.
