order vehicles. Support and oversee capture for DoD (USAF, Army and Joint) opportunities as well as civilian
(DoT) in the IT and program management space.
VMD Systems Integrators, Inc. (9/12 – 9/13)
Senior VP, Strategy and Corp. Development
Senior Vice President over Operations and Strategy, overseeing various components of $20M 8(a) small
business including operations and corporate development. Led and supported seven major proposals for $50
200M capture efforts while consulting on the growth and expansion of firm into new areas of performance and
new client bases. Designed structure for internal reorganization to accommodate expected corporate growth
and diversification. Managed new corporate expansion and development strategies and developed key
partnering relationships with area LSIs based on historic relationships. Served as transition executive for
awarded contracts through to handoff to Operations.
GTSI Corp., Herndon, VA (5/06 – 10/10)
Program General Manager, DoD Programs
Program General Manager for Defense, Air Force and intelligence agency programs, responsible for managing
GTSI’s DoD IDIQ programs, and pursuit and subsequent execution of all major technical service programs for
that customer space. Captured and directed winning proposal for GTSI’s award under the $7B NETCENTS 2
Net centric Products contract. Program Manager for the NETCENTS program, a $9 billion ceiling program
for the US Air Force to provide network centric solutions to USAF clients. Responsible for complete scope of
performance on program for GTSI under large and separate small business arrangements. Exceeded revenue
and margin targets for all of 2006 2009 under the contract in first three years of operation within GTSI.
Successfully competed under RFP for GTSI to win the outsourcing of NG’s processing of requests for quotation
under NETCENTS. In first five months achieved $6.4 million in sales (vs. $5.5 million revenue target for all of
2006) at margins exceeding target percentages, then over $13 million revenue each (30% over target) for 2007
and 2008. Serve on NG staff as Product Manager (in subcontract role), representing NG at client meetings,
program management reviews and directly resolving customer product issues.
Performed capture support and leadership as well, on three large DoD opportunities for Air Force customer.
Managed programs with the NASA UNITeS office (IT/networking services and equipment), a large IDIQ
contract through the Navy SPAWAR procurement office, GTSI’s support of the GSA VETS program (for
technical services businesses under SDVOSBs), and incidental programs and projects as required.
Northrop Grumman Corp., McLean, VA (9/04 to 5/06)
Senior Program Manager
Senior manager of solutions (Program Manager) for the Air Force NETCENTS Program for Northrop
Grumman’s Computing Systems Division. NETCENTS is a $9 billion ceiling IDIQ providing
network centric solutions to USAF clients. Dual role as Sr. Program Manager for the lead division’s
NETCENTS effort, and as Product Manager for the overall Program Management Office in the prime
division’s management organization. Led professional services and catalog of nearly two million
items; managed relationship with over 100 partners with products on the contract, managed the
response to and implementation of over 3000 delivery order requests that came through after contract
award in September 2004. Achieved services and product sales in excess of $50 million through
conclusion (15 months) for the Division.
Advanced Technology Systems, McLean, VA (11/99 to 9/04)
Vice President, Operations/Division General Manager
Vice President of Operations, directly responsible for the management of ATS’s organizational element devoted to
professional information technology services for Federal Government (non Defense) clients. Supervised program
managers, organizational profit and loss, development of new business in current and prospective clients, and customer
interaction at senior level. Expanded organization from 35 staff to over 150 individuals supporting work at client sites
such as the Departments of Education, Energy and Justice, FBI, US Agency for International Development, the Federal
Communication Commission, U.S. Coast Guard and the Department of Labor (Office of Federal Contractor Compliance
Programs, Office of the Assistant Secretary for Public Affairs and the Wage and Hour Division), along with programs in
several State and local governments. Projects included software development and maintenance, help desk support,
desktop assistance, Web site development and management, database support, policy analysis and documentation, call
center requirements analysis and management, as well as software product implementation and other IT areas.
Litton PRC Inc., Reston, VA (5/90 to 11/99)
May 1997 Nov 1999. Operations Center Manager/Director, Business Development
Developed and managed business for the Migration Solutions/Year 2000 Division. Developed Y2K management
opportunities on both competitive procurements and task order IDIQ sales. Won departmental business bookings of
$35M in first 18 months of brand new organization, supporting 18 20 separate clients, Federal, state and
commercial. Senior manager for Y2K projects within operations center. Led team of three program managers who
administered and ran the migration and Y2K conversion tasks. Served as primary interface to task order sales force for
marketing and initiation of tasks. Presented briefings and seminars in U.S., Canada and Puerto Rico; spoke publicly on
the Y2K problem, its ramifications and the programs needed to forestall catastrophic impacts.
July 1993 May 1997. Director of Professional Services, Super Minicomputer Program.
Organization and capture manager for all services tasks in excess of $1M billable value; in total, achieved over $180M in
sales of services under the SMP single award IDIQ contract. Wrote white papers; prepared and gave presentations to
the Government relative to compliance with contract scope, prepared and negotiated proposed pricing for large
programs using SMP services. Served as chief interface point with Government contract holder on all discussions of
suitability of proposed tasks within SMP contract. Handled exceptional cases in SMP services area (customers with
special needs). Developed services oriented marketing and promotional materials. Ran trade shows with SMP services
presentation, prepared and presented services component of SMP “road show” offered around US. Managed tasks on
over forty simultaneous services delivery orders. Services included system installation and integration, software
migration support, network management and other related activities. Scope of responsibilities entailed marketing
support for SMP sales force, client interviewing, identifying and securing performing activity (generally subcontractor
or non SMP PRC resource), draft SOW development and tracking delivery order process. Supervised task manager(s)
in some of above activities related to specific subset of delivery orders.
May 1990 July 1993. Project Manager
Managed programs of TQM team at Woodbridge, VA office, coordinating schedule and financial progress for programs
within PRC TQM contract vehicle. Managed two Army programs (Laboratory Consolidation and Small Business
Innovative Research). Managed Air Force TQM program to assess the viability of a composite material replacement for
the P 91 console on the AWACS aircraft. USMC Program Manager of MAGTF Data Library (MDL) program;
performed special analyses for MDL, a PC based system using data from mainframe source files; quality checked data,
converted to standard formats and distributed to users of the MAGTF II/LOG AIS family of logistics, planning,
employment and redeployment systems. Project Manager for the GTN/ITV prototype system, developing the test plan
for the operational prototype of the Global Transportation Network In transit Visibility system (GTN/ITV), formulating
test procedures and conducting the development and qualifications tests and performed worldwide upgrades to systems
used as system terminals, and performed user training at installed sites.
