and Research and Development. Support Target Cost estimating and conduct program cost/schedule
reviews and supervised 6 employees. Single handedly developed a global singular process for Dresser-
Rand building virtual factories using the cost estimating tool named aPriori to make all major future
business decisions for all product lines (Steam, Gas, DATUMs, Compressors, Solar, Wind, Turbines).
Virtual production allows engineering traded offs, should costs for any existing manufacturing process
and allows evaluation of major equipment investment decisions for equipment, vendor selections and all
financial evaluations in real time. Independent review of a troubled ICS Subsea program resulted in 7.5
million dollars of program funds being properly resource loaded for successful completion using earned
value management. Personally led and spear headed the team producing over 150 million dollars in cost
reductions in the Echogen, Tynes Bay Steam Turbine (1-10 megawatt), LNGO and Large DATUM, and
57 inch impeller programs and future impeller designs for Supply Chain cost reduction negotiations.

cost estimating support for these models worldwide to customers. Developed from scratch all training

Future Combat System Proposal
Generated UAV estimates in 2007 using the developmental SEER Cost for IQ model in 3 days that
validated a new UAV development costs for the customer based on actual data collected by Galorath.
Developed total life cycle hardware and sizing and effort software should costs estimates covering
development, production with 3 independent engine risk analysis, system of system costs, and Monte
Carlo risk analysis for the proposal for the FCS Tactical Unmanned Aeronautical Vehicle (UAV).
Researched and collected similar software program sizing data to develop a complete software estimate.
IRS Modernization
Developed 70+ total cost of ownership Software and Infrastructure estimates to help modernize the IRS
and make solid future funding decisions. Created historical catalogs, Basis of Estimate (BOE) estimating
templates and standardized estimating practices. Took all the historical data and developed a Rapid
Estimating Development (RED) process for the customer. It uses historical data and SCENARIOs to
crank out estimate Rough Order Magnitude (ROMs) in a week versus 8 weeks
Joint Precision Approach and Landing System (JPALS)
Developed a semi-automated software estimating tool to estimate the costs of all Ground and Ship based
software for the JPALS using Excel and SEER SEM dynamically linked and helped develop an
independent function based size estimate from program source algorithms for the ship, ground, and
aircraft simulation software.
IntelliCost SBIR Phase I
Developed a seamless more user friendly Operation & Support (O&S) tool that supports gross to detail
level estimating as the program matures which will incorporate outside data sources as available.
CSAR-X Helicopter Proposal
Developed software size and should costs with risk estimates for the future CSAR-X helicopter program.
Consisted of collecting existing and similar software sizing data and assimilating it into a cohesive
estimate using a semi-automated software estimating tool with many what-if's from scratch in 5 days for
this 9.5 billion dollar program.
Space-Based Infrared Satellite System (SBIRS)
Provided quick & accurate Space software estimates for the SBIRS Auxiliary Support Center (SASC)
software Tools and for the Satellite Payload On-Orbit Test Station (SPOTS). Created an initial estimate
for the Ground Simulator (GSIM) for the Ground component and developed a new automated estimating
tool process using the September 2005 Ground Baseline software estimate. It capitalizes on the power of
Excel and macros and the automation power of the server mode in SEER SEM.

Instrumentation, and Telemetry for the Eastern Range. Saved numerous millions of dollars though

earlier than planned and first level supervisor of a team of 15 civilians and contractor personnel working
all financial responsibilities from cradle to grave.

Commander, AFROTC and USAF Academy recruiter for Central and Northern Florida. First in total
numbers recruited in the Region, and 3rd in the nation and created and wrote the AFROTC national
strategy in an instructional book on how to recruit distributed nationally. Developed and produced
displays that were nationally distributed to every recruiter in the nation from start to finish and supervised
6 lieutenants in the region.

AFB. Planned and programmed over 500 million dollars effectively that led to cost savings and efficient

exceeded all mission needs and goals.

Lead Program Office Estimator for a 30 billion dollar satellite program via Congress authorization. Single
handedly turned the MILSTAR program around from losing a half billion dollars to getting congressional
appropriation of 10 billion dollars and restored program credibility. As a result of my actions, the
MILSTAR program had electronic real time cost estimates to support the next 10 years and all follow on
programs for the next quarter century. Developed cost estimates to support all program funding strategies,
Program Objective Memorandum (POM) and Budget Estimate Submission (BES) and to respond to
questions from the Secretary of the Air Force for Acquisition, Office of the Secretary of Defense and
Congress. Reviewed and certified all MILSTAR cost estimates. Served on the source selection cost
panels, lead cost proposal evaluation teams, and prepared financial reports for higher headquarters LA
AFB, CA and the 1st level supervisor of two other officers and managed a contractor team of over 40
personnel.
