Kellogg, Brown and Root (KBR) Oct 2007 - Current
Leading the KBR Industrial Services site services contract at Solvay
Chemicals in La Porte Texas as site manager. Responsible for core staff
of 24 employees' with seasonal outages that increase staff to up to 200%
for short durations. Site services include mechanical, civil, electrical
and instrumentation maintenance, repairs, and small capital
construction. Packaging, sampling, inventory management and shipping
services associated with Solvay end products in both liquid and powder
states. Site stores warehouse receiving, stocking, issuing and
purchasing of stock and repair work order materials in excess of $2M
annual. Maintenance management of Solvay CMMS (SAP) data for all
equipment, work orders, preventative maintenance, planning, scheduling
and stores stock. Responsible for compliance and reduction of annual
maintenance budget of $4.5 M annual.
Most significant achievements to date at site are:
No recordable or lost time incidents in over ten years.
Reduction of overtime from 20% annual to meet the site goal to not
exceed 5% annual in the first two years of site management through the
implementation of stronger policies and budget constraints while using
reliability practices to eliminate bad actors that forced overtime.
resulting in an annual labor savings of over $275000
Reduction of chronic equipment failures through the use of reliability
based maintenance practices that have resulted in an increase in plant
up time from 96% in 2007 to record setting production levels that ranged
from 99.6% in 2011 to 99.8 in 2013.
Implementation of planning and scheduling practices that now generate
two weeks of 100% planned and scheduled labor.
Restructure and improvements in the product packaging services to
increase the output of the sites product packaging department while

Plexus Scientific Sept 2000 - Sept 2006
Leading the Plexus Scientific Corp. Reliability-centered Maintenance
(RCM) consulting practice in a variety of Reliability Centered
Maintenance (RCM) related projects including:
Created standard O&M program templates incorporating RCM principles for
all NASA facility maintenance organizations to eliminate duplicate work
efforts and reduce maintenance program cost.
Evaluated maintenance programs for Critical Flight Hardware to identify
unknown failure hazards at the request of NASA HQ.
Created the scheduled maintenance program for the Johnson Space Flight
Center in preparation for the 2002 release of the Center Operations
Support Services contract Request for Proposals at the request of NASA
management.
Performed an agency wide CMMS review and status report to identify all
CMMS formats and utilization across all NASA facilities world wide.
Performed a study of Automated Data Collection systems and CMMS system
interfaces in preparation for the implementation of the SAP Enterprise
initiative for all NASA operations.
Created a RCM Training Courses for construction and equipment acceptance
for NASA HQ to train construction engineers.
Created a Maintenance Taxonomy for consolidation of all NASA facilities
CMMS fields and data to allow cross utilization of maintenance failure

Received the Halliburton MVP award for 1999 in recognition of
advancements made in RCM based programs within Halliburton Corp.
Participated in a joint team assignment with NASA personnel as technical
lead for the review and certification of a hand held ultrasonic leak
detection technology for use on the International Space Station.
Received the National Aeronautics and Space Administrations Public
Service Medal in December of 2000 in recognition of his outstanding
achievements, leadership, teamwork, and dedication to the implementation
of the Reliability Centered Maintenance philosophy at the Johnson Space
Center.

NASA/Johnson Space Center - Houston Texas
One of ten managers selected for implementation of the first
government-issued, fixed-price performance based support services
contract.
Managed the RCM Department, supervised, coordinated, and integrated the
work of technical professionals including multi-disciplined engineers,
RCM analysis experts, various predictive technology technicians, and
administrative staff.
Developed JSC's comprehensive maintenance and operations Reliability
Centered Maintenance program, including training, implementation and
startup of RCM based maintenance practices for all flight-critical
mission and non-mission critical facilities, utilities, and user
equipment.
Responsible for the RCM program budget development and on-going fiscal
management.
Responsible for implementation of BRSP equipment and preventative
maintenance CMMS modules and participated as a team member in the
implementation of the work order, planning and material modules of the
MP2 Datastream CMMS program.
Created the direct interface operational criteria to allow the transfer
of data from the MP2 CMMS at the JSC site to the SAP system at the Brown
& Root main office in downtown Houston Texas.

Conducted a plant maintenance and operation review at the request of
Brown and Root Industrial Services Corporate Office.
Completed an investigation and revealed this site was operating at 30%
of its capacity due to system reliability issues.
Performed comprehensive plant data analysis utilizing RCM technology to
determine failure modes, and subsequently prepared and presented
recommendations to Cedar Bayou Senior Management to move from
Run-to-Failure to a new Reliability Centered Maintenance philosophy.
RCM recommendations were adopted.
Developed a reorganization of the facilities CMMS program (COMPASS) to
better utilize the RCM based revisions associated with the accepted
recommendations.

that allow largest ever Beta Carotene production facility to run
unhampered by reliability issue's.
Managed startup, developed maintenance and logistics plans, implemented

construction of unit in less than 18 months.
