Position- Senior Joint Policy Office JASMS Workflow Manager (Subject Matter

Expert/ Analyst/Writer)

Responsibilities:

As a GS-13/14 equivalent government contractor; authored and reviewed analysis with

impact on contingency plans; represented J5 in the planning and policy arena within the

United States and Internationally. Provided continuous analysis of issues impacting

National Guard Bureau (NGB), Army National Guard (ARNG) and Air National Guard

(ANG) Staffs Responsible for producing extensive studies and analysis of issues within

the National Guard Bureau and providing well thought out, clearly articulated and

substantive recommendations to the National Guard Bureau leadership.

Coordinated long term projects that addressed strategic issues of importance to national

security; long range planning, joint training requirements; and enhanced inter-agency

integration focus. Provided analysis and support to the National Guard Bureau Policy

Division Chief, fellow Senior Policy Analysts, and individual Action Officers. Prepared

regional and international political-military assessments and studies to support planning,

training and policy formulation. These products were produced in command prescribed

for planning and implementing construct security and physical security projects for the

Department of State. Primary Liaison Program Management in concert with federal,

state and municipal law enforcement, security and intelligence organizations.

Interfaced with appropriate government agencies relating to security as the contact

point for the organizations security department. Provided force protection program

management; vulnerability/risk/threat/critical assessments, report development,

contingency planning, drills/exercises, physical security inspections, infrastructure,

training (development and proctoring), executive protection, electronic security systems,

and guard-force management. Excelled as the initial investigator that facilitated the

investigation of allegations and criminal/civil incidents; which involved violations of

criminal and administrative matters in the corporate environment; such as interviewing,

technical security applications (CCTV, digital recording), general investigative methods

and procedures, and case file management.

implemented appropriate management plans to mitigate risk . Initiated/facilitated

knowledge of Homeland Security (government) investigations, regulations, reporting

safety operational standards (OPSEC) to include developing course manuals and

databases and information technology.

Administered principles, techniques, and methodologies of intelligence research to

conduct research and analysis activities, to evaluate the validity of data, interpret raw

data, analyze intelligence reports, and present conclusions; interpreting intelligence and

raw data using analytical techniques; planning critical intelligence programs; serving as

a leader in conducting intelligence activities with law enforcement and intelligence

agencies.

Virginia Beach Police Department, Virginia Beach, VA

(September 1989 - January 2001)

Position: Master Police Officer

Responsibilities:

Responded to citizen-initiated calls for service and conducts self-initiated investigations

while patrolling a specific geographical area to deter criminal activity. Researched

want/warrants on persons. Identified, collects and preserves evidence. Mediated

domestic disputes; prepared various reports and documents to complete investigations.

Responsible for the presentation of evidence and testimony in judicial settings; which

resulted in successfully prosecuted crimes. Duties also included case administration for

prosecution in concert with Federal, State and Local laws/statutes . As a result of

substantial success in terms of apprehension of suspects; administered case

prosecution tactics in concert with city attorneys and prosecutors; subsequently,

Responsibilities:

administrative duties incident to general and operational administration utilizing manual

and automated information systems. Exhibited superior Administrative Clerk knowledge

of the Marine Corps Total Force System (MCTFS), and Marine Corps standard word

processing and database software packages. Conducted 24X7 security operations as a

Marine Barracks Security Guard; in concert with administrative duties as required

Additional duties consisted of the preparation of naval correspondence and messages;

preparation and maintenance of directives; preparation of travel orders, completion of

general administrative requirements such as leave authorizations, identification cards,

and preparation and maintenance of command snit punishment books. Numerous

additional duties were performed; which typically overlapped those performed by

personnel clerks. These duties include auditing field service records, verifying

information contained in unit diary feedback reports/personnel management reports,

preparation of discharge and retirement documents, and verifying the accuracy of

information contained in the MCTFS databases. Assigned to support the administration

of military justice to staff level billets; which performed duties within a Classified Material

Control Center (CMCC), or in the unit's mail room.
