QUALIFICATION SUMMARY
STAFFING Responsible for all aspects of recruitment, behavior based interviewing, assessment and
selection, placement and orientation for all levels within the organization, including executive
searches. Succession planning and curriculum development for human capital
management. Oversight of a job fair that processed 3500 applicants in two weeks including
orientation and interviewing. Maintain legal, compliant, and audited human resource files,
act as custodian of records. Supervision of up to a staff of seven human resource
professionals and providing human resource services for up to 2500 employees at 30
locations and have operated as a one person HR shop for up to 250 employees at two
locations.
BENEFITS Substantial savings documented when handling benefit administration, such as: negotiating
insurance rates, comprehensive auditing of insurance billing, unemployment compensation
claims, close monitoring of workers’ compensation claims (reduction of premium of $1milion
per year) and vendor services. Perform benefit administration including: health, life, dental,
vision, STD and LTD, enrollment, billing, problem solving, negotiation of rates, and
verification of coverage. Administration of behavioral safety program, classification and
compensation plan, pension plan, 403(b), 401(k), worker’s compensation (including light
duty program), Employee Assistance Program, COBRA and United Way and other
philanthropic opportunities. Processing of unemployment claims including decisions
regarding protests and appeals. Process payroll using a third party service for 250
employees.
POLICIES Partner, advice, coach and mentor on employment law, legal compliance and assist
executive team in related issues, including discipline, termination, and general policies as
required. Design and implementation of human resource policies including employee
handbook, policy and procedures manual for supervisors, leadership development, job
descriptions and behavioral safety. Administered background check program as required by
facility. Creation and tabulation of employee satisfaction survey for 500 staff to determine
day to day issues, staff development, safety needs and to improve employee relations and
policy management. Create salaried performance appraisal system based on KPI’s for
facility that was tied to compensation and bonus plan that was implemented corporate wide
for performance management.
EXTERNAL Work with local groups to comply with Affirmative Action Plan. Interact with licensing agency
to ensure the integrity of company. Filing of EEO-1, EEO-4 (State and Local Government).
Oversee and ensure all business/human resources policies and practices are compliant to
federal (EEOC, DOL, OSHA), state (MCHR) and local government regulations. Provide
leadership and public speaking as requested to the SHRM Annual Conference and Expo
and the list of speakers that SHRM has available. Part of a management team that
implemented change management as a result of an equity firm purchase.
LABOR RELATIONS Human capital management including: foster relationship with employees to maintain union
free environment for employer, as well as handle collective bargaining procedures, including
five contract negotiations (four as first chair), job posting, grievances, and memorandums of
understanding for organizations. Named employer trustee to board of a union sponsored
school. Participation in NLRB fact-finding and hearings. Unions include: SEATU,
Seafarers International Union (5 contracts), Plant Guard Workers, IBEW, Teamsters #688,
Bakery, Confectionary, Tobacco Workers and Grain Miller’s International Union, AFSCME (2
contracts), Missouri Nurse’s Association, and the Service Employees International Union,
TECHNICAL Experience with Ceridian, ABRA, Paychex, ADP Personnel and Payroll software, other HRIS
