Program Manager – Iraq Desk
The Program Manager (PM) for Iraq is located in the newly formed “High Threat Programs”
Directorate of the Diplomatic Security Service (DS). He is responsible for providing policy and
program support as well as administrative and managerial assistance to the Directorate and the
Regional Security Offices (RSO) in Baghdad, Erbil and Basrah, Iraq. The PM also consults
with senior officials of DS, the Department of State (DoS) and other U.S. government agencies
(OGA) in order to provide program, operational and security support within the regional area of
his responsibility. He is required to review and evaluate all security operations and program
requirements in order to provide policy and budget advice as necessary. The PM serves as the
action officer on the entire spectrum of DS security support and responsibilities to assure that
these services are adequate, timely and current as required to support all U.S. Mission facilities
and personnel in Iraq. Additionally, he ensures timely action and/or support for the RSO’s
activities within Iraq while maintaining as active, viable working relationship with senior DS and
DoS management staff, as well as other OGAs assigned to the Iraqi Mission. The PM must
develop instructions, telegrams, letters, memoranda and other documents on operational security
issues affecting the Mission and OGAs and prepare staff briefing papers, policy directives, oral
presentations and responses to Congressional inquire pertaining to the U.S. Mission in Iraq. The
PM ensures that the DS security staff, both domestic and abroad is continually monitoring the
changing political and threat scene, anticipating and planning for any development that may
threaten U.S. Mission personnel and coordinates appropriate contingency responses within the
Department of State and with other U.S. Government agencies.

Account Executive/Program Manager
The Program Manager (PM) for EODT is responsible for overseeing the U.S. Department of
State security support account. This position manages the World-Wide Protective Services
program (WPS), a 5 year, multi-million security services contract with the Department of State’s
Diplomatic Security Service. As part of the responsibilities, the PM must manage all aspects of
WPS contract to include: recruiting, screening, training, deployment, housing, transportation and
operational needs of over 700 security specialist assigned to the U.S. Embassy in Kabul,
Afghanistan. The Program Manager oversees a domestic office comprised of a deputy and 10
functional managers who supervise: Administration, HR, Training, Finance, IT, Logistics,
Contracts, Travel, Facilities and Security services in support of the contract. Overseas, he directs
similarly configured offices headed by a Country Project Manager who provides direct
operational control over the security force. The PM is required to meet with senior officials of
the Department of State and with the U.S. ambassador in Kabul, Afghanistan. The PM ensures
that his staff, both domestic and abroad is continually monitoring the changing political and
threat scene, anticipating and planning for any development which may threaten U.S. Mission
personnel.

Principal Security/Law Enforcement Advisor
The U.S. Mission’s Principal Security/Law Enforcement Advisor is responsible for all matters
relating to the security of the United Nations, the permanent missions accredited to the U.N. and
all law enforcement and security matters affecting their personnel. The Advisor is also
responsible for the formulation, implementation and evaluation of U.S. policy, planning,
practices and procedures with regards to the U.S. Mission’s host country responsibilities. The
Advisor reports to the U.S. Ambassador to the United Nations through the Counselor for Host
Country Affairs and works closely with senior leaders of the State Department, U.S. Law
Enforcement and Intelligence Services and the New York City Mayor’s Office and Police
Department.

Director of Corporate Security
The Director is responsible for managing emergency planning, special events, executive
protection, special investigations, brand integrity, threat assessment and facility security/fire
safety programs, and overseeing the safety of employees and the protection of company assets.
Additionally, the director manages security operations for all Time Inc. facilities and staff
domestically and internationally and chairs the Corporate Crisis Management Team. This
includes but is not limited to; evaluating and responding to threats, providing contract security
support and making recommendations to senior management regarding the need to evacuate or
safe haven staff in trouble areas of the world. The Director is also responsible for developing
and supervising all security operations in support of magazine sponsored conferences, special
events and photo shoots both domestically and overseas. The Director, working out of the
Time/Life Building in New York City, supervises a deputy director, a senior security manager,
two junior managers, a guard force manager, a security technician, an office manager, a 24-hour
security operations center and a contract guard force of over 50 officers.

Director for International Operations
The Director manages all overseas security and law enforcement operations, staffing and funding
at over 285 State Department foreign missions. These responsibilities include, but are not
limited to, threat assessment, physical and technical security, military assistance, crisis
management, safe haven and evacuation support for over 58,000 Department employees.
Additionally, the Director is responsible for supervising some 500 regional security officers
based at U.S. embassies and consulates overseas in over 200 countries. The Director has
operational control over 1300 Marine Security Guards, a 24/7 Security Operations Center and a
$24.5 million budget. In this capacity as Director of International Operations for the State
Department, the director is required to meet regularly with the highest levels of the White House,
State Department, Defense Department, U.S. Intelligence Agencies and Congress on security
matters affecting U.S. Foreign Policy.

The Director manages protective security operations for hundreds of visiting foreign dignitaries
and major special events such as Middle East Peace Talks, United Nations General Assemblies

Secretary of State both domestically and overseas, the protection of senior foreign dignitaries
visiting the United States and the security of foreign missions located throughout the United
States. Additionally, the director controls a staff of 125 special agents, a nationwide fleet of

Protection for the State Department, the director is required to meet regularly with highest levels
